About this file

This is an RFP Evaluation Scoresheet for Solicitation #WK2635-SEL, issued by the Salt Lake City School District (SLCSD) to procure a social and emotional learning (SEL) curriculum for grades K-12. The curriculum will be available in both online and hard copy formats and is designed to support the District's Board of Education priority to promote students' social, emotional, and academic learning. The scoresheet establishes the evaluation framework and does not contain specific response dates, due dates, site visits, bidders' meetings, or award dates; these details are referenced in the primary RFP documentation.

The evaluation scoresheet allocates 1,000 total points across technical and price components, with technical evaluation representing 70 percent (700 points) and price evaluation representing 30 percent (300 points). Technical scoring is divided into four categories: Company Experience and Qualifications (10% of technical points), Approach to Scope of Work including five CASEL competencies, Specific Program Needs, and Other Content Requirements (79% of technical points), Value-Added Services (2% of technical points), and References (2% of technical points). A minimum threshold of 70 percent of technical points (490 points) is required for proposals to advance to price evaluation. The cost formula awards full points to the lowest-priced proposal, with other offerors receiving proportional points based on their price relative to the lowest bid; proposals exceeding 200 percent of the lowest price receive no cost points. Individual evaluation criteria are scored on a 0-5 scale, with four mandatory pass/fail requirements addressing student data privacy compliance, interview availability, delivery timeline, and product samples.

* Purchasing will use the following cost formula: The points assigned to each offerors cost proposal will be based on the lowest proposal price. The offeror with the lowest Proposed Price will receive 100% of the price points. All other offerors will receive a portion of the total cost points based on what percentage higher their Proposed Price is than the Lowest Proposed Price. An offeror whose Proposed Price is more than double (200%) the Lowest Proposed Price will receive no points. The formula to compute the points is: Cost Points x (2- Proposed Price/Lowest Proposed Price).
