About this file
This is a Preconstruction Conference specification document prepared for Douglass Township in Montgomery County, Pennsylvania, governing the mandatory pre-bid and preconstruction conference requirements for the Administration Building renovation and County Line Road Bridge Replacement projects. The Engineer will conduct a preconstruction conference within ten working days after contract execution but prior to work commencement to clarify construction administration procedures. The conference must be attended by authorized representatives from the Contractor, major subcontractors, and interested parties including the Township and the Engineer. For the Administration Building project, the mandatory pre-bid conference is scheduled for Tuesday, May 12, 2026, at 9:30 A.M. at the project site, with a site walkthrough immediately following. Bidding documents will be available on PennBid beginning April 30, 2026, at 12:00 P.M., and sealed bids are due June 4, 2026, at 3:00 P.M. For the County Line Road Bridge Replacement project, a non-mandatory pre-bid meeting is scheduled for July 22, 2026, at 10:00 A.M., with sealed bids due July 29, 2026, at 11:00 A.M. Contractors must submit agenda items to the Engineer at least twenty-four hours in advance of the conference.
The preconstruction conference will address organizational structure, communication channels, construction schedules and sequencing, contract document distribution, shop drawing processing, change order procedures, and rules governing performance, safety, security, quality control, and housekeeping. All bids must be accompanied by bid security equal to ten percent of the base bid, and successful bidders must provide performance bonds and labor, material, and payment bonds. For the bridge project, a maintenance bond of twenty-five percent of the total contract price is also required. Both projects are subject to Pennsylvania Prevailing Wage Act requirements and the Build America Buy America Act, mandating domestic preference for iron, steel, and manufactured products. The Township reserves the right to waive non-material defects and reject all bids if deemed in its best interest. The Engineer will compile conference minutes and provide three copies to the Contractor and required copies to the Township.
