About this file
This is Addendum #2 to RFP 189-25 issued by Boulder County Housing Authority for landscape architect services for Willoughby Corner Phase 2 and 3 development. The RFP seeks professional landscape architecture services to complete the design and development of the remaining phases of the Willoughby Corner housing project, including the design of Willoughby Boulevard and streetscape elements. The landscape architect will be responsible for all low-voltage lighting design related to landscape improvements, coordination with civil engineering consultants, preparation of presentation materials for public meetings, and construction administration services. Proposals must be submitted electronically through the Boulder County Bonfire portal, with no archives or external links accepted. The addendum includes 37 questions and answers from pre-proposal meetings and online submissions, clarifying project scope, timelines, and coordination requirements.
The project targets Enterprise Green Communities, Zero Energy Ready Homes (ZERH), and Energy Star certification standards, with Phase 2 including IDD (Intellectual and Developmental Disabilities) housing units supported by a specialized consultant. Boulder County Housing Authority requires detailed fee breakdowns including reimbursable expenses and hourly rates for unforeseen services, with construction administration presented as a "not to exceed" amount. The civil engineer will lead entitlement services and PUD amendment processes, while the landscape architect will provide supporting materials and attend required meetings with the City of Lafayette. Phase 1 infrastructure including stormwater detention facilities has been completed and will serve all three phases, with Canterbury streetscape improvements already finished but subject to potential adjustments based on architectural design changes.

Questions and Answers for RFP 189-25 - ADDENDUM #2 o Questions #1 - #28 – questions asked during pre-proposal meetings o Questions #29 - #37 -questions posted in Bonfire
1. Question: Can you clarify the process for selecting the architect?
• Answer: An RFP for the Phase 2 architect will be issued shortly, followed by an RFP for a Phase 3 Design-Build team. Both are anticipated to be released within the next few weeks.
2. Question: Has a civil engineer already been selected?
• Answer: The civil engineering RFP is being released concurrently with the landscape architect RFP. Interested parties must respond separately to each RFP.
3. Question: Was the stormwater catchment area along 120th Street completed in Phase 1?
• Answer: Yes. The stormwater catchment was constructed during Phase 1 and is designed to serve all three phases.
4. Question: Is the expectation that entitlement services are provided by the landscape architect or the civil engineer?
• Answer: The civil engineer will be responsible for entitlement services. The landscape architect’s role will be limited to preparing presentation materials and supporting public presentations. This is a lighter scope than a full rezone since the PUD is already in place. We do anticipate an amendment to the PUD.
5. Question: Will the past PUD plans be available in CAD format for the amendment process?
• Answer: Yes. CAD files of the existing PUD plans will be provided.
6. Question: What informed the decision to issue separate RFPs for civil, architecture, and landscape, rather than a comprehensive RFP?
• Answer: The scopes vary by discipline and phase. Civil and landscape architecture services cover Phases 2 and 3, while separate RFPs will be issued for the Phase 2 architect and the Phase 3 Design-Build team. Issuing separate RFPs allows broader participation, including smaller or specialized design studios.
7. Question: Has the landscape work along Canterbury been completed, and is the current scope limited to Phases 2 and 3 and Willoughby Boulevard?
• Answer: Yes. The landscape improvements along Canterbury have been completed. The landscape scope shall include all portions of landscape architecture needed to complete Phases
2 and 3 (including the design of Willoughby Boulevard). Landscape architect may find it necessary to adjust the design along Canterbury to reflect building design changes.
8. Question: Does the current landscape architect scope include streetscape design, or has that already been completed?
• Answer: The landscape architect’s scope includes streetscape elements attributable to Phases 2 and 3, including Willoughby Boulevard. Streetscape along Canterbury is complete, subject to adjustments required by architectural changes.
9. Question: What are the sustainability goals (e.g., Net Zero Ready)?
• Answer: Phases 2 and 3 are targeting Enterprise Green Communities, Zero Energy Ready Homes (ZERH), and Energy Star certification standards.
10. Question: Can BCHA provide a copy of the PUD if not included in the RFP?
• Answer: Yes. PUD is an attachment to the RFP.
11. Question: Will an IDD consultant be onboarded?
• Answer: Yes. An IDD consultant will be engaged as a subconsultant to the architect for Phase 2.
12. Question: Are there special requirements due to funding sources?
• Answer: Yes, all design must comply with funding source requirements.
13. Question: What is the landscape architect’s responsibility regarding lighting?
• Answer: The landscape architect shall design all low-voltage lighting related to landscape improvements. Coordination with the civil engineer is required regarding street lighting, which falls under the civil scope.
14. Question: Is there an existing design framework?
• Answer: A general framework exists, but the design is still under development. BCHA is pursuing IDD housing, and building types may change from the phasing plan while remaining consistent with the approved PUD (height, use, and density).
15. Question: What is the anticipated timeline for the center road and horizontal work?
• Answer: A definitive schedule has not been established. Construction is contingent upon achieving a PUD amendment, and the timeline will be developed in coordination with the City of Lafayette.
16. Question: What is the landscape architect’s design scope?
• Answer: Please refer to the Scope of Work outlined in the Specifications document.
17. Question: Is there a dedicated park space?
• Answer: Dedicated park space exists in Phase 1. For Phases 2 and 3, the only contemplated open space is the median of the future Willoughby Boulevard (Outlot L), though this is subject to change as architectural design progresses.
18. Question: Has the detention pond been constructed?
• Answer: Yes. The detention pond was completed in Phase 1 and is designed to serve all three phases.
19. Question: Is this RFP limited to the landscape architect?
• Answer: Yes. A separate RFP for civil engineering is also out for bid. Firms interested in both must submit separately.
20. Question: What is the expected working relationship between the landscape architect and the civil engineer?
• Answer: The expectation is close collaboration, with coordinated drawings and participation in weekly project meetings.
21. Question: Are there sustainability goals specific to Phases 2 and 3?
• Answer: Phases 2 and 3 are targeting Enterprise Green Communities, Zero Energy Ready Homes (ZERH), and Energy Star certification standards.
22. Question: Are there any issues with the detention pond?
• Answer: No. The detention pond is constructed to specifications and is functioning as intended.
23. Question: Will there be additional public input?
• Answer: BCHA extensively engaged the public during the original PUD process. Additional public meetings may be required depending on the scope of the PUD amendment, though none are currently anticipated.
24. Question: Is there an open space requirement?
• Answer: Yes. BCHA will maintain consistency with the open space requirements approved in the current PUD.
25. Question: What amenities have been well-received by residents?
• Answer: The new playground has seen high usage, and residents are enthusiastic about the dog park opening soon.
26. Question: Is Phase 1 fully leased?
• Answer: Nearly. All units are leased except for 24 units in the MF2 building. Full lease-up is expected by the end of August 2025.
27. Question: Is IDD housing limited to Phase 2?
• Answer: Yes. IDD units are currently planned only for Phase 2.
28. Question: Will IDD units be grouped together?
• Answer: This determination will be made during the design process by the IDD consultant in collaboration with the architect.
29. Question: Are there any design advisory committee presentations expected in addition to the meetings with stakeholders?
• Answer: There are none contemplated at this time.
30. Question: There was mention that the tax credits requirements would impact the design schedule.
Can you elaborate on the specific deadline dates and how that is anticipated to drive certain aspects of the schedule?
• Answer: This item has been resolved. Our anticipation is to start the design process immediately upon award.
31. Question: Are there existing irrigation drawings from the Ph. 1 available? Will there be any connections between the irrigation systems for Ph. 1 and the Ph.2 and 3 project?
• Answer: BCHA can provide the existing irrigation drawings from Phase 1. It is not anticipated that the irrigation systems would be connected between phases.
32. Question: Is the landscape architect expected to be the team member who manages the entitlement application process with the City of Lafayette or will that be the architect or civil team member?
• Answer: The civil engineer will lead the entitlement application process; however, landscape architect will be expected to collaborate in this application process and attend any meetings that become necessary with City of Lafayette.
33. Question: Is there an overall project schedule?
• Answer: The overall project schedule will be determined after all consultants are contracted.
We anticipate a scheduling meeting to take place in the first work session with full design/consultant team.
34. Question: Is there an overall project budget?
• Answer: The project budget has not been solidified.
35. Question: How many public meetings are anticipated?
• Answer: We anticipate public meetings for the PUD amendment, Site Plan review, and Final Plat.
36. Question: Is there an opportunity for public outreach at City events versus a meeting room setting?
• Answer: Yes. BCHA has not determined the forum for any public meetings. We are open to discussing the best method for public outreach.
37. Question: Can you elaborate on what you would like to see related to the preliminary fee structure? Are you looking for a full breakdown of fees and reimbursables or something else?
• Answer: We expect a detailed breakdown of the total fee, including a list of any reimbursable expenses (if applicable) and the hourly rates for unforeseen additional services. Construction Administration must be included in the total fee, presented as a “not to exceed” amount, and billed at the stated hourly rates.
