About this file

This document contains technical criteria established by the Utah State Board of Education (USBE) for evaluating proposals submitted in response to Solicitation #USBE-JB26216-RFP for a Scholarship Granting Organization. The RFP seeks a qualified organization to administer the special needs scholarship program in accordance with Utah Code 53E-7-4-1 et seq. and Board Rule R277-626-1 et seq. USBE anticipates awarding a single contract to the responsive and responsible offeror with the highest evaluation score. The resulting contract will be for a five-year term, with USBE reserving the right to terminate at any time in accordance with State of Utah Standard Terms and Conditions.

Offerors must provide comprehensive responses to all technical criteria to avoid a finding of non-responsiveness. Required submissions include experience and resumes of key personnel and board members; demonstration of fiscal soundness through either three years of comparable experience in another state, audited financial statements, or a performance bond; and full disclosure of any claims of non-performance or breach exceeding $5,000, pending litigation, or criminal convictions within the past five years. Additionally, offerors must describe their methodology for determining student eligibility and awards, detail their scholarship application and award processes, submit a comprehensive implementation plan addressing management, marketing, conflict of interest, and data protection, and demonstrate compliance with restricted use of funds and financial responsibility requirements as outlined in UCA 53E-7-405.
