About this file
This file contains evaluation criteria for a Boulder County Procurement solicitation for architectural and engineering design services for a residential and mixed-use development project serving families and individuals with Intellectual and Developmental Disabilities (IDD) in Lafayette, Colorado. The project is being managed by Boulder County Housing Authority (BCHA) and requires firms with experience in architectural design for similar-sized projects, IDD-focused developments, community-integrated residential architecture that reflects the Old Town Lafayette neighborhood character, sustainable design approaches, complex entitlement processes, and community outreach including engagement of underrepresented voices. Proposers must demonstrate capacity for public housing authority projects and provide documentation of work quality through awards, peer recognition, and reference letters, along with staff resumes for potential project assignments.
The evaluation process uses a 100-point scoring system with three weighted components: Statement of Qualifications (50 points), Statement of Approach (30 points), and Proposed Fee Structure and Schedule of Deliverables (20 points). The Statement of Approach must address BCHA's dual goals of affordability and sustainability, including project management strategies for multidisciplinary teams with minority-owned and women-owned businesses, experience with geothermal energy, net-zero, solar and energy certification projects, and comprehensive design input throughout development phases. Fee proposals must include preliminary fee structures with reimbursable costs and hourly rate schedules by employee classification including overtime rates. The selection committee may request additional information or conduct vendor interviews as part of the final evaluation and selection process.

Evaluation Criteria
The proposals will be reviewed by a selection committee. The committee may request additional information from vendors or request interviews with one or more vendors. Final evaluation and selection may be based on, but not limited to, any or all of the following:
• Statement of Qualifications
• Statement of Approach
• Proposed Fee Structure and Proposed Schedule of Deliverables
Statement of Qualifications (50% of evaluation):
The Statement of Qualifications should focus on the firm’s experience with similar projects, highlighting key personnel the firm expects to contribute to the project(s). Your response should provide the information listed below:
• Evidence of the capacity of your firm to accomplish the work with the time required for the completion of this project. Include your capacity to perform the required tasks in the required time frame.
• Indicate specific experience with:
o Architectural and engineering design for similar sized projects including residential and mixed-use sites.
o Projects that focus on serving families and individuals with Intellectual and Developmental Disabilities (IDD).
o Integration of residential architecture with surrounding community and neighborhood context. For context, the community has expressed the desire for having architecture that is reflective of the Old Town neighborhood in Lafayette; however, BCHA values design that is unique and reflects the tastes and needs of future occupants.
o Sustainable design approaches for infrastructure, buildings, streets, and open spaces.
o Entitlement process for complex residential and mixed-use developments.
o Successful architectural design as part of community outreach process that includes softer voices of community members that may otherwise be overlooked.
• A general overview of your firm’s capabilities on prior, similar size projects for public housing authorities and other affordable housing developers.
• For comparable projects, provide independent documentation of the quality of the work in terms of attractiveness and functionality and the degree to which the product met the owner’s program objectives. Documentation can include, but is not limited to, awards, professional peer recognition, and letters of reference from owners or other assessments of performance.
• Provide resumes for staff that will potentially be assigned to this project
Statement of Approach (30% of evaluation):

– affordability and sustainability as outlined in the list below
• Describe your firm’s overall project management approach. Discuss strategies for managing complex projects and working with multidisciplinary teams, including minority-owned and women-owned businesses, and a robust public engagement process. Describe your firm’s anticipated assignment of project responsibility, and the level of capability of those staff.
• Describe how the team will work to implement BCHA’s goals for the site of a high quality, sustainable design while meeting budget mandates. Describe experience with geothermal energy housing, net-zero, solar, and any energy certification projects.
• Describe how the team will assist BCHA and our development consultant with design input, design, development phasing, infrastructure phasing, building design and all other parts of the scope to achieve a project that is consistent with BCHA’s goals and objectives.
