About this file

This is a Request for Proposals (RFP) issued by Box Elder County School District for garbage disposal and waste removal services across the district's 24 locations. The RFP was posted on February 2, 2026, with a question submission deadline of February 11, 2026 at 2:00 p.m., directed to Corey Thompson at corey.thompson@besd.net. Proposals are due by 1:00 p.m. on Tuesday, February 17, 2026, submitted in five hard copies to the Box Elder School District Facilities Department at 960 South Main Street, Brigham City, Utah 84302. Interviews may be held on February 24, 2026, if needed. The resulting contract will be for five years. Offerors may submit proposals for North-End schools garbage/waste disposal, South-End schools garbage/waste disposal, or the entire district, with the contract potentially awarded to a single vendor or divided between North and South end providers. The scope includes regular pick-up schedules during the school year, reduced pick-up during summer months, biweekly service at one North-end location, and on-call service at another North-end location.

Pricing must be guaranteed for one year, with price adjustments requiring thirty days' notice and supporting market analysis documentation. The evaluation process occurs in three stages: initial review for responsiveness and mandatory minimum requirements; technical proposal evaluation on an 80-point scale addressing contractor experience, schedule capability, letters of recommendation, and ability to optimize pick-ups and reduce costs; and final cost proposal evaluation where the lowest cost proposal receives 20 points and others are scored proportionally against the average of all cost proposals. Offerors must hold a current Utah license, demonstrate ability to service all listed locations, provide reduced summer pick-up, handle missed holiday pick-ups, and adjust services to meet changing district needs. Proposals must achieve a minimum technical score of 70 points to advance to cost evaluation. The cost sheet must be submitted separately from the technical proposal, and inclusion of pricing within the technical proposal may render the proposal non-responsive.

F. Mandatory Minimum Requirements

Offerors must demonstrate the ability to meet or exceed the mandatory minimum requirements outlined below by providing a narrative point by point response, in the order listed, to each requirement.

The following mandatory minimum requirements must be met in order for a proposal to be considered responsive:

1. Hold current license in the State of Utah

2. Able to service all locations listed on the north and/or south end as listed in the RFP

3. Able to provide a reduced summer pick-up

4. Able to service missed holiday pick-up in a timely manner

5. Able to make adjustments as needed to address ever-changing needs of the district.

All of the items described in this section are non-negotiable.

If it is determined that a proposal does not meet these requirements, at any time during the solicitation process, the proposal will be deemed non-responsive and disqualified from further consideration.

G. Technical Criteria (Attachment D)

Proposals will be evaluated based on a combination of factors.

(80 Total Points Possible)

1. Contractor Experience: Previous experience with garbage / waste disposal. (20 pts possible).

2. Schedule: Ability to meet the required pick-up schedules and pick-up after a holiday (20 pts possible).

3. Letters of Recommendation: Satisfactory feedback from previous clients. (20 pts possible).

4. Ability to optimize pick-ups: proposal of container sizes or pick-up schedules to meet the current needs in order to reduce overall costs (20 pts possible).

For ease of evaluation, the proposals must provide a point-by-point response, addressing in detail each area of the evaluation criteria, including addressing how the point-by-point response addresses the issues discussed in this RFP.

H. Cost Submission/Price Guarantee

1. Price Guarantee

Offeror must guarantee its pricing for one (1) year.

If allowable under this RFP, a request for price adjustment must be made at least thirty (30) days prior to the effective date. A request for price adjustment must include sufficient documentation (market analysis) supporting the request. Any price adjustment will not be effective unless approved by the Procurement Unit. A price adjustment will be guaranteed for the same length of time as the original price guarantee. The procurement unit will be given the immediate benefit of any decrease in the market, or allowable discount.

2. Price Instructions to Offeror

Offeror must submit a completed Attachment #C - Cost Sheet that incurs all costs of the project. Cost Sheet must be submitted separately from the Offerors Technical Criteria Response.

I. Evaluation Criteria

1. Stage 1: Initial Review

In the initial phase of the evaluation process, the Procurement Unit will review all proposals timely received. Non-responsive proposals not conforming to RFP requirements or unable to meet the mandatory minimum requirements will be eliminated from further consideration.

2. Stage 2: Technical Proposal Evaluation

Total Technical Points Possible: 80 pts

Offerors that achieve minimum score threshold of 70 points will proceed to the Final Stage: Cost Proposal Evaluation. Offerors with a score of less than the minimum required technical points will be deemed non-responsive and ineligible for further consideration. The evaluation score sheet has been attached to this RFP. The attached evaluation score sheet states the relative weight that will be given to each evaluation criteria.

5. Interview, if needed; points will start over (20 points)

Costs and fees will be evaluated independently from the proposal, and, for that reason, must be submitted separately from the technical proposal (Reference Attachment C). Failure to submit costs separately may result in a proposal being determined as non-responsive. Inclusion of any cost or pricing data within the proposal may also result in a proposal being determined to be non-responsive. Cost proposals that are made conditional on other cost proposals being submitted, such as adding the phrase after the cost proposed “or $1 less than the lowest bid” may also result in a proposal being determined to be non-responsive.

3. Final Stage: Cost Proposal Evaluation

Offerors successful in the technical evaluation will advance to the Final Stage: Cost Proposal Evaluation.

The evaluation committee, for this RFP, will tally the final scores for criteria other than cost to arrive at a consensus score by the following method:

a. Total costs (calculated after other scoring is finalized) (Attachment C)

b. Lowest cost will receive 20 points. All other cost proposals will be compared against the average of all cost proposals with no proposal receiving more than 20 points.

i. Ex: (ave. of all cost proposals) / individual cost proposal = points

c. Box Elder School District reserves the right to question any comparative outlying cost proposals for accuracy.

J. Protected Information

Offerors may request that part of its proposal be protected by submitting a Claim of Business Confidentiality Form.

Pricing may not be classified as confidential or protected and will be considered public information.

Process for Requesting Non-Disclosure: To protect information under a Claim of Business Confidentiality, an Offeror must complete the Claim of Business Confidentiality form, at the time the proposal is submitted, with the following information:

● Include a concise statement of reasons supporting the claim of business confidentiality (Subsection 63G-2-309(1)).

● Submit an electronic “redacted” (excluding protected information) copy of the proposal. Copy must clearly be marked “Redacted Version.”

The Claim of Business Confidentiality form may be accessed at:

https://purchasing.utah.gov/wp-content/uploads/Business-Request-for-GRAMA-B usiness-Confidentiality-Claim.pdf

An entire proposal cannot be identified as “PROTECTED”, “CONFIDENTIAL” or “PROPRIETARY”.

Redacted Copy: If an Offeror submits a proposal that contains information claimed to be confidential or protected, the Offeror MUST submit two separate proposals: one redacted version for public release, with all protected business confidential information either blacked-out or removed, clearly marked as "Redacted Version"; and one non-redacted version for evaluation purposes clearly marked as "Protected Business Confidential."

All materials submitted become the property of the Procurement Unit. Materials may be evaluated by anyone designated by the Procurement Unit as part of the evaluation committee. Materials submitted may be returned only at the Procurement Unit's option.

K. Award

To determine which proposal provides the best value to the procurement unit, the evaluation committee shall evaluate each responsive and responsible proposal that has not been disqualified from consideration under the provisions of Part 7 of Utah Code 63G-6a, using the criteria described in this RFP.

This RFP could result in a single contract award to the responsive and responsible Offeror with the highest score justified by the procurement code.

After the evaluation and final scoring of proposals is completed, the Procurement Unit shall award the contract as soon as practicable (subject to the requirements of Utah Code Section 63G-6a-707(10)) to the eligible responsive and responsible Offeror, subject to Utah Code Section 63G-6a-707(10), provided the RFP is not canceled in accordance with Utah Code Section 63G-6a-902.

L. Terms and Conditions

Any contract resulting from this RFP will include, but not be limited to the Standard Terms and Conditions. The Standard Terms and Conditions have been attached in the Files section of Bonfire (See Attachment A).

Exceptions and/or additions to the Standard Terms and Conditions are strongly discouraged. However, Offerors requesting exceptions and/or additions to the Standard Terms and Conditions must be submitted with the proposal. Exceptions and/or additions submitted after the date and time for receipt of proposals will not be considered. Offerors may not submit requests for exceptions and/or additions by reference to a vendor's website or URL. URLs provided with a proposal may result in that proposal being rejected as non-responsive. Offerors may submit questions during the Question and Answer period regarding the Standard Terms and Conditions.

The State may refuse to negotiate exceptions and/or additions that are determined to be excessive; that are inconsistent with similar contracts of the procurement unit; to warranties, insurance, or indemnification provisions that are necessary to protect the procurement unit after consultation with the applicable legal counsel; where the solicitation specifically prohibits exceptions and/or additions; or that are not in the best interest of the procurement unit.

For any proposed change(s), Offeror must provide the Attachment A'S Standard Terms and Conditions for this solicitation in Microsoft Word format with redline edits. Additional terms or documents must be submitted in separate Microsoft Word documents. Offeror must also provide the name, contact information, and access to the person(s) that will be directly involved in legal negotiations.

Any mandatory required acceptance of an Offeror’s terms and conditions may result in the proposal being determined to be non-responsive.

An award resulting from this RFP is subject to successful contract terms and conditions negotiation (if required). BESD may reject a proposal if the offeror who submitted the proposal fails to sign a contract within 90 days after the contract award.
