About this file
This is a Technical Criteria Evaluation document for RFP MH26-9 Portable Toilets issued by the State of Utah Division of Purchasing. The RFP seeks to establish multiple contracts across five regions of Utah to provide portable toilet units and associated services. The contract term is five years, with vendors required to guarantee pricing for a minimum of one year. The evaluation process utilizes a technical scoring system with a maximum of 800 possible points, requiring vendors to achieve a minimum threshold of 520 points to advance to the cost evaluation phase. Evaluation criteria are organized into four primary categories: Equipment Specifications and Inventory (225 points), Service and Maintenance Quality (200 points), Operational Response and Compliance (200 points), and Experience and Account Management (175 points).
Vendors must provide detailed responses addressing standard and ADA-accessible portable toilet specifications, waste reservoir capacity, ventilation systems, full-service amenities, specialty equipment inventory, collection vehicle capabilities, weekly servicing protocols, odor control processes, weather security measures, service log documentation, 24-hour delivery and removal response capabilities, four-hour emergency response procedures for tip-overs or major leaks, waste disposal compliance, OSHA placement requirements, and experience serving government entities and political subdivisions. An administrative fee of 0.25% applies. The RFP explicitly prohibits vendors from assuming preferential treatment based on prior or existing State of Utah contracts, and all proposals will be evaluated equally. Vendors are instructed to exclude promotional materials, executive summaries, pricing information, and unsolicited internet links from their technical responses.
