About this file
This file is a Requests for Information (RFI) Part II responses document for a food and nutrition kitchen renovation project at the G.V. Sonny Montgomery VA Medical Center in Jackson, Mississippi. The document addresses 15 RFI inquiries and provides clarifications on construction specifications, temporary kitchen operations, equipment modifications, and utility provisions.
Key clarifications include: wall dimensions in the corridor and freezer areas require alignment with manufacturer specifications for cooler/freezer equipment; the existing site cannot be assumed level within a 3-inch variance without VA confirmation; the contractor is responsible for grease trap servicing and must estimate costs based on approximately 450 meals per day; all existing quarry tile should be assumed installed over a 1-inch mortar bed (not 3 inches) except where noted on drawing AD101; kitchen equipment relocation to the temporary kitchen will require extended downtime (potentially one week or more), and the VA must clarify its plan for maintaining meal service during this period; temporary utilities including HVAC power and gas are provided by the VA at no cost; the City of Jackson will only interact with the project regarding grease trap permitting; meal tray delivery carts (Equipment Item #55) are to be eliminated; the flight-type dish machine (Equipment Item #60) is retained with modifications to ductwork and connections outlined in specifications; prep work costs should be included as a lump sum, billed based on progress percentages; temporary sewer connections and trenching are to be removed at project completion while permanent areas are restored to original condition; and trenches for temporary work shall be maintained and covered throughout construction. Specification modifications for mechanical and electrical systems related to the dish machine installation are also provided.

Sheet1
| Food & Nutrition- RFIs Part II | ||
| RFI # | Item | Response |
| 1 | PAGE AE721 | Detail 2/AE721 is a typical elevation noted at the Room Finish Schedule on sheet AE601 (see KT-1 and Note 1 below the schedule). The break marks at the edge of the detail indicate a continuation of this condition. Both details are to illustrate the extent of wall protection in relation to the finishes. The framed wall at Corridor 109 is approximately 40'-5", as dimensioned, and is intended to align with the far side of the cooler (see details 10 and 11 on AE401), which may vary in lengths based on the selected cooler/freezer manufacturer and the clearances required by the manufacturer. |
| DETAIL 2 and DETAIL 6 | ||
| AE101 |
Detail 6 is showing the freezer is 40 ft 5 in long. We notice an arrow on each side of the detail. We assume this indicates that the CT4 tile runs past the shown area. Please clarify exactly how long the wall is.
| Detail 2 has the same arrows. Please clarify how long that wall will be also. Secondly, On Page AE101 we have looked and looked for this detail and we have not been able to locate it. Please clarify where this detail is on that page. | ||
| 2 | RFI 008 | The bidders performed a site visit and site prep is part of this project. |
| The question asked if the existing site is level within a 3" variance. The VA response did not address this question. Will the VA please confirm whether the existing site can be assumed to be level within a 3" variance? | ||
| 3 | RFI 080 | The VA service contract pumps out the grease trap quarterly. The service contract will continue to empty the greas trap unless the temp kitchen has a vendor issue. |
| The response places responsibility for emptying the temporary grease trap on the contractor. If this will be the contractor’s responsibility, the VA will need to provide information regarding the current service schedule for the grease trap so contractors can estimate the cost appropriately. Contractors are not typically involved in food service operations and do not have a basis to estimate the amount of grease generated from approximately 450 meals per day. Will the VA please provide the current service frequency or any available historical data regarding grease trap servicing? | ||
| 4 | RFI 087 | Bidders can assume all existing quarry tile is over a 1" mortar bed except where noted on AD101, not 2.17, which can be assumed to have a 4" mortar bed. |
| The VA response states to assume all quarry tile is installed over a 1" mortar bed except where noted in Note 2.17. However, the General Notes on sheet AD101, Note B, states: “Remove existing ceramic floor throughout area of work, presume 3" grout bed unless noted otherwise.” | ||
| The difference between filling and sloping a 1" mortar bed and a 3" mortar bed is a significant cost difference. Will the VA please clarify which depth contractors should assume for bidding purposes? | ||
| 5 | RFI 110 | The vendor is to propose a move plan that minimizes down time. A week will not be acceptable from any vendor. |
| The VA’s response states that kitchen functions must remain operational at all times. However, the existing kitchen equipment cannot remain operational in the current kitchen while also being disconnected, relocated, and reinstalled in the temporary kitchen simultaneously. At some point the contractor will need to disconnect and remove the existing equipment and relocate it to the temporary kitchen. | ||
| This relocation work will likely require up to a week to complete, but definitely more than one or two nights. During this period, the kitchen equipment will be unavailable for meal preparation. | ||
| Please clarify what the VA’s plan is for maintaining meal service while the contractor disconnects, relocates, and reinstalls the existing kitchen equipment in the temporary kitchen? | ||
| 6 | I see temporary power is provided, but what about power to run HVAC and gas for heat? Are those to be metered as the specs state or are they free as well? | The utilities are provided by the VA for the temporary kitchen. |
| 7 | Will the City of Jackson be handling inspections since we are getting a building a permit? The women's clinic the question was asked in amendment #3 and the city would not be issuing a permit and handling inspections. Same building and same jurisdiction, why are they different? | Permit for Grease trap will be the only interaction with the City of Jackson |
| 8 | Line Item No. 4 indicates the elimination of tray carts. Is this referring to Equipment Item #55 – Meal Tray Delivery Carts (Qty. 12)? | Correct. |
| 9 | Line Item No. 5 states to eliminate the rack-type dish machine. The only dish machine listed in the new kitchen equipment is Equipment Item #60 – Flight Type Dish Machine. Please clarify whether Line Item No. 5 is eliminating the Flight Type Dish Machine or if the contractor should disregard Line Item No. 5. | Flight type dish machine. M101:1. | 10 | Line Item No. 6 states to exercise FAR Clause 52.217-8 to extend the kitchen lease an additional six (6) months. If the kitchen is to remain onsite for an additional six months, should the contractor assume that supervision will also be required onsite for the same six-month period to oversee the rented temporary kitchen? | If the kitchen is on site for an additional 6 months that indicated the construction is still going on and therefore supervision must be on site. |
| 11 | Pricing Location for Prep Work |
Should all of the above “prep work” costs be included within:
The prep work is largely front-loaded and not a monthly cost, so we want to confirm if the intent is to distribute this cost across the monthly pricing or include it within the lump sum durations.
| o | Line Item 1A (monthly lease cost), | ||
| o | Line Item 1B (12-month fabricated cost), | ||
| o | Line Item 6A (lease option), and | ||
| o | Line Item 6B (fabricated option)? | Prep work to be lump sum. | |
| 12 | Billing of Prep Work | ||
| Since this work would be completed at the beginning of the project, is it acceptable for it to be billed based on progress (Schedule of Values) even if it is included within the temporary kitchen line items? | We will pay for work installed and completed based on percentages. | ||
| 13 | Temporary vs. Permanent Work |
For items such as sewer connections and trenching:
| o | Are these intended to be temporary and removed at the end of the project, or | |
| o | Permanent installations that remain in place after the temporary kitchen is removed? | Follow the plans for temp VS construction. Temp will need to be removed at the end of construction |
| 14 | Trench Protection / Final Condition |
For temporary sewer runs:
| o | Should trenches remain covered with steel plates for the duration, or | ||
| o | Should they be backfilled and restored (concrete/asphalt) as permanent work? | Trenches shall be maintained and covered for temp work . Permament areas will be returned to previous conditon at the end of consstruction. | |
| 15 | Line item #5 | PP101: |
1. MODIFY: note
“WORK IN THIS AREA SHALL BE COORDINATED WITH DEDUCT ALTERNATE 5.
