About this file
This is a Resident Veteran's Preference Certification affidavit for a Legal Services Multi-Source contract opportunity with Gallup-McKinley County Schools (GMCS) in New Mexico. The document outlines the requirements and declarations necessary for vendors to qualify for New Mexico's resident veteran's business preference in this procurement. Eligible resident veteran businesses must certify that their prior year revenue does not exceed $3 million for the preceding tax year to qualify for the 10% preference discount on this solicitation.
Vendors claiming resident veteran's preference status must declare under penalty of perjury the accuracy of their certification and agree to submit annual reports to the State Purchasing Division of the General Services Department disclosing awarded contract amounts and their classification as either public body purchases or public works contracts. Key restrictions include a limitation of ten consecutive years of preference benefit per business entity and per individual owner, with prohibitions against claiming preference concurrently through multiple businesses. Misrepresentation of veteran status or revenue information constitutes a crime, and any false statements may result in denial of award or unaward of the procurement. An authorized business representative must sign and date the certification, with the representations made subject to protest and potential contract denial if proven inaccurate.
