About this file

This document is an Addendum #3 to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for expert professional executive recruitment services to be performed on a "call-in" basis during 2025 through 2028 (RFP# 6000002311). The RFP seeks recruitment services for executive positions across 13 functional categories, with placements targeting C-Suite level or positions up to two levels below (such as Chief Financial Officer, Director of Aviation, Deputy Chief Engineer). Proposals are due by 2:00 P.M. on August 21, 2024, and the contract term will span from 2025 to 2028.

The document clarifies several key aspects of the procurement, including that salary ranges will be provided at the task order level, proposers can offer different fee percentages for different categories, and candidates' resumes are not required at the proposal submission stage. Firms will be selected based on a pass/fail evaluation considering proposer requirements and cost. Executive searches will be performed on an exclusive basis with retainer fees paid in installments. Notably, subcontracting is expressly prohibited under the agreement, and the Port Authority is not accepting any exceptions or modifications to their standard agreement to maintain a fair and equitable process.

Question #1: Can you provide insights into the types of executive positions you are seeking within each of the 13 categories?

Answer #1: As the need(s) arise to fill identified executive positions, position requirements will be sent to firms selected in the appropriate functional categories. Relevant placements will be at the C-Suite level or at least two levels below (for example: Chief Financial Officer, Director of Aviation, Deputy Chief Engineer, etc.) Refer to the Authority’s Organizational Chart located on Page 33 of 104 of the 2024 Budget, located on our website here:

Question #2: Would you be able to provide a salary range for these positions?

Answer #2: Not at this time. Salary range will be provided at the task order level.

Question #3: Can the proposer provide different fee percentages for different categories?

Answer #3: Yes.

Question #4: Can the proposer provide hourly rate ranges in their cost proposal?

Answer #4: Firms wishing to perform executive recruitment services under this Call-In Program shall refer to Section 8 of the Authority’s Standard Agreement and provide a retainer fee accordingly. Executive searches shall be performed on an exclusive basis and the retainer fee paid in installments at various agreed upon points during the search.

Question #5: What are the anticipated number of agreements you intend to award under this Call- In Program?

Answer #5: Proposals will be evaluated on a pass/fail basis depending on whether they meet the proposer requirements with consideration of cost, as appropriate.

Question #6: How many positions will be required per year or throughout the Call-In Program term?

Question #7: Are subcontracting/subconsulting opportunities mandatory? If yes, can we submit a good faith effort letter instead if we are unable to identify subcontractors/subconsultants?

Answer #7: Per Section 3 of the Authority’s Standard Agreement, “Subcontracting/Subconsulting is expressly prohibited under this Agreement.”

Question #8: Can the proposer include supplemental documentation besides the proposal forms included in the solicitation document template?

Answer #8: Proposals will be evaluated on a pass/fail basis depending on whether they meet the proposer requirements with consideration of cost, as appropriate. At this time we do not require supplemental documentation. Should you receive an award under this Call-In Program, you may choose to submit supplemental documents on a task order basis.

Question #9: Are resumes required at the time of proposal submission? If yes, do we need to submit the actual resumes for proposed candidates or can we submit sample resumes?

Answer #9: Proposed candidate resumes are not required at this time. Please use the Proposal Template and Proposal forms to be considered for these services.

Question #10: Can you provide the list of Port Authority holidays? Are there any mandated Paid Time Off, Vacation, etc.?

Answer #10: This information will be provided on a “task order” basis should you be selected for award for the category(ies).

Question #11: Can the proposer include comments and/or redlines on the Authority’s Standard Agreement?
