About this file
This is a specifications document for roofing services issued by Alpine School District in Utah, which includes detailed technical requirements for metal roof panels, PVC membrane roofing, sheet metal flashing and trim, roof accessories, snow guards, and penetration firestopping. The project encompasses standing-seam metal roof panels (1-1/2" high, 16" wide, 24-gauge G-90 galvanized steel with Kynar finish), mechanically fastened PVC membrane roofing systems (60-80 mils with electromagnetic induction welding), rigid polyisocyanurate insulation meeting R-value 30 minimum, metal soffit panels, roof drainage systems, and associated accessories. The district solicitation (Solicitation #ASD) requires responses by Thursday, July 2, 2026, at 2:00 PM Mountain Time, with the resulting contract having a maximum five-year term. The specifications detail performance requirements including air infiltration limits (0.016 cfm/sq. ft.), water penetration resistance per ASTM E 1646, wind-uplift ratings (UL 90), and FM Approvals listings (Class 1A-90 for fire/windstorm classification). Pre-installation conferences are mandatory with participation from the Owner, Architect, Contractor, and Installer to review substrate conditions, framing flatness, installation procedures, and warranty requirements.
The specifications require PVC membrane manufacturers to demonstrate a successful track record equal to the specified 25-year warranty period with installations in the Intermountain geographic region, and bidders must submit documentation of reference buildings with owner contact information for verification. Warranty provisions include 25-year comprehensive warranties from both manufacturers and installers covering materials, workmanship, weathertightness, and finish performance, with no acceptance of standing water in completed installations. All materials must comply with industry standards including ASTM specifications, NAAMM guidelines, and SMACNA recommendations for architectural sheet metal work. Installer qualifications require UL listing, ten years minimum experience, and manufacturer authorization; testing agencies must be qualified per ASTM E 329. The District anticipates being reconfigured into three separate districts (Lake Mountain, Aspen Peaks, and Timpanogos School Districts) effective July 1, 2027, and awarded vendors must honor the same pricing and contract terms with any resulting new districts. A minimum score threshold of 80 points is required for contract award eligibility, with multiple contract awards anticipated, though award does not guarantee product or service purchases, which may be subject to best value assessment considering budget, cost, school preference, and compatibility.
