About this file
This is a Technical Criteria Attachment D for a garbage disposal and waste removal services solicitation issued by Box Elder School District in Utah. The solicitation, numbered NS26-77, requests proposals for trash and recycling waste disposal services for the school district. Proposals must be submitted in five hard copies to the Box Elder School District Facilities Department at 960 South Main Street, Brigham City, UT 84302 by 1:00 p.m. on Tuesday, February 17, 2026. A questions deadline is set for Wednesday, February 11, 2026 at 2:00 p.m., with inquiries directed to Corey Thompson at corey.thompson@besd.net. The solicitation evaluation process includes both technical and cost components, with technical evaluation occurring before cost evaluation.
The technical criteria section allocates 80 points across four evaluation categories, each worth 20 points: Contractor Experience with garbage and waste disposal; Schedule and ability to meet required pick-up schedules including post-holiday service; Letters of Recommendation from a minimum of three previous clients; and Ability to Optimize Pick-ups through container sizing and schedule recommendations. Proposals must score a minimum of 70 points in the technical evaluation to advance to cost evaluation. Contractor Experience questions address procedures for handling scattered garbage, bin exchange requests, unscheduled pick-ups, and required permits. Schedule questions require descriptions of typical pick-up schedules following holidays and missed collections, as well as emergency fulfillment processes. Optimization questions focus on the methodology for determining appropriate container products, sizes, locations, and pick-up frequencies based on client needs. All responses must be concise, detailed, and avoid ambiguity, with promotional materials and internet links explicitly prohibited.
