About this file
This is Amendment No. 1 to Request for Proposals (RFP) 60-00000-26-00092 issued by the State of New Mexico General Services Department/State Purchasing Division in conjunction with the NASPO ValuePoint program for Temporary Employment Services. The original RFP was issued on June 18, 2026, with proposals due by August 11, 2026, no later than 3:00 pm Mountain Time. Electronic proposal submission is required. The RFP anticipates awarding Master Agreements to multiple offerors across defined categories.
The amendment modifies the award methodology specified in Section V.B of the RFP Overview. The primary change replaces the original evaluation language—which referenced a "minimum total points" threshold for determining award-eligible offerors—with a "natural break" in total points approach. This revision provides the Lead State and Multistate Sourcing Team greater discretion in identifying the most advantageous proposals while maintaining their reserved right to adjust the number of finalist awards based on the optimal number of contractors needed to supply deliverables to participating entities and purchasing entities. The amendment clarifies that proposals with the highest scores may not necessarily receive awards, and all other terms of the RFP Overview remain unchanged.

This Amendment No. 1 is issued to reflect the following changes to the Temporary Employment
Services RFP #60-00000-26-00092: RFP Overview, page 7., Section V.B.
From:
Section V.B.
This RFP is anticipated to result in Master Agreement Awards to multiple Offerors based on a minimum total points to determine the Offerors for consideration of Award for each Category.
Taking into consideration the Evaluation Factors, the Lead State and Multistate Sourcing Team will then determine which Proposals are most advantageous to the Lead State and potential
Participating Entities and Purchasing Entities. The most advantageous proposals may or may not have received the most points. The Lead State and Multistate Sourcing Team reserves the right to increase/decrease the number of awards in consideration of the optimal number of Contractors required to successfully supply Deliverables to Participating Entities and Purchasing Entities.
