Question Nature Response
1 DRRS Seed Attachment 3 Price Template
DRRS Task Order Seed Pricing The DRRS Task Order Seed Pricing includes CPFF CLINs within the pricing template, but asks offerors only to provide the proposed rate, MATOC ceiling rate, and a discount.
This approach is inconsistent with generally-accepted CPFF pricing requirements.
Please clarify the requirements for CPFF CLINs; Is the Government only asking for discounted MATOC rates for CPFF CLINs, or shall offerors also provide a cost element breakdown consistent with CPFF pricing?
If the latter, please provide templates and instructions for providing a cost element breakdown in lieu of discounted MATOC rates.
Contracting Current sheet does not contain "discounted rate column". We will have your MATOC indirect rates, ODC and travel. What other cost are you anticipating?
If there are other cost add a column to the sheet and include a discussion in your price narrative.
2 DRRS Seed Attachment 3 Price Template
DRRS Task Order Seed Pricing If the Government requires a cost element breakdown for the CPFF CLINs of the Seed Task Orders, please also confirm that offerors are to provide a cost narrative to explain and substantiate their proposed CPFF pricing.
If confirmed, please confirm the format, Volume and Tab in which this shall be provided.
Contracting Correct
3 DRRS Seed Attachment 3 Price Template
DRRS Task Order Seed Pricing The DRRS Task Order Seed Pricing includes CPFF CLINs within the pricing template, but asks offerors only to provide the MATOC ceiling rates and a discount.
Please clarify whether subcontractor cost and price data is required to support subcontractor rates in the Seed Pricing responses. If so, please confirm that subcontractor's proprietary cost and price data may be submitted in a sealed package and provide adjusted templates to capture cost and price data appropriate for CPFF tasking, and separate subcontractor costs (i.e.
allowing the Prime to add cost burdens to subcontract costs).
Contracting Teaming subcontractor rates are required at the MATOC level.
They will provide those directly to the government. Non-teaming subcontractor rates at the task order level can't exceed the prime rates.
