About this file

This is an RFP Evaluation Scoresheet for the Salt Lake City School District (SLCSD) solicitation WK2635-SEL, which seeks a vendor to provide a social and emotional learning (SEL) curriculum for high school students (grades 9-12) in both online and hard copy formats. The curriculum is intended to support the District's Board of Education priority to promote students' social, emotional, and academic learning. The evaluation scoresheet establishes the framework for assessing vendor proposals against defined technical and pricing criteria.

The evaluation structure allocates 70 percent of total points (700 points) to technical criteria and 30 percent (300 points) to price proposal evaluation. Technical scoring is divided among several categories: Company Experience and Qualifications (10 percent), Approach to Scope of Work including the five CASEL core competencies—Self Awareness, Self Management, Social Awareness, Relationship Skills, and Responsible Decision Making—along with Program Needs and Content Requirements (30 percent), Engaging and Relevant Videos for High School Students (23 percent), Clear and Easy Teacher Implementation (23 percent), Value-Added Services (2 percent), and References (2 percent). Proposals must achieve a minimum threshold of 70 percent of technical points (490 points) to be considered for price evaluation. The cost evaluation formula awards full price points to the lowest-priced proposal, with other proposals receiving points proportionally based on their price relative to the lowest bid; proposals exceeding double the lowest price receive no cost points. Four mandatory pass/fail requirements address District Student Data Privacy compliance, availability for interviews and presentations, delivery timeline, and product samples.

* Purchasing will use the following cost formula: The points assigned to each offerors cost proposal will be based on the lowest proposal price. The offeror with the lowest Proposed Price will receive 100% of the price points. All other offerors will receive a portion of the total cost points based on what percentage higher their Proposed Price is than the Lowest Proposed Price. An offeror whose Proposed Price is more than double (200%) the Lowest Proposed Price will receive no points. The formula to compute the points is: Cost Points x (2- Proposed Price/Lowest Proposed Price).
