About this file
This technical specifications document is issued by the DTMB (Department of Technology, Management and Budget) and DMVA (Michigan Department of Military and Veterans Affairs) for the Gladstone Armory Renovate Armory Phase IV project (DTMB File #511/17092.JBB, DMVA Project #26A9520005). The specifications cover comprehensive construction work including selective demolition, concrete forming and reinforcing, masonry, structural steel, roofing, interior finishes, plumbing, HVAC, electrical, and communications systems. The document serves as the technical standards guide for all construction materials and installation methods required for the armory renovation, detailing specifications across 33 divisions of work with multiple subsections addressing specific construction components such as concrete formwork, cast-in-place concrete, unit masonry, steel joist framing, EPDM roofing, hollow metal doors and frames, gypsum board, ceramic tiling, plumbing piping, and electrical systems. The specifications reference industry standards including ASTM, ACI, ASME, AWS, and NSF requirements, establishing the baseline performance and quality criteria that all contractors must meet throughout the project execution.
The document establishes detailed performance requirements, material specifications, and execution standards across all construction disciplines. Pricing and financial terms are not addressed in this technical specifications document, as it functions exclusively as a standards and procedures guide rather than a bidding or contract award document. The specifications emphasize compliance with applicable codes, standards, and regulations from authorities having jurisdiction, require pre-installation meetings and quality assurance testing, and mandate coordination between trades. Key contract administration elements include requirements for mock-ups, shop drawings, product data submittals, field quality control testing, and commissioning activities such as system flushing, disinfection, and balance verification. The document does not contain information regarding set-asides, incumbent contractors, funding sources, or contract award dates, as these elements are typically found in separate bid documents or award notifications rather than technical specifications.
