About this file

This is Amendment 0001 to a Request for Proposals (RFP) for construction services at Jackson VA Medical Center in Jackson, Mississippi, issued by the Department of Veterans Affairs, Network Contracting Office 16. The amendment extends the proposal due date to March 19, 2026, at 3:00 PM CST and provides RFI responses, an updated accessory schedule, a revised Department of Labor wage determination (MS20250051 dated 1/2/2026), and a site visit sign-in sheet. The solicitation is for renovating the nutrition and food service kitchen, with a construction magnitude range indicated on the original solicitation page. The project requires a temporary kitchen to remain operational during construction, with kitchen functions maintained at all times throughout the 18-month construction duration.

The RFI responses address 130 questions covering project scope clarification, equipment specifications, existing conditions, design intent, and construction sequencing. Key determinations include: AISC certification requirements and UL/FM firestopping approvals are waivable, the superintendent may serve multiple roles if qualified, liquidated damages do not apply, workers must comply with VA Directive 1013 flu shot requirements, contractor utilities are free of charge, and existing roof is not under warranty. The project requires comprehensive testing and commissioning per specification 01 91 00, with moisture remediation coatings and pH treatments treated as unforeseen conditions based on test results. Equipment clarifications specify that items marked "EXISTING" are owner-provided and contractor-installed, with the contractor responsible for disconnection and relocation. The updated accessory schedules provide detailed counts and classifications for furnishings and equipment across administrative and operational areas.

001 May the AISC Certification per division 5 be waived due to the limited number of contractors with this certification in our state?

Yes, this can be waived.

002 May the Superintendent also assume the role of the Site Safety and Health Officer and the role of the CQC System Manager?

Yes, as long as the individual is qualified for the position.

003 What is the existing roof manufacturer and is it still under warranty? The manufacturer is Trimco and the roof is not under warranty.

004 Is this project subject to Liquidated damages? This project is not subject to liquidated damages.

Sheet G100, General Note E states that all workers must have the Flu shot for the current year of contract, as per VA Directive 1013. As workers won’t have contact with patients, will this be required to be compliant?

Yes, workers must comply to contract documents.

Sheet G112, notes 3 & 4 require all debris leaving the construction area to be disposed of in tightly covered containers. Will this be required since we will have direct access to the loading dock and won’t have to travel through hospital corridors?

Yes, per contract documents.

007 Is the DOL Wage Determinations the correct one for this project?

The DOL Wage Determination for this project is MS20250051 dated 1/2/2026.

To provide an accurate estimate on the temporary kitchens, more information is needed:

-an equipment list of cook appliances requested (size and amount) -sq footage of refrigeration -sq footage of freezer space -how many kitchen staff employees will be working predominately in this mobile space (A VA Question) -is a mobile dishwashing facility required -sq footage of dry storage space requested -Dimensions of the mobile kitchen site to house (hold) 3-6 kitchen units [one is 8ft x 53 ft]

SET

How many staff members will be using the temporary kitchen facilities?

(VA Question)

The maximum in the kitchen at the same time would be around 30.

On average, how many meals per day will the temporary kitchens be providing? (VA Question)

The temporary kitchen must have the capacity to prepare 450 meals per day.

Typically, the temporary food service kitchens come pre-fitted with equipment. Will the VA be fine with using the pre-fitted Temporary kitchen equipment (if it meets current VA standards) in lieu of using the existing kitchen equipment in the current VA kitchen?

The project is designed for and requires a mixture of both temporary kitchen equipment from the kitchen provider and the current VA kitchen.

Section 078400 of the specifications require that Firestopping only be performed by a subcontractor who is approved by UL or FM. Can this be waived due to the limited number of contractors with this certification in our state?

The VA would accept fire caulking by all contractors as long as the firestopping meets spec. This should be inspected by the GC and the EOR.

014 Please advise if interim life safety measures, fire watches, or temporary alarms are required.

Yes, the VA allows for heat sensors to be installed during construction.

015 Can the contractor use the existing on-site utilities for temporary electricity and water free of charge? If not, please provide a daily utility cost.

Yes, the contractor can use existing site utilities free of charge.

Pertaining the sheet K-102:

There is an equipment schedule calling out:

017 Does the walk-in cooler, freezer and dry storage require any interior shelving?

Per contract documents, the only shelving required within the walk-in cooler, freezer and dry storage are free standing shelves shown on the kitchen equipment drawings.

We will be quoting different size modules for the main kitchen, with a slight variation in the layout- assuming this is acceptable if all equipment, production flow and space allocation are similar.

Any variation/build out to module sizes and layout will need to be approved by the VA prior to acceptance based on module function and VA operational requirements.

019 Can the sign-in sheet be provided? The sign-in sheet will be provided via a future amendment on SAM.gov

Will a complex of 48’ individual trailers- arranged similarly with appropriate covered decking, with similar equipment and throughout be an acceptable solution?

Yes, but only if the same equipment quantities, operational function and storage volumes are maintained.

The toilet compartments, Section 102113, are calling for stainless steel partitions and screens, but then the finish schedule on AE601 calls for Inpro toilet partitions. Inpro does not make a SS toilet compartment.

Please advise on how to proceed.

Stainless steel toilet partitions are required. Provide applicable stainless steel option. Inpro provided as basis of design only.

Fire extinguisher cabinets, Section 104413, says to hold a 10lb fire extinguisher. Is this fire extinguisher to be regular multipurpose ABC type, or are some Class K wet chem types needed since this has kitchen equipment?

The extinguisher in the architectural cabinet is a 10lb ABC extinguisher. Class K extinguishers are required at the cooking equipment, but they are separate devices and are not housed in the 10 44 13 cabinets.

023 Will a propane grinder be an acceptable means/methods for flooring demolition, given that there is proper ventilation?

Means and methods are at the discretion of the contractor while complying with the Contract Documents (eg. Noise limits, ventilation, etc.).

Would the government allow the same accommodation on installers of Fire Stopping allowing the contractor employees who have previously installed firestopping to install fireproofing under supervision of fireproofing consultant?

The VA would accept fire caulking by all contractors as long as the firestopping meets spec. This should be inspected by the GC and the EOR.

025 Is any commissioning required on this project? Yes, refer to 01 91 00.

026 Can the Superintendent also be the Prime Contractor’s Commissioning Manager during commissioning?

“A qualified individual appointed by the Contractor to manage the commissioning process on behalf of the Contractor.” Per spec Section 01 91 00.

027 Is a full-time on-site quality control manager required for this project? Yes, per spec 01 45 00.

028 Can the Superintendent also be the quality control manager? Yes, per spec 01 45 00.

029 Is a full-time on-site Safety and Health Officer required for this project? Yes, per spec 01 35 26.

030 Can the Superintendent also be the site safety and Health Officer? Yes, As long as the individual is qualified for the position.

031 Can the Superintendent be Triple hatted as the SSHO and QC Manager? Yes, As long as the individual is qualified for the position.

As is typical for most VA projects can the QC plan be implemented by the onsite superintendent and administrated by the PM without additional staff (other than what is required for commissioning) as called for 01 45 00.?

Yes, based on the requirements outlined in spec 01 45 00.

033 What is the current budget available for this construction procurement? The magnitude of construction range is indicated on page 1 of the solicitation.

034 What is the total dollar amount that the VA has requested for this project? The magnitude of construction range is indicated on page 1 of the solicitation.

035 Does the VA have full funding for this project on station? This is internal information and not necessary to submit a proposal.

036 Will any of this work have to be performed after hours or weekends?

Yes, per drawings, some work will have to be performed after hours or on weekends.

037 Will this project be done in phases?

Kitchen functions must remain operational at all times per the drawings and specifications. The temporary kitchen site work must be completed prior to the kitchen construction beginning.

Contractor responsible for sequencing of the work.

038 Will each phase have to be fully completed before moving to the next or can some phases be completed simultaneously?

Delegated design is not required for the aluminum storefront in this project.

not the contractor’s responsibility to perform structural engineering or determine the adequacy of the existing framing to support any new Aluminum Storefronts. This is not something that can be observed or determined by a “pre-bid site visit”. The Engineer of Record is responsible for evaluating the existing structural conditions and identifying the appropriate components that will provide sufficient capacity, or to design and detail any necessary modifications or reinforcements needed. Please provide a stamped design for the Aluminum Storefronts that are required for the contractor to include in their bid and remove this language from the specification?

Spec Section 13 05 41 is written as a delegated design specification requiring seismic restraint shop drawings and calculations to be prepared by a licensed structural engineer in Mississippi. Please confirm that seismic restraint design for non-structural components is the responsibility of the contractor.

Yes, confirm that seismic restraint design for non-structural components is the responsibility of the contractor.

The specification 13 05 41 lists seismic design parameters but does not provide specific values. Please provide the following project-specific seismic design values:

a. Site Class?

B. Building Risk Category?

c. Seismic Design Category?

d. Ss, S1, SDS, SD1?

e. Component Importance Factor (Ip)?

f. Response Modification Factor (Rp)? Overstrength Factor?

All of these values are in 13 05 41.

074 Please confirm whether Ip = 1.5 applies to all non-structural components? Yes.

Part 3.1. of the spec states seismic anchor loads will be transferred into existing structure. Has the existing structure been evaluated to confirm it can support new seismic anchor loads? If deficiencies are discovered, please clarify responsibility for design, cost, and schedule impacts of required structural reinforcement.

The existing structure will adequately support the seismic anchor loads. There will be no further design, cost, or schedule implications due to seismic anchorage scope. Further:

nonstructural component seismic loading will be generated from the anchorage of partition walls, new utility piping and ductwork, the air handler unit, etc during earthquake events. The SEOR has already confirmed that the (relatively small) magnitude of load that is transferred from these items (through multiple, well-distributed anchorage points) into the structure during a seismic event will not pose a concern to the existing capacity of the structure. While the exact magnitudes of these loads will depend on the contractor’s chosen anchorage methods and quantities, the SEOR is confident that the existing concrete structure is adequate and safe for the added loading.

076 Please clarify responsibility for resolving conflicts where seismic restraints interfere with existing utilities, architectural finishes, fireproofing, or access clearances?

Coordination of seismic restraints is part of the contractor's responsibility, including avoiding existing utilities, finishes and access clearances. Repair of damaged fireproofing is the responsibility of the contractor. Means and methods of the contractor to provide access clearances should be restored to existing conditions.

Can the VA confirm that this project and its components have been designed and all components of construction have been included in the drawings and that the VA is not relying on the vague, wide-reaching, requirements written in the specifications to cover anything missed by the Architect and Engineers?

The request for a global confirmation of completeness is not appropriate for an RFI and is not required by the contract. The drawings and specifications together form the Contract Documents, and each is intended to be read in conjunction with the other. The Contractor is responsible for reviewing and coordinating the full set of documents. If there is a specific detail or component in question, please identify it so it can be addressed.

The specifications are written in a way that projects some of the design on to the contractor despite this project not being a design-build project.

Please clarify if the contractor needs to carry Errors and Omissions insurance in case, they are required to provide stamped designs for some components?

GC is required to provide submittals as called for in the project specifications. It is the GC's decision what insurance to carry.

079 On sheet CD100 are the dark bold black lines in the Southeast corner existing striping?

Yes, those are existing pavement striping.

Please clarify who will be responsible for the emptying of the temporary grease trap, will this service be added to the VA’s contract for whoever they use now to empty their grease traps?

The contractor will be responsible for the emptying of the temporary grease trap.

081 On sheet C501, please provide a basis of design for the hot poured rubber joint sealing compound?

This is what is specified in the VA Technical Information Library specification for concrete paving joints.

On sheet C501, Detail 1, 2, 3, & 4 show a T for pavement thickness. It is not the contractor’s job to guess at how thick the existing concrete pavement is, it is the Design team’s job to provide that information to the contractor prior to bidding. Will the VA please provide an assumed thickness for the concrete in these details?

The thickness specified in Details 1 through 3 is for the proposed pavement thickness and that is specified in the Detail 6 for proposed concrete pavements.

For the existing paving in Detail 4, the thickness will need to be field verified, but assume for bidding that the existing concrete is 8-inches thick.

083 Is there a floor or crawl space below the Work area or is it the bottom floor with slab on grade?

A lower level is beneath the area of work, per engineering drawings in the contract documents.

084 Will the contractor be required to move any of the existing furniture or equipment?

It will be the contractor’s responsibility to dispose of any furniture or equipment remaining in the space after the temporary kitchen is set up, that will be onsite upon the space being awarded to them. Some equipment will need to be turned into the warehouse.

085 If the contractor is responsible for moving the existing furniture, will storage be available from the VA for the furniture, equipment, or casework?

It will be the contractor’s responsibility to dispose of any furniture or equipment remaining in the space after the temporary kitchen is set up, that will be onsite upon the space being awarded to them. Some equipment will need to be turned into the warehouse.

086 Will the VA please provide a cut through detail of the existing flooring? Additional details are not available.

087 Is the existing flooring in a mortar bed?

Bidders can assume all existing quarry tile is over a 1" mortar bed except where noted on AD101, not 2.17, which can be assumed to have a 4" mortar bed.

On sheet AD101 note 2.17 states to remove all concrete over pour back to the original existing slab level. Since this was not visible at the site visit, please provide a detail showing the thickness of this concrete over pour or provide as assumption for all contractors to base their bid on?

Bidders can assume a 4" mortar bed beneath the quarry tile at noted locations.

089 Is there any reason to believe the slab beneath the flooring has moisture in it and moisture remediation will be needed?

Moisture remediation will be needed if the results of relevant tests from spec 09 05 16 are unsatisfactory.

090 Have other areas on this floor needed moisture remediation on the concrete slab in past projects?

No

Per spec 09 05 16 Section 3.3.A specifies the use of a moisture remediation coating only when the results of ASTM F2170 relative humidity testing exceed the requirements of the flooring manufacturer.

Similarly, pH and moisture testing are outlined in Section 3.2.G–H. Can you confirm that moisture remediation coatings, pH neutralization treatments, or other corrective measures included in this specification are only required if slab test results are unsatisfactory?

Correct, moisture remediation coatings, pH neutralization treatments, and other corrective measures will be needed if the results of relevant tests from spec 09 05 16 are unsatisfactory.

Specification Section 09 05 16 includes detailed descriptions and product requirements for both moisture remediation systems (Section 2.1) and underlayments (Section 2.2), yet it is unclear whether these items are part of the base bid or only applicable if testing shows deficiencies.

Please clarify is the intent that all floor slab testing is to be included in the base bid, and any required remedial treatment (e.g., moisture remediation coating or underlayment) would be added by change order/modification if needed, based on test results?

All tests are required per spec 09 05 16 are part of the base bid.

Moisture remediation coatings, pH neutralization treatments, and other corrective measures shall be treated as an unforeseen condition during construction.

093 The specification 09 05 16 calls out multiple tests ASTM F1869, F2170, and pH testing. Which of these tests are required in our base bid price?

All tests are required per spec 09 05 16 are part of the base bid.

Moisture remediation coatings, pH neutralization treatments, and other corrective measures shall be treated as an unforeseen condition during construction.

Without knowing the actual moisture or pH conditions of the concrete prior to bid, there is significant risk in trying to price products like moisture remediation coatings (epoxy vapor barriers, etc.), cementitious self-leveling underlayment, or trowel-applied patches. Including these without confirmation could lead to either inflated pricing or post-award cost disputes. Thus, under FAR principles of clarity in solicitation documents and equitable risk distribution please provide clear directions on what is to be included in our base bid for subsurface preparation?

Would the Government clarify an allowance price for all bidding contractors to carry for fair bid leveling?

All tests are required per spec 09 05 16 are part of the base bid Moisture remediation coatings, pH neutralization treatments, and other corrective measures shall be treated as an unforeseen condition during construction.
