About this file
This is a Cost Proposal Attachment for a Request for Proposals issued by the State of New Mexico for Temporary Employment Services (Solicitation Number 60-00000-26-00092) to be established through NASPO ValuePoint cooperative contracting. The procurement seeks to establish one or more Master Agreements for temporary staffing services across six categories: Administrative; Commercial and Industrial Workers; Educational; Healthcare (Clinical and Non-Clinical); Information Technology Services (Professional and Non-Professional); and Professional Services (excluding IT). Offerors are not required to submit proposals for all categories and may select any combination of categories for consideration. The proposal due date is August 11, 2026, with the solicitation posted on July 7, 2026. The Master Agreement will provide nationwide coverage for all 50 states, the District of Columbia, and U.S. territories.
Pricing shall be submitted as Managed Service Provider (MSP) Markup percentages, calculated to two decimal places maximum, with offerors required to provide both a Standard MSP Markup and a Payroll Only MSP Markup for each category selected. All proposed costs must be inclusive of material, personnel, overhead, profits, transaction fees, and the NASPO ValuePoint administrative fee, and represent not-to-exceed pricing. Cost evaluation will be calculated per category using the formula: (Lowest Sum of MSP Markup ÷ Offeror's Sum of MSP Markup) × 300 = Cost Proposal Score. Offerors are wholly responsible for accuracy of all figures and calculations submitted, and deviation from the prescribed cost proposal format or structure may result in the proposal being deemed non-responsive. Offerors must provide values greater than 0.00% in all highlighted yellow fields for categories in which they seek consideration for award.
