About this file
This is Amendment 02 to Solicitation 47QFSA26R0004, issued by GSA FAS Assisted Acquisition Service on May 13, 2026, for MV-22 Maintenance Support services for USMC 2nd Marine Aircraft Wing Marine Aircraft Group 26 at Marine Corps Air Station New River, NC. The amendment does not extend the receipt deadline for offers.
The amendment modifies multiple solicitation sections. Section C.7 Workload Data changes "SFF" to "Safe for Flight" and adds language permitting Aircraft Mechanic II or III personnel to be delegated as Plane Captains by the local Commanding Officer, with training syllabus provided as needed. Section L.5.1.9 Pass/Fail Elements removes the requirement for a Mission-Essential Contractor Services Plan per DFARS 252.237-7024 and changes the required certification from Capability Maturity Model Integration (CMMI) Maturity Level to Capability Maturity Model Certification (CMMC) Maturity Level 1. Section M.2 and M.6 similarly update the certification requirement from CMMI to CMMC Maturity Level 1 in the technical evaluation factors. The Cover Letter section is revised to require encrypted email as the sole method for proposal delivery, removing the option to use SAM.gov. Additionally, FAR clause 52.222-90 "Addressing DEI Discrimination by Federal Contractors" (April 2026) is added, prohibiting racially discriminatory diversity, equity, and inclusion activities in recruitment, employment, contracting, program participation, and resource allocation. The clause requires contractor reporting of subcontractor violations and allows contract cancellation, termination, or suspension for noncompliance. Attachment N containing wage determination data has been updated to the latest version. All other terms and conditions remain unchanged.
