About this file
This is an Asbestos and Lead-Based Paint Inspection Report prepared by Timberland Engineering, Inc. for the Department of Military & Veterans Affairs regarding the Gladstone National Guard Armory Facility located in Gladstone, Michigan. The inspection was conducted to identify asbestos-containing building materials (ACBM) and lead-based paint (LBP) throughout the facility. Bulk samples of suspect materials were collected during the site inspection and submitted to Wisconsin Occupational Health Laboratory (WOHL), an American Industrial Hygiene Association accredited laboratory. Samples were analyzed using polarized-light microscopy (PLM) by reference method EPA-600/M4-82-020 for asbestos and inductively coupled argon plasma atomic emission spectrometry (ICP-AES) based on NIOSH method 7303 for lead. The inspection identified friable and non-friable ACBM in various materials, including elbow mud on pipe runs, pipe insulation on heater lines in the Vehicle Storage area, and vinyl floor tile and mastic throughout the building, with the exception of dark brown tile in the Club Room.
The survey results revealed that the majority of asbestos-containing materials identified are in good condition and can be safely managed through an Operations and Maintenance (O&M) Plan. No high-priority friable asbestos-containing materials with condition rating of 4 were identified. For lead-based paint, eleven of nineteen samples collected exceeded the Consumer Product Safety Act (CPSA) regulation of 0.06% lead by weight, including structural steel roof and ceiling supports and metal door frames. Timberland Engineering recommends that the Gladstone Armory implement individual labeling of friable ACBM or post signage alerting employees to the presence of asbestos, conduct 2-hour Asbestos Awareness Training for all employees, notify contractors performing onsite work of ACBM locations, and develop specific lead abatement management plans when remodeling, repairing, or dismantling lead-containing materials.

Asbestos & Lead Based Paint
Inspection Report
Gladstone National Guard Armory Facility
Gladstone, MI.
INTRODUCTION
Timberland Engineering, Inc. was retained by the Department of Military & Veterans
Affairs to inspect the Gladstone National Guard Armory Facility located in Gladstone, MI. for asbestos-containing building materials (ACBM) and lead based paint (LBP)
(Refer to Appendix "A", Site Location Map). All suspect materials were inventoried by
Thomas Willis, CSP, CIH, a certified industrial hygienist (CIH - Comprehensive
Practice, CP 7012) with the American Board of Industrial Hygiene.
SAMPLING AND ANALYSIS
All bulk samples of the suspect materials were collected during the site inspection and submitted to Wisconsin Occupational Health Laboratory (WOHL), an American
Industrial Hygiene Association accredited lab.
The bulk samples of suspect materials were collected in a random and unbiased manner to ensure a high confidence of results. Sufficient representative bulk samples of suspect materials were collected to determine the extent of ACBM and LBP throughout the building. The bulk samples for asbestos were analyzed by WOHL’s NVLAP accredited lab using polarized-light microscopy (PLM) by reference method EPA-600/M4-82-020.
NVLAP lab code 10-1109. Bulk samples for lead were analyzed by WOHL in-house method based upon the NIOSH method 7303 for metals using Inductively Coupled Argon
Plasma Atomic Emission Spectrometer (ICP-AES).
Homogeneous sampling areas for asbestos were determined during Timberland’s room-by-room inventory of the armory. A minimum of three samples of each homogeneous friable area were collected during the inspection. The number of miscellaneous material samples (e.g., floor tile and ceiling tile) was based on the inspector’s discretion.
Friable ACBM is that material which can be reduced to a powder by hand pressure and potentially releasing asbestos fibers into the air. Examples of friable materials are asbestos-containing pipe or tank insulation. Non-friable ACBM is that material which cannot be reduced to a powder by hand pressure, such as ACBM floor tile, mastic/glue, roofing materials, etc.
Sampling for lead-containing materials was conducted in a systematic manner throughout the armory and did not reveal materials other than lead-based paint. Each suspect lead-based paint sample was collected from building materials only.
Asbestos Inspection Report
RESULTS OF ASBESTOS AND LEAD SURVEY
A plan showing the sample locations can be found in Appendix "B". A summary of the survey can be found in Appendix "C", which contains separate Asbestos and Lead
Material Identification Inventories. For asbestos, the asbestos content, location, and the material condition rating are detailed. For lead, the location, lead content, and outermost color of sampled material have been inventoried. These Material Identification
Inventories should be used when addressing a building material for its contents of asbestos and lead. The laboratory results can be found in Appendix "D".
Summary of Asbestos Results
Laboratory analysis of bulk samples, and the investigation revealed that friable and non-friable ACBM are present in various materials. The following summarizes the ACBM found within the Gladstone Armory:
Description of Material Location(s)
1 All Elbows, Ts and transitions, even on fiberglass insulated pipe runs
Throughout building
2 White dense insulation on 1.5 inch lines covered with white canvas (hard to the touch) – approx. 85 feet
Vehicle Storage – at ceiling for heaters
3 White dense insulation on 2.5 inch lines covered with white canvas (hard to the touch) – approx. 85 feet
Vehicle Storage – at ceiling for heaters
4 All 12X12 inch and 9X9 inch vinyl floor tile and mastic, except in the
Club Room, must be treated as ACBM
All floor tile and mastic must be treated as asbestos containing except for the Dark Brown tile in the Club
Room
Fiberglass and some ceiling tiles are not considered suspect asbestos-containing materials under EPA standards and; therefore were not sampled and sent to the laboratory.
The elbow mud on the fiberglass lines contained asbestos. The elbow mud on the ACBM pipe insulation did not contain asbestos; however, these must be treated as ACBM as the materials are potenially contaminated with ACBM from the adjoining insulation.
Asbestos Content
In the Material Identification Inventory sheets found in Appendix "C", “Asbestos
Content” will require some explanation.
Asbestos Content will either be “Yes” asbestos has been identified in the bulk sample, or
“ND” (None Detected), meaning no asbestos detected in the sample. For a material to be identified as asbestos-containing there must be greater than (>)1% asbestos found within the sample.
Condition Rating
In the Material Identification Inventory sheets found in Appendix "C", “Condition
Rating” will also require some explanation.
A Condition Rating of 0-4 is used to summarize the data. The condition ratings are primarily used in conjunction with a phased abatement program with the highest priority materials (condition rating of 4) removed first and then the materials with a lower rating are appropriately managed under an Operations and Maintenance (O&M) Plan.
No high priority Asbestos-Containing Materials (condition rating of 4) were identified in the armory. An explanation of each condition rating is as follows:
Condition
Rating Description
0 Non-Asbestos-Containing Material – The material does not contain detectable levels of asbestos and requires no action.
1 Asbestos-Containing Material (Non-Friable) – The material contains asbestos and is non-friable. Avoid cutting, sanding, drilling or otherwise abrading the material. The material should be monitored under an O&M program.
2 Asbestos-Containing Material (Friable) – The material contains asbestos and is friable. No damage was observed. The material should be monitored under an O&M program.
3 Asbestos-Containing Material (Friable, Damaged) - The material contains asbestos and is friable. Localized damage and the potential for disturbance was observed. Repair or removal of the materials is recommended.
4 Asbestos-Containing Material (Friable, Significantly Damaged) - The material contains asbestos and is friable. Extensive damage and significant potential for disturbance was observed. Immediate removal of the material is recommended.
Summary of Lead Results
A summary of the survey can be found in Appendix “C”, along with the approximate locations which are indicated on the floor plan in Appendix “B”.
All the cement block painted wall samples for all colors indicated very low to none detected lead levels throughout the facility.
A clear definition of the amount of lead in a lead-containing paint that causes it to be lead-containing or a hazard does not exist. The Occupational Safety and Health
Administration (OSHA) along with Michigan OSHA have developed a permissible exposure limit for lead of 50 micrograms per cubic meter of air as an eight-hour time-weighted average for determining occupational exposure/risk (29 CFR 1926.62, Lead in
Construction).
NIOSH and the Journal of Protective Coatings and Linings (April 1993) also state that concentrations of lead in a material as low as 300 parts per million (ppm), depending on the work that is being conducted on the material, such as burning, welding or abrasive blasting, can lead to exposures at or above the risk concentration of 50 micrograms per cubic meter.
In addition, the Department of Housing and Urban Development (HUD) for their protected housing requires paint containing 0.5% lead by weight (5,000 ppm) to be abated (HUD document - Lead-Based Paint: Interim Guidelines for Hazard Identification and Abatement in Public and Indian Housing). It must be noted that having paints or lead materials above or below 0.5% lead does not constitute a hazard, and each material and the abatement method used must be evaluated before risk can be determined.
The Consumer Product Safety Act (CPSA) states in 16 CFR 1303, “Ban of Lead-
Containing Paint and Certain Consumer Products Bearing Lead-Containing Paint” in
Section 1303.2, under definitions states that “…lead-containing paint means paint or similar surface coating materials containing lead in excess of 0.06% by weight.” Many industries above 0.06% by weight use this concentration for determining whether a lead-containing paint is present. It should be noted that 0.06% is a low level, and in some situations this concentrations would not represent a hazard.
CONCLUSIONS AND RECOMMENDATIONS
Asbestos
The majority of the asbestos-containing building materials identified by this survey were in good condition and can be safely managed by the implementation of an Operations and
Maintenance Plan.
If planning renovation or removal involving ACBM, the Environmental Protection
Agency’s National Emission Standard for Hazardous Air Pollutants (NESHAPs) dictates that all friable ACBM (and non-friable ACBM that may become friable during renovation or demolition) be removed from the building prior to renovation or demolition if such activities are expected to impact the ACBM.
Timberland Engineering, Inc. recommends that the Gladstone Armory notify all employees and contractors working within the building of the presence and location of identified ACBM that may be disturbed by their activities. We also recommend a 2-Hour
Asbestos Awareness training for all employees. Notification and training should be in accordance with the Occupational Safety and Health Administration’s (OSHA) Asbestos
Standards (29 CFR 1910.1001 and 29 CFR 1926.1101). Our recommendations include:
1. Individually label each material that is friable ACBM, or post signs at the entrances of each room or the building alerting employees that ACBM is present
(OSHA Asbestos Standard for Construction, section (k) Communications of
Hazards)
2. Conduct a 2-Hour Asbestos Awareness Training for all employees of the facility, including custodial staff that works with the flooring material.
3. Inform all contractors performing any onsite work that may come in contact with asbestos. They should be made aware of the presence and location of the ACBM.
If a contractor is performing work on ACBM piping or floor tile its’ employees may need additional education on asbestos (typically, the contractor would be responsible for conducting such training).
It would not be necessary to notify visitors as they would not be expected to come in contact with the ACBM given the locations identified in this survey.
Lead
All painted surfaces that were sampled appeared to be in good shape and maintained their adhesion at the time of the survey. The coated surfaces were not pealing or contributing to dust and debris in the building.
As explained in the “Summary of Lead Results” section, there is no clear interpretation of what is lead containing, and what level in paint represents a hazard. Therefore, Timberland Engineering takes a conservative approach when dealing with this highly hazardous metal and recommends using the 0.06% lead by weight, as does the CPSA, when determining lead content. Many other industries, including Army Regulation 200-
1, Environmental Protection and Enhancement, use the 0.06% concentration when addressing lead in paint.
Eleven of the nineteen samples collected for lead-based paint determination are above the
CPSA regulation of 0.06% lead by weight. Please see Appendix “C” for specific results.
Timberland Engineering, Inc recommends developing specific lead abatement management plans when remodeling, repairing or dismantling lead-containing materials in the Gladstone Armory.
All the cement block wall samples for all colors indicated very low to none detected lead levels throughout the facility.
All painted (currently white) structural steel roof and ceiling supports are lead-containing and are above 0.06% lead by weight.
All metal door frames are lead-containing and are above 0.06% lead by weight
This concludes our asbestos and lead based paint inspection and report. If you need additional explanations or information regarding this report, please feel free to contact us.
Mr. Willis would also be available to conduct the 2-hour Asbestos Awareness Training or to develop lead abatement plans at your convenience. We appreciate your considering
Timberland Engineering, Inc. for this inspection and look forward to continuing to serve you.

Analytical Methodology
Collection: Lead dust is collected on an ASTM certified media which is recommended by AIHA from a measured surface area, paint chips are scraped from a surface and soil samples are collected.
The reported MDL and MQL for wipes were determined using this media. Since MDL and MQL are media specific, they do not apply to samples which are submitted on media other than that supplied by the
Laboratory.
Preparation: Wipe samples are prepared by a WOHL in-house method in which a mixture of HNO3 & HCL is used. Paint chips are pulverized and oven-dried at 105 degrees Celsius. Soil samples are sieved through a 2 mm sieve and oven-dried at 105 degrees Celsius overnight.
A representative subsample from the paint chips or the soil is weighed and digested with a mixture of HNO3/HCl acids. The wipes are wetted with distilled water to cover them and digested with a mixture of HNO3/HCl acids.
Wipe, paint chip or soil samples are gently heated on a Hot Block under reflux for 60 minutes.
Analysis: Lead in the prepared sample solutions or suspensions is analyzed by WOHL in-house method based upon
NIOSH 7303. It is analyzed by an Inductively Coupled Argon Plasma
Atomic Emission Spectrometer (ICAP-AES).
Results: Environmental lead results are not blank corrected.
Wipe results are expressed as ug Pb/sample and ug Pb/ft2.
The conversion from ug Pb/sample to ug Pb/ft2 is based upon results that have not been rounded. Paint chip results are expressed as a percentage of the oven dried sample. Soil samples are expressed as parts per million (ppm) or ug Pb/gram soil.
The information below is based upon a final volume of 50 ml for wipes and soils and 100 ml for paint chips, and a sample weight of
0.5 grams for soil and 0.1 gram for paint chips.
Minimum Detection Limit for wipes = 1.5 ug/sample
Minimum Quantitative Level for wipes = 4.5 ug/sample
Reporting Limit for wipes = 4.5 ug/sample

The acceptable range for an analyte is based on the standard deviation of each analyte, which has been determined from statistical evaluation of the historical performance of the assay. The acceptable range includes up to 3 standard deviations, so a result within 3 standard deviations is considered to have passed the QC requirements. A result outside of the acceptable range is considered to have failed QC and may indicate the direction of possible bias for the samples included in the analytical report. The analytes used for QC determination will not always be the same analytes that appear in the samples for the report, however they are representative of the compounds found in the samples and indicative of overall assay performance.

Analytical Methodology
The reference method used for analysis was the EPA-600/M4-82-020, "Interim
Method for the determination of Asbestos in Bulk Insulation Samples", 40 CFR, Part 763, Subpart E, Appendix E, and associated EPA clarifications. Based upon this method, sample results are reported for each layer analyzed.
Samples which contain >1% asbestos are regulated as asbestos containing materials.
Samples are initially examined with a low power stereomicroscope. An initial estimation of the type/percent asbestos (if present) is made. A small portion of each sample (or of each layer) is mounted on a glass slide in a few drops of Cargill high dispersion RI oil. The mounted sample is then analyzed using a Polarized Light Microscope at magnifications ranging between 20X-400X.
Positive identification of any asbestiform minerals present is done using a
10X Dispersion Staining objective, and measuring other specific identifying optical properties. If an asbestiform mineral is detected in a sample, its' quantity is determined either by calibrated visual estimation or by Point
Counting. There are six regulated asbestos minerals which may be present.
These varieties are: Chrysotile, Amosite, Tremolite, Actinolite, Crocidolite and Anthophyllite.
If the final value = ND then no asbestiform minerals were detected in the sample. For levels less than 10%, point counting is recommended for more accurate quantitation.
Special note regarding floor tiles:
Because some floor tiles have been shown to contain significant amounts of asbestos which may be undetectable by standard PLM analysis, we recommend additional analysis using a Transmission Electron Microscope method. This method requires special sample preparation techniques beyond what is usually found with the standard PLM method.
Instrumentation:
The instruments used may include the following: Nikon SMZ-1B low power stereomicroscope; Nikon Optiphot polarizing light microscope equipped with a l0x dispersion staining objective, 2x, l0x and 20x pol objectives.
Quantitation Limit: <l% asbestos present (trace)
Quality control performed as required by NVLAP (National Voluntary Laboratory
Accreditation Program). Samples are retained for a period of 3 years before disposed of by laboratory unless prior arrangements have been made.

Carlisle’s Roofi ng Systems
Revisions and Alterations Procedures
Carlisle recommends periodic roof system evaluations to ensure the roofi ng system is performing as intended. We suggest regular maintenance inspections be conducted by a Carlisle Authorized Roofi ng Applicator or by someone specially trained in single-ply roofi ng installations. However, even with the most rigorous reviews, roofi ng systems can be damaged by fl ying debris, other trades servicing rooftop equipment, etc. Regardless of how the damage occurs, it is important to understand how to both protect your warranty investment and prolong the life of your roofi ng system. Following these procedures and recommendations can ensure repairs are performed accurately so that the warranty duration and coverage remain intact.
1. Paragraph 4(a) of the Carlisle Roofi ng System Warranty states: “This warranty shall be null and void if, after any installation of the Carlisle Roofi ng System by a Carlisle Authorized Roofi ng Applicator, there are any alterations or repairs made on or through the roof or objects such as, but not limited to, structures, fi xtures, solar panels, wind turbines, roof gardens or utilities placed upon or attached to the roof without fi rst obtaining written authorization from Carlisle.”
2. Solar panel installations entail additional documentation and require building owner authorization.
Please refer to Carlisle’s website to review the proper documentation needed for Photovoltaic installations.
Below is the contact information for Carlisle’s Warranty Services Department.
Carlisle SynTec Systems Attn: Warranty Services
PO Box 7000 Carlisle, PA 17013 Tel: 800-233-0551
Fax: (717) 245-7121 or (717) 245-7181
3. A Carlisle Authorized Roofi ng Applicator must perform all revision work. It is recommended that the original applicator who installed the roofi ng system perform the revision work, if possible.
4. The Carlisle Authorized Roofi ng Applicator must notify Carlisle when the revision work is complete.
The form can be found on Carlisle’s website under the password protected section titled Warranty Revision/Alteration Procedures.
5. At Carlisle’s discretion, a Carlisle Field Service Representative may conduct an inspection to ensure compliance with the current published Carlisle Specifi cations and Details. The applicator will be notifi ed of the results. Current inspection charges and expenses will apply.
6. When the revision or alteration is completed in compliance with the above procedures, Carlisle will notify the building owner that the warranty is being continued.
