About this file
This is a New Mexico Resident Preference Information form applicable to the Gallup-McKinley County Schools (GMCS) Legal Services Multi-Source contract opportunity. The document outlines the resident preference requirements that bidders and offerors must satisfy to receive preference consideration under New Mexico Statutes 13-1-21 and 13-1-22. Bidders seeking preference must submit a valid Resident Preference Certificate issued by the New Mexico Taxation and Revenue Department with their bid or proposal; failure to include this documentation will result in no preference being applied. Eligible preferences include Resident Business/Contractor, Resident Native American Business/Contractor, Resident Veteran Business/Contractor, or Native American Veteran Business/Contractor designations, with only one preference allowed per bidder.
For joint bids or proposals involving both resident and nonresident businesses, the resident business preference is reduced proportionally based on the percentage of contract work, measured by dollar amount, to be performed by the nonresident business partner. Bidders submitting joint proposals must clearly identify each firm's name, location, work scope, and percentage of total contract performance. Applicants should contact the New Mexico Taxation and Revenue Department or visit www.tax.newmexico.gov for information regarding resident preference applications and certificate issuance, which became effective January 1, 2012.
