About this file

This is Amendment A002 to Solicitation No. 69056725B000013 for the WA FLAP SKAMAN 92135(1) Wind River Road Slide Reconstruction project, issued by the Department of Transportation Federal Highway Administration (FHWA) in Vancouver, Washington. The amendment became effective on January 23, 2026, and does not extend the original offer receipt deadline. Contractors must acknowledge receipt of this amendment prior to the solicitation deadline through one of three methods: completing and returning the amendment form, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or telegram referencing the solicitation and amendment numbers.

The amendment revises the Special Contract Requirements and Plans sections of the original solicitation. Specifically, Section 257.06 "Design and Construction" has been modified to revise requirements for soldier pile retaining walls with permanent ground anchors, requiring contractors to design permanent ground anchors with a maximum of 80 feet in horizontal plan length, a minimum 40-foot no-bond zone constructed beyond and below the active landslide shear plane, and a cast-in-place concrete fascia. The revised section mandates a global stability analysis using a limit equilibrium model considering additional landslide loads with a minimum factor of safety of 1.25 for static global stability, with seismic analysis not required. The amendment also includes modifications to mechanically-stabilized earth (MSE) wall specifications allowing design methodologies following either AASHTO LRFD Bridge Design Specifications (9th edition or later) or FHWA GEC 011 guidelines. Plan sheet C.4 "Typical Section Soldier Pile Wall" has been revised accordingly to reflect these design changes.

Section 257. — CONTRACTOR-DESIGNED RETAINING

STRUCTURES

Description

257.01 Delete this Subsection and substitute the following:

This work consists of design and engineering a permanent soldier pile retaining wall and a mechanically-stabilized earth (MSE) wall.

Material

257.02 Delete the following from the materials list:

Micropiles 567 Reinforced concrete retaining walls 258 Reinforced soil slopes 261 Rockery, special rock embankment, and rock buttress 252 Soil nail retaining walls 259

Construction Requirements

257.06 Design and Construction. Delete this Subsection and substitute the following:

Design and Construction. Unless otherwise stated, design retaining structures according to AASHTO, LRFD Bridge Design Specifications. Design and construct retaining structures according to the approved drawings, and the following as applicable:

(a) Soldier pile retaining walls with permanent ground anchors. Conform to Sections 254, 256 and 552. Design permanent ground anchors that are a maximum of 80 feet in horizontal plan length with a minimum 40-foot no-bond zone that is constructed beyond and below the active landslide shear plane as described in the geotechnical report(s). Provide a cast-in-place concrete fascia. Include a global stability analysis for the soldier pile wall design using a limit equilibrium model which considers the additional landslide loads. Meet a minimum factor of safety of 1.25 for static global stability. Seismic analysis is not required

(b) MSE walls. Conform to Section 255. Provide wire-faced mechanically-stabilized earth walls with gabion rock infill visible. Do not obscure the gabion rock with hardware cloth, facing geogrid, or other products. Design MSE reinforcement for a maximum 2-foot vertical spacing, and a minimum length equal to 100 percent of the total wall height, H, per stepped wall section. See WSP geotechnical report for MSE wall design parameters. Wall design methodologies may follow either AASHTO LRFD Bridge Design Specifications (9th editions or later) or FHWA GEC 011, Design and Construction of Mechanically Stabilized Earth (MSE) Walls, 2023.
