About this file

This document is a comprehensive specifications manual for the renovation of the Nutrition and Food Services Kitchen at the G.V. (Sonny) Montgomery VA Medical Center in Jackson, Mississippi, Project No. 586-22-104. The renovation encompasses approximately 12,000 square feet of existing kitchen space and requires complete demolition and reconstruction including architectural, mechanical, electrical, fire suppression, HVAC, plumbing, and telecommunications work. The project mandates compliance with JCAHO, NFPA, OSHA, and life safety requirements while maintaining continuous medical center operations. A temporary modular kitchen trailer must be provided to house cook prep, tray assembly, and dishwashing operations during construction. The contract will be awarded on a firm-fixed-price basis with a 540-calendar-day performance period from the Notice to Proceed, and is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with a requirement that at least 15 percent of personnel costs be spent on eligible SDVOSB employees.

The specifications document provides detailed technical requirements across multiple divisions including general requirements, site surveys, asbestos and lead-based paint abatement, selective demolition, cast-in-place concrete, masonry, structural steel, metal fabrications, rough carpentry, and cementitious sheathing. General requirements mandate the contractor establish a Critical Path Method schedule, implement comprehensive quality control procedures, provide equipment startup and testing, deliver operation and maintenance training, maintain temporary environmental controls and dust suppression, manage construction waste with a minimum 50-percent diversion rate, and comply with safety requirements including OSHA standards and infection control risk assessments. The contractor must develop detailed preconstruction submittals including an Accident Prevention Plan, Activity Hazard Analyses, a construction schedule with defined activities, quality control procedures, environmental protection plans, and a warranty management plan. Special provisions address work in an occupied medical facility with requirements for temporary partitions, restricted access, utility coordination, and minimal interference with facility operations, along with comprehensive safety protocols for asbestos and lead paint removal operations.
