About this file
This is a specification document for Section 02010 (Maintenance and Protection of Traffic During Construction) applicable to Douglass Township in Montgomery County, Pennsylvania for the County Line Road Bridge Replacement Project. The specification outlines the contractor's responsibilities for maintaining safe traffic flow and protecting the public during construction activities. Key requirements include furnishing and maintaining barricades, safety fencing, warning signs, detour signs, flashers, traffic cones, flagmen, and pedestrian walkways. The contractor must maintain vehicular and pedestrian access to adjacent properties and emergency vehicle access at all times unless authorized otherwise. A minimum of one nine-foot-wide lane must be maintained through work areas during working hours, with proper signage and flagmen provided as necessary. Safety fencing must be bright orange, at least five feet in height, and placed around excavations during non-work hours. The work area must be properly barricaded and secured during non-work hours to provide unrestricted full-width use for through traffic lanes. All work must comply with 67 PA Code Chapter 203 (Work Zone Traffic Control) and PennDOT Publication 203 standards.
The contractor is responsible for notifying Borough Police, School Districts, and Fire Departments 24 hours prior to any road closures and obtaining Borough approval before closing any Borough roadways. Specific signage requirements are mandated for daytime and nighttime closures, including "ROAD CLOSED" or "ROAD CLOSED LOCAL TRAFFIC ONLY" signs at intersecting streets and illuminated signs during nighttime hours. The contractor must maintain fire hydrants, water valves, fire alarm boxes, and letter boxes in uncovered and accessible conditions. The Engineer has authority to halt construction if traffic control is deemed inadequate, with no additional compensation owed to the contractor for such stoppages. All materials, equipment, and labor necessary for traffic maintenance and protection are the contractor's responsibility, with specifications subject to Engineer approval and direction.
