About this file
This is a Measurement and Payment specification document applicable to construction work performed by Douglass Township in Montgomery County, Pennsylvania under both unit price and lump sum payment methods. The specification establishes the framework for measuring completed work, determining payment quantities, and addressing defective or rejected work. Measurement methodologies are categorized by number of items, volume, and area, with actual quantities verified by the Engineer determining final payment rather than initial bid quantities. The document identifies base bid items (#1-01 through #1-03, #1-08, #1-09, #1-12, #1-14, #1-19 through #1-22) payable on a lump sum basis and unit price items (#1-04 through #1-07, #1-10 through #1-11, #1-13 through #1-18). All bidders must provide written notice to affected residents two days in advance of scheduled work.
Lump sum and unit price bids shall encompass all materials, labor, equipment, mobilization and demobilization costs including shop drawings, scheduling, bonds, insurance with separate Owner's Protective Coverage, permits, temporary facilities, traffic control, excavation, survey work, material disposal, protection of existing features, sign removal and reinstallation, cleanup, dust control, and all sampling and testing. Payment will not be made for wasted products, unacceptable products, materials placed outside specified lines and levels, products remaining after completion, or disposal costs for rejected materials. The contract requires performance bonds and labor, material, and payment bonds from the successful bidder, with all work subject to Pennsylvania Prevailing Wage Act compliance and the Build America Buy America Act domestic preference requirements.
