About this file
This is a specification document for pavement markings work under the NORR Paving Program Section 02548, applicable to Douglass Township in Montgomery County, Pennsylvania. The work consists of applying pavement markings at locations indicated on project drawings in accordance with PennDOT standards. The contractor must furnish all materials, including paint and glass beads, and repaint any markings that are removed, partially removed, or marred. Application must comply with Pennsylvania Code 67, Chapter 211, Subchapter K, with sealed bids received online via PennBid until 3:00 P.M. prevailing time on June 4, 2026, for the Administration Building renovation project, and until 11:00 A.M. prevailing time on July 29, 2026, for the County Line Road Bridge Replacement Project. A mandatory pre-bid conference for the Administration Building project is scheduled for Tuesday, May 12, 2026, at 9:30 A.M. prevailing time at the project site, followed by a site walkthrough. Prime bidders may submit questions through PennBid only until 5:00 P.M. prevailing time on May 19, 2026.
Materials must meet or exceed PennDOT requirements, specifically glass beads conforming to AASHTO M-247 Type I and paint conforming to AASHTO M-248 for either Type N or Type F conventional traffic paint. Equipment must be capable of simultaneously applying two four-inch parallel lines in solid or broken patterns and automatically dispensing glass beads via pressurized glass-gun method, with integrated measuring devices calibrated to specified tolerances. Paint application rates must be 15 mils wet-film thickness with a tolerance of plus or minus one mil, and glass beads applied at six pounds per gallon of paint. Surface preparation requires satisfactory cleaning and drying with no application permitted when surfaces are wet or air temperature is below 45 degrees Fahrenheit. Type I conventional traffic paint requires protection for at least 30 minutes or until dry and track-free from vehicular traffic; Type II low-heat traffic paint requires protection until dry and track-free. All bids must be accompanied by bid security equal to ten percent of the base bid, and successful bidders must provide performance bonds and labor, material, and payment bonds. The project is subject to Pennsylvania Prevailing Wage Act requirements and the Build America Buy America Act, ensuring domestic preference for all iron, steel, manufactured products, and construction materials.
