About this file
This document is Addendum Number 1 for the Detroit Arsenal Diesel Tank project (IGSA-CI-RFS-25-01), issued by the U.S. Army Garrison – Detroit Arsenal and prepared by Anderson, Eckstein & Westrick, Inc. on February 4, 2025. The addendum provides clarifications and responses to bidder questions regarding project specifications, including confirmation that UFGS specification 33 56 10 part 2.4.1 applies to the tank, the generator and automatic transfer switch (ATS) must meet NFPA 110 standards, and that all personnel entering the base must be vetted and badged. Additional clarifications include conduit installation requirements (42" below grade), complete removal of an existing canopy, and guidance on permit procurement.
The addendum indicates that the project is not a prevailing wage or union job, and contractors are responsible for obtaining all necessary local, state, and federal permits. An asbestos inspection is not initially required for the canopy removal, though one may be needed if asbestos is discovered during construction. No document revisions, substitutions, or attachments were included in this addendum. The document emphasizes that bidders must acknowledge receipt of the addendum in their bid form, with failure to do so potentially resulting in disqualification.

ARCHITECT/ENGINEER: Anderson, Eckstein & Westrick, Inc.
TO: Prospective Bidders
This Addendum forms a part of the Contract Documents and modifies the
Bidding Documents dated 1/21/2025, with amendments and additions noted below.
The following changes to and/or clarifications of the Contract Documents will be incorporated in said Contract Documents and such changes shall be allowed for in the price bid by the Contractor, such that the price indicated in the Proposal shall represent the conditions as set forth in the original Contract Documents as modified by this Addendum.
Acknowledgment of receipt of this Addendum and the Bidder’s Acceptance of these revised conditions prior to submittal of the bid shall be indicated by adding the Addendum number in the space provided in the Bid Form. Failure to do so may disqualify the Bidder.
A. BIDDER QUESTIONS AND RESPONSES:
1. The document titled DTA RR Diesel Tank Spec Bid Issue 250121 includes broad specifications that do not all apply to this project. Is section 335610 part 2.4.1 the specification for the tank you want?
A: The specifications provided to the contractor are required and shall be followed. UFGS specification 33 56 10 part 2.4.1 is applicable to this contract along with the rest of the specifications. If conflict is found, contractor and COR/PM can discuss.
2. Could you please clarify if the generator and ATS needs to meet NFPA
110. According to suppliers 7.5KW is too small for annunciator panel connections.
A: In accordance with UFGS specification section 26 36 23 part 2.1, “ATS must conform to NPFA 110.”
3. Can we please schedule another walk through with someone authorized to take pictures on February 6th @10:00AM? At the time of walkthrough, we were not invited into the building that will have switchgear for new generator.
A: Getting access to B219 for switchgear will take time. February 6th is too early as they can take two weeks or longer to allow access.
Response from building personnel is weak. But this shall not hinder the contractor during contraction time.
4. Could we please have another round of questions after that walkthrough?
A: See response to questions 3.
5. Is this project prevailing wage?
A: No
6. Do delivery drivers need to be preauthorized and badged before entering the facility?
A: Yes, any and all personnel entering the base shall be vetted and badged.
7. Does conduit need to be 42” below grade? Code is only 2’
A: Contractor shall follow the drawings provided. Drawings state 42” below grade, contractor shall install 42” below grade.
8. Confirm canopy will be removed? Spec says removed in its entirety.
A: Contractor shall follow the design and spec. If spec says to remove canopy, contractor shall remove canopy.
9. Are there prevailing wages? Is this union?
A: No
10. Do we need to pull permits through the City of Center Line?
A: Contractor shall procure permits themselves. Any local, state, federal permits shall be provided by the contractor. Any permits issued by DTA will go through the COR/PM.
11. Will an asbestos inspection be required for the canopy removal?
A: Canopy should not have any asbestos; therefore, asbestos inspection shall not be required. If the contractor is determined if there is asbestos during construction, an asbestos inspection shall be required. But asbestos/asbestos containing material in the canopy is highly unlikely.
