About this file

This is Addendum Number 2 for the Detroit Arsenal Diesel Tank project, issued by the U.S. Army Garrison - Detroit Arsenal and prepared by Anderson, Eckstein & Westrick, Inc. on February 10, 2025, with the project identification IGSA-CI-RFS-25-01 and Work Order DTA-15023. The addendum provides clarifications and responses to bidder questions, specifically addressing technical inquiries about generator breaker ground protective relay (GPR), interior tank coating specifications, and potential exterior coating requirements for the diesel tank replacement project.

The addendum includes three key bidder questions and corresponding responses: (1) confirming that GPR means Ground Protective Relay, (2) instructing contractors to obtain standard interior coating specifications from their chosen manufacturer, and (3) directing bidders to Federal Acquisition Regulation (FAR) Clause part 25, Subparts 25.1 and 25.2 for guidance on potential domestic steel requirements. No changes were noted in architectural, mechanical, electrical drawings, or specifications, and no substitutions or attachments were included in this addendum. Bidders are required to acknowledge receipt of this addendum in their bid form, with failure to do so potentially resulting in disqualification.

A. BIDDER QUESTIONS AND RESPONSES:

1. On the one line there is GPR on the generator breaker. Can you find out what that is? We are assuming at the moment it is a Ground

Protective Relay. But I would like to get clarification.

A: Yes, GPR is a Ground Protective Relay.

2. I’ve gotten started on your quote for the Detroit Arsenal project, but when reviewing I noticed spec section 2.6.1 calls out that the interior of the tank is to be coated with manufactures standard coating, however we do not have a standard interior coating. Any chance you can advise on the coating systems required?

A: Contractor shall ask whichever manufacturer they go with for their standard interior coating. This is a manufactures standard coating.

3. I also know many times on military projects that there’s a special exterior coating required and might require 100% domestic steel. I didn’t see anything called out in the spec but was wondering if you happened to know if that is true with this project as well?

A: FAR Clause part 25 shall provide guidance. Subpart 25.1 and 25.2 https://www.acquisition.gov/browse/index/far
