PWS 5

1.6.6. Type of Contract: The Government will

award a hybrid Firm Fixed Price and Labor Hour contract.

The DEAMS Seed PWS states that the Task Order Contract Type is a hybrid FFP and LH contract.

The MATOC RFP states that only FFP and CPFF tasks are permitted under PRISM, and the DEAMS Seed Attachment 4 Price Template only lists FFP and Cost CLINs.

Please confirm the DEAMS Seed task is a FFP task, and not a hybrid FFP and LH contract.

Corrected

DEAMS Seed Attachment 4 Price Template N/A

The Government has pre-filled some information for CLIN x006 - 5.11 AFAOC DEAMS Surge Support. Please confirm that offerors should use only the information pre-filled in the pricing template for CLIN x006 and that the remaining fields for this CLIN (Functional Role / Position Descrption, IDV Hourly Rate, etc) do not need to be completed.

The surge support amounts are not to be exceeded.

The hours are flexible, but offerors may not charge more than the amounts given. Fixed fee will need to be added

DEAMS Seed Attachment 4 Price Template

CLIN x006 is listed as a Cost Type CLIN for Surge Labor Support with a value pre-populated by the Government. Please confirm that if / when this CLIN is ordered, the contractor will be able to invoice fee or profit. Will update

PWS

In response to this PWS, the Contractor shall provide a task order proposal including but not limited to the following items:

●Complete (all positions) staffing plan/matrix, to include CLIN level identification (CLIN, labor category, position title, estimated hours, complete performance location, key personnel depiction). The contractor is responsible for identifying additional key positions beyond those identified in paragraph 1.6.11 of the PWS, as applicable to the proposed staffing plan

●Resumes for key personnel (if new) ●Completed pricing template (released with RFQ)

A complete listing of the proposal submission requirements and formatting is located within the DEAMS Evaluation Criteria included within this solicitation.

The items listed above do not align with the evaluation criteria stated in M.6.2 will the Government please review and resolve potential differences?

Resumes for Key personnel will be evaluated IAW Factor c.2 (P&R Pool Key Personnel), pricing will be evaluated under sections e.1 and e.2

DEAMS Seed Attachment 1

PWS 21

5. SPECIFIC TASKS: (Anticipated # of personnel to support all tasks is 150 – 175)

The DEAMS Seed task order provides offerors with a PWS that identifies a range of anticipated personnel to support this task of 150 -

175. Additionally, a range of hours per CLIN / PWS has been provided in DEAMS Seed Exhibit 3, without any specificity as to the labor categories to be used.

This will naturally result in the Government receiving DEAMS task order price proposals that may be vastly different from each other in terms of the "labor solution" informing the proposed price. Under the STOOP procedures, offerors are not permitted to provide an explanation of why their level of effort and skill mix are appropriate for accomplishing the work outlined in the PWS.

The price evaluation criteria states that the Government will review the proposed cost estimates to determine whether the estimated proposed cost elements are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the unique methods of performance and materials described in the offeror's technical proposal.

However, under the STOOP process, offerors are not permitted to submit a technical approach specific to the DEAMS PWS, and therefore have no opportunity to explain how their proposed hours and skill mix will be used to perform the work. It is unclear how the Government will conduct such an evaluation without an offeror’s explanation of their proposed staffing and price.

Understanding the Government's desire to use the STOOP process for the Seed Task Orders, would the Government please provide hours by labor category for the DEAMS Seed TO, consistent with the information provided for the DRRS and OXD Seed Task Orders?

See amendments

16 PWS 1.6.6 5

The Government will award a hybrid Firm Fixed Price and Labor Hour contract.

Labor hour is not a type of contract called out in the MATOC documentation. Corrected

In the Summary tabs of both the OXD and DEAMS Seed Attachments (3 and 4 respectively) Price Templates, Offerors are asked to specify 1880 hours or 1920 hours per year for a full-time employee. These hours do not appear to be inclusive of the recently added Juneteenth Federal holiday. Please confirm that Offerors may specify a full-time employee as either 1872 or 1912 hours per year. Holidays not counted

M.3.4 SECTION M

DEFINITIONS 99

6. A request to provide a Price or Cost Proposal within 15 Days for the work included in the STOOP Notice or a Voluntary Removal of Fair Opportunity Response (VRFOR) regarding the STOOP Notice.

a. Task order competition is critical to the success of this MATOC; thus, awardees will only be allowed two (2) VRFORs per calendar year

Please confirm that, for SB Pool awardees, the limit of two VRFORs per calendar year only applies to SB set aside task orders. In other words, a SB Pool awardee choosing not to bid a Full and Open task order does not count against the two VRFORs permitted per year. Counts

H.12. PRIME TO PRIME

PARTNERING 39

Task Order RFP: A Prime Contract Holder is allowed to submit a proposal as a Prime contractor for any individual Task Order RFP but is not allowed to also team, as a Subcontractor, with another Prime Contract Holder who is also submitting a proposal to be the Prime Contractor for the same Task Order RFP. For any individual Task Order RFP, contractors must choose to pursue a Task Order as a Prime Contractor or as a Subcontractor, but not both at the same time!

Please confirm that, if a Prime Contractor chooses to pursue a Task Order as a Subcontractor, doing so does not count as one of the two VRFORs allowed per calendar year. Does not count

22 Attachment 1 PWS, 1.6.4 2-3 of 54

1.6.4. Hours of Operation, first paragraph This section states: "Contractor shall not exceed the monthly allocation of hours, calculated at 8 hours per day times the number of business days/month, without authorization from the COR."

Will the Government confirm Contract Line Item Numbers (CLIN) are Firm-Fixed-Price (FFP) and, therefore, this requirement is not applicable?

All CLINs are FFP except for Surge Support and Travel

Attachment 1 PWS, 1.6.5 /

1.6.14 4 &12-13 of 54

1.6.5 Place of Performance; 1.6.14 Contractor Travel Does the Government intend to require on-site support for Outside the Contiguous United States (OCONUS) locations?

Yes, as required, or remote based on mission requirements and govt approval per the PWS

24 Attachment 1 PWS, 1.6.7 6 of 54

1.6.7 Security Requirements Will the Government confirm that the fifth row in the first table should map to Section 5.7, "DEAMS Compliance and Sustainment," instead of Section 5.8?

Yes, 5.7 requires a security clearance and should have been listed accordingly in the security requirements.

25 Attachment 1 PWS, 1.6.6; 5. 6 and 22 of 54

1.6.6, Type of Contract; 5, Specific Tasks The Government provided an anticipated range of 150-175 personnel associated with the entire scope of the requirements in the Defense Enterprise Accounting and Management System (DEAMS) Performance Work Statement (PWS), Section 5, "Specific Tasks."

However, Section 5 is inclusive of external tasks being funded by multiple other customers.

Will the Government update this range to encompass the externally funded tasks to align with Section 5? It is all encompassing

26 Attachment 1 PWS, 1.6.11 8-9 of 54

1.6.11 Key Personnel There are key positions listed within the DEAMS Task Order (TO) PWS that are not directly mapped based on title and/or description to the key personnel at the Personnel and Readiness Infrastructure Support Management (PRISM) Pool level.

1) Will the key personnel identified in the DEAMS TO be evaluated?

2) Will the Government provide a crosswalk? They are covered

27 Attachment 1 PWS, 1.6.11 8-9 of 54

1.6.11 Key Personnel, key positions table With regard to the table identifying key positions:

1) Will the Government update the position in the second row (5.2) from "Task Leads" to "Task Leads & SMEs," consistent with the personnel listed in Section 1.6.11.2?

2) Will the Government update the position in the second to last row (5.9) from "Task Leads" to "Task Leads & SMEs?"

3) Will the Government clarify which description in Section 1.6.11.2, "PERSONNEL," applies to the: a) DEAMS FMO Business Operations Task Lead; b) "SOC 1 Lead," and c) "AFAOC DEAMS Course Developers?" Updated PWS.

28 Attachment 1 PWS, 1.6.11 8-11 of 54

1.6.11 Key Personnel, key positions table There are numerous mismatches between the "Key Positions" table and the key personnel listed (e.g., the table reflects Section 5.6, "FMO Strategic Communications;" however, the key personnel and PWS section for Functional Management Office [FMO] Strategic Communications is Section 5.7).

Will the Government confirm that it will make the appropriate updates to clarify the links between sections? Corrected

29 Attachment 1 PWS, 16.11.2 10 of 54

1.6.11.2 PERSONNEL,DEAMS FMO Strategic

Communications task lead (key position), Compliance Development and Support

Will the Government confirm that the DEAMS FMO Strategic Communications Task Lead and the Compliance and Development support personnel should be mapped to Sections 5.6 and 5.7, respectively? That is correct

32 Attachment 1 PWS, 5.2.2., b. 24 of 54

5.2.2 AFAOC MAJCOM/COCOM SME (MCSME)

and agency specific SMEs (CLINs 0003, 0004, 0007, 0008, 0009, and 0010), b.

Certain Major Command (MAJCOM)/Combatant Command (COCOM) Subject Matter Expert (SME) (MCSME) Full-Time Equivalents (FTE) are individually funded. Is the requirement for these to be "individually invoiced and scalable and severable by the government for each location." Will the Government confirm this specific sentence pertains to the separately funded organizations only?

Separately funded CLINS will be individually billed. All positions will be scalable and severable by the government at each location.

33 Attachment 1 PWS, 5.2.2 24 of 54

5.2.2 AFAOC MAJCOM/COCOM SME (MCSME)

and agency specific SMEs

Will the Government confirm that the inclusion of CLIN 0004 is a typographical error? Corrected CLIN numbering PWS

34 Attachment 1 PWS, 7.11 51 of 54

7.1.1 CONTRACT DELIVERABLE MATRIX In the third row on page 51, Computer Software is aligned with Section

5.7 ("DEAMS Compliance Development and Sustainment"), Section

5.8 ("AFAOC DEAMS Course Developers"), and Section 5.9 ("DEAMS Functional Support – Agile Development Support"). Will the Government confirm computer software products relates to Deployment/Training Support and Air Force Accounting Operations Center (AFAOC) DEAMS Course Developers only?

The contractor may recommend and implement other software products including Robotic process automations, as required in 5.9, or other software tools to improve processes in scope of this TO.

DEAMS Seed Attachment 4, Price Template N/A

DEAMS Seed Attachment 4_Price Template 1) Will the Government provide instructions for Column K, “%Discount?”

2) Will the Government explain the purpose of Columns M and N with respect to references to Occupancy Agreement Space Inventory System (OASIS) and Federal Supply Schedule (FSS)? Updated

DEAMS Seed Attachment 4, Price Template N/A

DEAMS Seed Attachment 4_Price Template The DEAMS Seed TO Pricing Sheet includes an overtime (OT) column; however, it is an FFP order without OT and is not covered by the Services Contract Act (SCA), so personnel will be considered exempt. Accordingly, will the Government remove the OT column from the DEAMS Seed TO Pricing Sheet or otherwise confirm it is not applicable (N/A)?

See question 7. Overtime should not be necessary given the presence of Surge Support CLINs for the same thing

DEAMS Seed Attachment 4, Price Template N/A

DEAMS Seed Attachment 4_Price Template It appears the DEAMS Seed TO Pricing Sheet includes unnecessary columns (e.g., IDV Hourly Rate, OASIS only -Deviation from Category Qualifications, and Quoted Overtime Rate).

Can the offeror adjust the spreadsheet to remove the unnecessary columns?

This has been addressed elsewhere and the templates need to be updated.

DEAMS Seed Attachment 4, Price Template N/A

DEAMS Seed Attachment 4_Price Template The DEAMS Seed TO Pricing Sheet includes columns regarding OASIS. Will the Government confirm these columns should be removed, as the Government has requested PRISM Multiple Award Task Order Contract (MATOC) labor categories and not OASIS labor categories?

This has been addressed elsewhere and the templates need to be updated.

DEAMS Seed Attachment 4, Price Template N/A

DEAMS Seed Attachment 4_Price Template Would the Government consider mapping labor category SOC numbers found in "J9. 47QFHA24R0001_T10_08_PRISM MATOC Exhibit 2_Labor Categories and Definitions" to the PRISM MATOC labor categories per TO, rather than allowing the offeror to propose its own mapping? If the Government knows which labor categories best fit the work, it may be beneficial to ensure all offerors bidding labor categories use the same labor category SOC numbers required for each TO. No

DEAMS Seed Attachment 4, Price Template N/A

DEAMS Seed Attachment 4_Price Template There is not a clear mapping between the labor categories identified in "J9. 47QFHA24R0001_T10_08_PRISM MATOC Exhibit 2_Labor Categories" and "Definitions, J7. 47QFHA24R0001_T10_08_PRISM MATOC Attachment 7_MATOC Labor Rates Ranges.v1, and J3.

47QFHA24R0001_T10_08_PRISM MATOC Attachment 3_Price Labor Rates Template V1."

Will the Government provide the one-to-one mapping or is the offeror provided the flexibility to provide its own mapping?

Provide your own mapping, but it is all covered under the MATOC Labor Rate sheet.

General Please confirm that this Task Order is not intended to replace the 'DEAMS Systems Integrator and Agile Development' contract, and there will continue to be a separate Systems Integrator (SI) as referred to sporadically in the PWS. Some of the current language in the PWS is unclear if the SI and agile development requirements would be the responsibility of the bidder for this TO.

This contract does not replace the 'DEAMS Systems Integrator and Agile Development" contract. The DEAMS SI will continue to be a separate contract.

DEAMS Seed Attachment

1_PWS 1

General PWS 1.4 states the contractor will support a range of task requirements related to the "development, deployment, operations, and sustainment of the DEAMS application, using organizations, and related business processes.” Based on the MDoDS Large pool versus the P&R Large pool, it would appear as if SI scope aligns to the MDoDS Large Pool versus the P&R Large Pool. Could the government clarify if the development, deployment, operations, and sustainment work within the DEAMS Task Order is related to supporting an SI or is the intent that SI scope is included in the DEAMS Task Order?

SI scope is not intended in the DEAMS task order.

The DEAMS TO supports the SI by providing financial management expertise to represent the user community to system development and configuration done by SI agile development teams.

DEAMS Seed Attachment

1_PWS 9

1.6.11.2 PERSONNEL The current key personnel descriptions include highly specialized and restrictive requirements that highly favor incumbent personnel. For example, many of the positions require as many as 10 years of "Air Force financial management policies, processes, and procedures specifically in using the DEAMS application." Would the Government please reconsider these requirements to allow for equivalent or similar DoD and financial system experience? See amendment 1.

1_PWS 1

General For the DEAMS seed task order: To support a fair and level playing field for pricing and equal access to information, could the government provide the approximate distribution of FTEs between development work and non-development work across the DEAMS task order?

There is no development work in the DEAMS PWS only functional product owner support to agile software development. This effort represents approximately 25-30% of the total FTEs.

The Government states that the "Contractor shall assess the current DEAMS control environment to provide documentation of DEAMS control design and operating effectiveness." Does this assessment include all business process, IT general controls, and application controls related to DEAMS? Or is this limited to Complementary User Entity Controls for SOC one reports? Based on the SOW standards it is not clear the extent to which the contractor will evaluate controls for

DEAMS.

Scope includes all business process, IT general controls, and application controls related to
