Erosion and Sediment Control Specifications Summary

This is a technical specification document prepared for Douglass Township in Montgomery County, Pennsylvania, detailing erosion and sediment control requirements for construction projects. The specification establishes comprehensive requirements for furnishing materials, labor, and equipment to provide slope protection and erosion control throughout the construction lifecycle. The work must comply with Pennsylvania Department of Transportation Publication 408 Specifications, Pennsylvania Code Title 25 Part I regarding erosion and sediment control, and the Pennsylvania Department of Environmental Protection Erosion and Sediment Pollution Control Program Manual. The contractor is responsible for establishing erosion and sedimentation controls at the beginning of construction and maintaining them for the entire duration of the project, with particular emphasis on minimizing exposed bare soil, preventing silting of streams and storm sewers, and maintaining all temporary and permanent erosion control facilities. Maintenance obligations include weekly inspections of erosion control facilities and immediate cleaning and repair following runoff events. All temporary erosion control systems must be removed and disposed of off-site upon project completion, with all sediment cleaned from temporary and permanent control facilities and storm drainage systems at the contractor's expense.

The specification document does not establish direct pricing terms, as erosion and sediment control measures are to be considered subsidiary obligations of the contractor covered under various contract line items rather than paid for directly. The contractor assumes full financial responsibility for all materials, labor, equipment, and disposal costs associated with erosion control implementation and maintenance. The specification applies to construction operations conducted during any season, with specific requirements for winter month stabilization when temporary seeding is not feasible. The contractor is held liable for any damage determined to have been caused through negligence or carelessness, and the owner reserves the right to hire independent contractors to perform damage correction work with associated costs deducted from the contractor's payments. Compliance with Montgomery County Conservation District permits and all applicable local borough regulations is mandatory, and failure to promptly correct unsatisfactory erosion control procedures may result in suspension of other construction work without adjustment to contract time.

C. Erosion control measures (E & S) shall be established at the beginning of construction in accordance with plans, notes and details in accordance with standards specified herein, and to the extent required by the Borough. The E & S shall be maintained during the entire length of construction. The Specifications and Contract Drawings are not represented as being comprehensive, but rather convey the intent to provide complete slope protection and erosion control for bot

02270-2 h the Owner's property and adjacent property and waters.

D. The Contractor shall schedule and conduct his operations to minimize erosion of soils and to prevent silting and muddying of streams, rivers, storm sewers, irrigation systems and impoundments (lakes, reservoirs, etc.). Construction of drainage facilities and performance of the contract work which will contribute to the control of erosion and sedimentation shall be carried out in conjunction with earthwork operations or as soon thereafter as practicable. The area of bare soil exposed at any one time by construction operations shall be kept to a minimum.

E. The Contractor shall become thoroughly familiar with the provisions of Title 25, Part I, Department of Environmental Protection, Subpart C, Protection of Natural Resources, Article II, Water Resources, Chapter 102, Erosion and Sedimentation Control and the permits attached hereto.

F. All materials, products, methods and execution are to be in accordance with the Montgomery County Conservation District permit for this project, Borough regulations and these Contract Documents.

G. Contractor is responsible to provide and maintain slope protection and erosion controls to the satisfaction of the Owner and the Borough.

H. Contractor shall schedule construction in a manner to best provide slope protection and erosion controls. Install grass slopes, ditches and other areas to be disturbed by construction at the earliest possible time during the construction sequence.

I. Damage will be specified by the Owner, by actual site observations. If it is determined that damage has been caused by the Contractor through negligence, carelessness, by intention, or other, the Contractor will act as directed by the Owner to correct said damage as quickly as possible and to take steps to prevent further damage. Damage correction will be at no cost to the Owner. The Owner reserves the right to independently hire damage correction services if the Contractor does not perform in a timely or complete manner. The cost of such independent services shall be deducted from the Contractor's payment(s) and fees.

02270-3

J. Prior to suspension of construction operations, the Contractor shall shape the earthwork in a manner that will permit run-off with a minimum of erosion. Temporary erosion and sediment control measures such as silt fences, berms, dikes, slope drains, deemed necessary by the Engineer shall be provided and maintained until permanent drainage facilities and erosion control features are completed and operative. Unless otherwise provided for in the contract, temporary erosion control measure will not be paid for directly, will be considered as a subsidiary obligation of the Contractor covered under the various contract items of work.

K. Maintenance of the erosion and sedimentation control facilities will include the inspection of these facilities and measures after each run-off event and on a weekly basis. Immediately after a run-off event, erosion and sedimentation facilities and measures will be cleaned, repaired and replaced as needed. Washed out areas will be regarded, topsoiled and reseeded. PART II PRODUCTS

2.1 MATERIALS

A. Refer to Contract Drawings for product information.

PART III EXECUTION

3.1 EROSION CONTROL

A. Establish and maintain erosion control and slope protection work as required by the Contract Drawings, Notes, Details, and Specifications.

B. Remove and dispose of off-site all temporary erosion control systems at the completion of the Project when directed by the Owner. Clean sediment out of all temporary and permanent erosion control facilities and the storm drainage system. Dispose of all material legally, off-site at Contractor's expense.

C. When borrow material is obtained from other than commercially operated sources, erosion of the borrow site shall be so controlled both during and after completion of the work that erosion will be minimized and sediment will not enter streams or other bodies of water. Waste of disposal areas and construction roads shall be located and constructed in a manner that will prevent sediment from entering streams or storm sewer systems.

02270-4

D. The work areas or gravel pits which are located in or adjacent to live stream, such areas shall be separated from the main stream by a dike or other barrier to keep sediment from entering a flowing stream.

E. Water from aggregate washing or other operations containing sediment shall be treated by filtration, a sediment filter such as a pumped water filter bag or sediment basin, or other means sufficient to reduce the sediment content to not more than that of the stream into which it is discharged.

F. Pollutants such as fuels, lubricants, bitumen’s, raw sewage and other harmful materials shall not be discharged into or near rivers, streams and impoundments or into natural or manmade channels leading thereto. Waste water or waste from concrete mixing operations shall not be allowed to enter storm sewer or live streams.

G. All applicable regulations of fish and wildlife agencies and statutes relating to the prevention and abatement of pollution shall be complied with in the performance of the Contract.

H. Any area that is disturbed and is to be left bare shall have a temporary seeding applied immediately. If construction takes place during the winter months when it is impossible to seed, the disturbed area shall be stabilized by method approved by the Conservation District. Temporary seeding and mulching shall be done immediately. Temporary control measures shall remain in place until disturbed areas have been stabilized (70% vegetative cover).

I. When drainage ways are crossed, they shall not be left blocked over night if this blockage could cause siltation downstream or flooding to adjacent property. All drainage ways shall be restored to existing conditions or improved as directed by the Engineer.

J. A silt barrier for filtering sediment from runoff (trench dewatering, tire washing, stormwater runoff, etc.) shall be installed. The location of the barrier shall be as indicated. The silt barrier shall be in accordance with materials outlined in Part 2.1 of this section.

K. Contractor shall keep barriers free of silt and shall replace those barriers that become clogged.

Contractor shall maintain silt barriers in accordance with the Maintenance Guidelines listed on the Plan.
