About this file
This is a technical specification document for Section 02912 Topsoil and Subsoil work related to landscaping construction projects, applicable to Douglass Township in Montgomery County, Pennsylvania. The specification outlines comprehensive requirements for subgrade compaction, topsoil preparation, and placement for lawn and planting areas. Key deliverables include soil testing by qualified agricultural chemists, removal of roots and debris larger than 2 inches, soil amendments and preparation, subgrade preparation, topsoil spreading, planting soil bed placement, material guarantees, and site cleanup. The Landscape Trade Contractor must submit soil test reports at least three weeks prior to material delivery, arrange a pre-construction meeting with the Architect and Construction Manager to review soil testing results and construction procedures, and notify the Construction Manager of the assigned landscape foreman's name and phone number five business days before lawn construction begins. The specification requires minimum topsoil depths of 6 inches for seeded or sodded lawns, 12 inches around trees with a 10-foot radius, and 12 inches around shrubs and groundcovers with an 18-inch radius. All stockpiled topsoil must be protected from erosion and cannot be exposed for longer than 15 days without temporary cover or erosion control measures.
The specification establishes detailed material requirements and testing standards for topsoil, requiring pH ranges of 6.0 to 6.5, sand content of 35-40 percent, clay content of 15-20 percent, and minimum organic matter of 2.5 percent. Off-site topsoil must be screened and tested by the County Agricultural Agent or private laboratory, with test results submitted for Landscape Architect approval before use. Planting soil mixes must consist of 70 percent improved topsoil, 20 percent peat moss, 10 percent sand, and 5 pounds of dehydrated cow manure per cubic yard. Ground limestone must contain minimum 88 percent calcium and magnesium carbonates, and lawn fertilizer must derive at least 50 percent of nitrogen content from organic materials. The contractor bears all costs for soil testing and amendments in the bid price, and the Owner reserves the right to conduct independent soil testing. All subgrade must be loosened to 6 inches depth for lawn areas and 2 feet for shrub and tree planting areas, with compaction not exceeding 85 percent density per the Modified Proctor Test. Upon project completion, all surplus topsoil, equipment, debris, and trash must be legally removed from the site, leaving it in a neat, orderly, "broom clean" condition.

D. Do not compact existing subsoil.
E. Have subgrade observed by Construction Manager prior to placing soil. Request observation at least one week in advance. Clean up subgrade and dispose of all debris and garbage prior to observation.
F. Loosen subgrade uniformly to depth of 6 inches.
G. Correct variations, bumps, ridges, depression, and smooth to final subgrade elevation and contours.
H. Spray all vegetation on subgrade with an emergent weed killer at a rate of application accepted by the Architect and approved by government agencies with jurisdiction.
I. Keep unnecessary equipment off the prepared subgrade.
J. After acceptance of subgrade, loosen subgrade in lawn area by discing or scarifying to a depth of at least 6 inches to permit bonding of the topsoil to the subsoil. Additionally, loosen subsoil in shrub/tree planting areas to a depth of 2 feet and then roll lightly to help soil settle. Do not compact to greater than 85% density as determined by the Modified Proctor Test. Within canopies of existing trees, loosen soil to a maximum depth of 2 inches by hand method.

Roll the whole surface with a hand roller weighing approximately one hundred pounds per square foot of width. Do not compact to greater than 85% density as determined by the Modified Proctor Test. During the rolling, fill all depressions caused by settlement with additional topsoil and then regrade and roll until the surface presents a smooth, even, and uniform finish and is up to the required grade.
3.5 TOPSOIL AMENDMENTS FOR LAWN AREA
A. Applying Fertilizer: Apply commercial fertilizer and work thoroughly into the topsoil within one week before seeding at the rate of 35 pounds per 1,000 square feet or at rate determined by soil test results. Harrow into the top two (2) inches of sod or seed bed.
B. Applying Limestone: Apply limestone to bring the pH to range of 6.5 to 7.0 at rate determined by the soil test results.
3.6 PREPARING AND PLACING TOPSOIL
