About this file
This document is a Capital Improvement Plan (CIP) project request submitted by the City of Palm Bay, Florida Parks & Facilities Department for the addition of a new pavilion at the Palm Bay Aquatic Center. The project aims to construct a rental pavilion facility at the Aquatic Center located at 420 Community College Parkway (120 Malabar Road, Palm Bay, Florida 32907) to accommodate birthday parties and small gatherings. Project Manager Greg Minor identified this as a low priority infrastructure maintenance and improvement initiative, with the pavilion structure comprising an RCP shelter ($17,250), engineered fastening to a new structure, assembly costs ($9,200), and a concrete base ($20,700). No specific response dates, site visits, or bidder conferences are outlined in this planning document.
The total unfunded project cost is $63,653, requested entirely from the General Fund for fiscal year 2027. No operational or personnel costs are anticipated beyond the capital expenditure. The project design assumes that incoming rental revenue and potential sponsorships will offset construction expenses, creating a revenue-generating asset for the municipality. This capital request supports the City's broader objective outlined in the related contract opportunity to maintain and enhance aquatic recreation opportunities while minimizing financial impact through cost-effective operational models and partnerships.
