About this file
This document is a Questions and Answers (Q&A) file for the AK PRA DENA 10(36) Replace Ghiglione Bridge project. The document contains 20 technical questions and responses dated between 11/4/25 and 11/21/25, addressing various aspects of the bridge replacement project. Key topics include construction access roads, material specifications, work start dates, vehicle delivery requirements, concrete mixing methods, and existing bridge foundation removal. Most responses either direct bidders to follow the existing plans, indicate that details will be addressed in a future amendment, or provide specific clarifications about technical requirements such as sole plate fabrication, haul routes, and concrete mixing procedures.
Notable project details include a planned July 1, 2026 start date, restrictions on clearing between May 1 and July 31, limitations on overweight vehicle traffic, and specific requirements for pier and foundation removal. The project appears to be located in a sensitive environmental area with constraints on construction activities, access routes, and timing, likely within or near a national park setting.

AK PRA DENA 10(36),
Replace Ghiglione Bridge
# General Technical Question Answer Date
1 X
Bridge drawing 7 of 29 (RG3147-G) requires that the sole plate be vulcanized to the elastomeric bearing pad. Section 555 – Steel Structures of the Special Contract Requirements requires structural steel fabrication to be completed by an IBR certified facility. Does this requirement pertain to the sole plates?
That requirement would not apply to the bearing sole plates.

2 X
What is the location that the owner furnished piling will need to be picked up from and do we need to figure on taking equipment to load the pile?
Your question will be addressed via an amendment.
11/7/25
3 X Do you have a gradation report for the scrape material in Toklat?
No gradation report is available for scrape material 11/7/25
4 X
Does the NPS have any silty material that we can mix with the scrape to achieve the dirty specifications for the surfacing course?
Bid according to the plans 11/7/25
5 X
Is the July 1, 2026 start date based on when the
Polychrome bridge will be completed, and could we start earlier if other lodging arrangements are made and we do not need to access Toklat?
Bid according to the plans 11/7/25
6 X
Is it acceptable to install a temporary culvert over the creek for temporary crane/drilling access?
This is not currently permitted 11/7/25
7 X Can the access road be constructed wider than shown due to crane width being 24' wide?
Access road could be approved for widening as long as there were no additional impacts to the creek.

Section 637.03 (Page E-29) states to deliver vehicles to park headquarters on Notice to
Proceed Date. Also states vehicles will not be operated during winter shutdowns. NTP date listed elsewhere as 1/05/26. No work is allowed on the project until 7/01/26. Why would vehicles be needed on 1/05/26 if they are just going to be parked at the headquarters until
July? Please consider revising delivery dates on vehicles to some limited time before start of work date
Your question will be addressed via an amendment.

Section 107.10(e)(3) (Page E-24) does not allow clearing to take place between May 1 and July
31. Section 108.01(a)(1) states no onsite work before July 01, 2026. Clearing needs to be performed prior to any other work onsite. This essentially pushes start of work date back to
August 01. With an August 01, 2026 start date, our schedule shows we cannot complete work prior to September 30,2027 while following the other work constraints on the job (winter shutdowns, snow removal dates, etc). Will owner allow clearing to take place subject to pre-inspectin for migratory birds? Who will pay the cost of this pre-inspection? Will owner allow clearing to take place prior to the May 01 date? If neither of these is allowable, we would request that the contract completion date be extended to allow for completion of work in spring 2028.
Your question will be addressed via an amendment.

Plan sheet D.2 shows 18’ wide access road on east side of creek to access Piers 1 and 2. Will similar access road be allowed on west side of creek to access Pier 3?
Bid According to plans. 11/7/25
11 X
Plan sheet D.2 shows Construction Limits relative to access to Piers 1/2/3. Using original ground contours, an access road to Pier 2 and
Pier 3 that stays within the Construction Limits would be too steep for any equipment to use
(well over 30% gradient). Can Construction
Limits be extended to the Wilderness Boundary for the sole purpose of providing adequate access to Piers 2 and 3?
Bid according to plans. 11/7/25
12 X
With the potential for very limited access underneath the bridge for stripping operations, as well as the potential cost and time savings, will stay in place deck forms be allowed on this project?
Your question will be addressed via an amendment.

Section 108.01(c) (page E-29) Overweight vehicle restriction references that between May
01 and Sept 21, overweight vehicle traffic is not allowed between the hours of 6am and 10pm.
This section does not define what constitutes an overweight vehicle. Please clarify.
See SCR section 104.05 11/7/25
14 X
Bid schedule contains 850 Flagger Hours. I’m not finding any reference in the ITB that clarifies when we are allowed (either dates or times) to restrict traffic under flagger control. Please clarify.
Bid according to the plans, See SCR section’s 156 and 108.

Addendum #1 changes this date to 30 days prior to preconstruction conference. However, with
NTP date of January 05 and start of work no earlier than July 01, it is likely the preconstruction conference happens far earlier than 30 days prior to July 01. Please review, consider changing vehicle requirements to “X” days in advance of start of onsite work
Your question will be addressed via an amendment.

I wanted to get clarification on the size of the wedge plates on drawing RG3147-L (bridge drawing 12 of 29). They are shown as tapering from 3.5” to 2.5” and are 15” long. There is a callout for “2” plate”. Is that the width?
Yes this is the width. 11/7/25

Could you give us the haul route that you anticipate for getting the scrape material from the mining area on the far side of the river over to the stockpile areas? If a river crossing is required, what are the environmental stipulations that are applicable?
See SCR 105.02(a)(1)(a), contractor to
Submit planned Haul Route, If a river crossing is required, adhere to applicable permits.

Usually the “B pages” will include FAR 52.204-8, subsection (b), which gives us the option to check “Paragraph (d) applies”, but this FAR clause is missing from the B pages for this project entirely, therefore unable to check it.
The FAR Overhaul removed provision
52.204-8, Annual Representations and
Certifications.
Per FAR Clause 52.204-19, Incorporation by
Reference of Representations and
Certifications, “The Contractor’s representations and certifications, including those completed electronically via the System for Award Management (SAM), are incorporated by reference into the contract.”

Question regarding existing bridge foundation removal extents:
203.04(b) states "Remove structures and obstructions outside of the roadbed to 24" below finish ground or to the natural stream bed". Does this statement apply to the Pier piling, spread footing and 3'-0" dia. concrete columns? Or do these features need to be removed in their entirety?
Yes, this statement applies to the Pier piling, spread footing and 3'-0" dia.
concrete columns. Intent is to remove those 24” below finished grade.

Regarding Structural Concrete Class A, can the contractor mix the concrete directly into a concrete delivery truck if the water, aggregate and cement have previously been weighed at a certified scale? Specification 552.07(b) and
AASHTO M 157 do not specifically prohibit this method of mixing.
Yes, truck mixing is allowed, See FP
Subsection 552.07.
