About this file

This document is a Technical Criteria Attachment for a Request for Proposal (RFP) issued by the State of Utah Division of Purchasing for Security Paper for Printing Vital Records (Contract #DS25-3). The RFP is structured as a single-award contract with a 5-year term, requiring vendors to guarantee pricing for 12 months. The procurement process involves a multi-stage evaluation approach where vendors must achieve a minimum technical score of 455 out of 700 points to advance. The evaluation includes sections on experience and certifications (100 points), paper features (200 points), ordering process and customer service (250 points), and quality control and warranty (150 points).

The technical evaluation will be conducted by an evaluation committee that will score vendor responses across four critical sections, with successful vendors progressing to a physical sample evaluation stage followed by a cost evaluation. Vendors must provide detailed responses about their company's capabilities, including industry experience, security paper features, ordering processes, quality control measures, and warranty information. The RFP emphasizes strict requirements for response formatting, prohibits inclusion of pricing information in technical responses, and ensures that all proposals—including those from vendors with existing Utah state contracts—will be evaluated equally without preferential treatment.

Technical Criteria Attachment D #DS25-3 Security Paper for Printing and Vital Records

PURPOSE OF THIS DOCUMENT: The purpose of this document is to assign a “Technical Score” to a vendor’s proposal. This is done by an evaluation of the vendor’s responses to the questions in this document. If a vendor fails to meet the minimum point threshold for their technical score, they will not move on to the next phase of the RFP.

EVALUATION PROCESS: An evaluation committee will evaluate each response by the vendor, assigning a score to each section of questions. The average score of all evaluators will be used to determine the vendor’s technical score for each section.

Possible technical evaluation points: 700 Minimum technical evaluation points to advance to the physical sample evaluation: 455.

Vendors who receive at least 455 points will advance to the next evaluation stage, which is a physical sample evaluation stage. The sample will be evaluated independently from the technical criteria as a pass/fail stage. Vendors who pass both the technical threshold and the sample stage will proceed to the final evaluation stage, the cost evaluation.

VENDOR INSTRUCTIONS:

1. Vendors must provide clear and concise responses to the questions below. Vendors should use the format provided and save it with their company name in the title of the file (e.g. “ABC Company – Attachment D”); however, if this is not possible, the vendor may provide responses in any format as long each response clearly indicates which question it belongs to. Failure to use this form may result in a lower score if the evaluation committee is not able to easily decipher which responses belong to which question.

2. Promotional material should not be included unless specifically asked for. Internet links will not be accepted unless they are specifically asked for. Responses should directly answer the requested question as clearly as possible.

3. Do not include any pricing information in any response to these questions.

4. Vendors who had or have a State of Utah contract should not assume any preferential treatment. All proposals will be evaluated equally.
