National Elevator IDIQ and Task Orders
Pre-Proposal Conference, Site Visit, and Form Submitted Questions & Answers as of May 16, 2024
The goal of the preproposal conference, held on 30 April 2024, 10:00 to 10:45am, was to increase dialogue between GSA and industry on the nature of the solicitation and the work to be performed. The intent of establishing this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to establish a contract directly with the primary contractors that perform the majority of the elevator modernization work. This IDIQ will minimize risk to elevator modernization projects, prime contractors, and GSA. This IDIQ allows for GSA and prime contractors to directly address project concerns and issues efficiently, reduce additional overhead and management costs for both contractors and Government, and foster innovative and long-term contractual solutions with the elevator modernization industry.
Please review these questions and answers as well as the questions and answers submitted during the draft request for proposal to avoid duplication or repeated questions.
QUESTION DISCUSSION
1 Will the preproposal slide presentation be issued to everyone?
It is currently on SAM.gov and emailed to the conference attendees.
2 Would GSA expect design documents as part of the submittal package? The initial task orders projects?
Each task order will be different, but the two initial task orders will not require design documents as defined in Section L.11 and Section 12.
3 Section M.4 – Small Business Plan. Please define the specific goals (in percentages) for using small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business and women-owned small business concerns as subcontractors.
GSA's research demonstrated that the level of electrical, design, historian, and other work may account for up to 20 percent of subcontracted work. The solicitation and resultant contract mandates that this subcontracted work must go to small business concerns primarily. Specifically, at least 15%, not of all subcontracts but, of the total task order dollars awarded to the prime must be subcontracted to a small business concern.
4 Section M.5.1. Please confirm that either of the two members of a joint venture may submit the required projects to be evaluated for this section.
Solicitation section M.4 states that the go/no go initial qualifications include, but are not limited to, "capable of performing 80 percent of the work..." This language is reflected in other parts of the solicitation, including the statement of work, clauses, etc. The prime contractor that will be listed in GSA's contracting and financial system must satisfy the solicitation requirements.
5 Will photos be allowed to be taken by the contractor at the site visits? If not we request that the government take photos at the request of the contractor.
Photos are permitted.
6 With the Memorial Day Holiday weekend, please provide an additional 3 day bid due date extension to allow vendors to finalize pricing. A bid due date of 8am the day directly after the holiday weekend may negatively impact vendor's availability to submit responses.
The solicitation will be amended and extended until June 17, 2024 at 8am EST.
7 It was mentioned during the virtual pre-bid meeting that task order submittals will be required to be submitted with the bid packages for the seed projects. Please clarify exactly what “submittal” documents are required to be included (aside from what is listed within the solicitation documents).
The terminology of submissions and submittals was interchanged inappropriately on the pre-proposal slides. The only submissions required are those listed in Section L of the solicitation. No drawings, designs, or task order type submittals are required unless specifically stated Section L of the solicitation.
8 Please confirm that the offeror will not be bound to the IDIQ Vendor pricing sheet on a task order basis and that it is for price evaluation purposes only.
The IDIQ pricing sheet is for price evaluation purposes for the IDIQ base award.
9 Solicitation - Section F.2.1 - will firms be able to set up a regional office once awarded the task order or is this regional office a prerequisite requirement?
Solicitation Section, "F.2.1 Prime Contractors shall have a physical location within 200 miles of any Task Order work performed. This location may be acquired or designated upon successful award of a Task Order. This location shall serve as storage of materials, supplies, equipment, and/or space for personnel needs, as required for successful project completion."
10 Solicitation - Section F.2.1 can one of the JV partners have an office in each location does the requirements apply to both partners?
Solicitation Section F.2.1 applies to the prime contractors in the Joint Venture.
11 Due to the nature of Design-Build projects and the large amount of auxiliary "Building Related Work (HVAC, Plumbing, Electrical, Fire Alarm, Security, Architectural, Structural, etc." associated with elevator modernizations, we request reducing the self-performance requirement from 80% to 60%. Please note that on complex projects like the two seed projects, often the design-build contractor is not the elevator contractor and is rather a general contractor.
Furthermore, in instances where the project involves a historical building or major modifications to life safety and power distribution, it has been the contractors experience that the project would include more specialized trades than a typical elevator modernization.
Understood. The government team has determined this percentage to be fair, reasonable, and in line with our requirements.
12 Is the intent to award the seed projects, or will the proposals only be evaluating pricing for these two projects?
The initial task orders are not being used to assess the Base IDIQ solicitation. The two initial task orders are existing requirements.
13 Will both seed task order projects be awarded to the same contractor?
Although the initial two task orders can potentially be awarded to the same contractor, each task order evaluation will be conducted independently.
14 Given the size and scope of the two seed task order projects, we recommend that two site visits are provided for each location, allowing access to every machine room, elevator hoistway, elevator pit, electrical vaults, and fire alarm rooms.
Although two site visits will not be provided, there will be access to every machine room, elevator hoistway, elevator pit, electrical vaults, and fire alarm rooms.
15 Why are the bonding requirements and the past performance requirements higher than what some of us
Vertical transportation within the GSA inventory needs modernization or replacement. The size and magnitude of the have seen in the past? projects has influenced this decision. Some locations currently have multiple elevators needing modernizations. Some projects will not be phased, because they have larger quantities of elevator modernization requirements.
16 Can you clarify how to handle additional questions? There is a link for questions provided in Section L.5 of the solicitation. This link can be used for each question sent.
17 Must contractors compete for the Indefinite Delivery Indefinite Quantity (IDIQ) and both task orders, or can contractors compete for just the IDIQ award?
Offerors must submit six volumes in response to the solicitation.
Per the solicitation, sections L.11 and L.12, “Each offeror must submit a Task Order proposal in accordance with the instructions in this Solicitation for both initial task orders, unless the offeror is designated as a Small Business under NAICS 238290 and has bonding limitations. Small Businesses may submit an offer to one or both projects but must submit at least one proposal for the initial task orders solicited with the IDIQ solicitation.”
18 Will maintenance be conducted on elevators that are adjacent or in the same machine room?
Please reference F.17.6 of the solicitation/contract which provides a general understanding or baseline of GSA’s warranty and maintenance during performance and warranty requirements.
However, individual task orders will define what maintenance is required during modernizations and what maintenance is provided under the terms and conditions of the warranty proposed.
19 Would there be a maintenance period after the completion of work as well?
Please reference F.17.6 of the solicitation/contract which provides a general understanding or baseline of GSA’s warranty and maintenance during performance and warranty requirements.
However, individual task orders will define what maintenance is required during modernizations and what maintenance is provided under the terms and conditions of the warranty proposed. There may be exemptions for individual regions, but the work would be awarded separately from this IDIQ.
20 Are there Maintenance Terms and Conditions the suppliers will be held to during the modernization project in the IDIQ?
Please reference F.17.6 of the solicitation/contract which provides a general understanding or baseline of GSA’s warranty and maintenance during performance and warranty requirements.
However, individual task orders will define what maintenance is required during modernizations and what maintenance is provided under the terms and conditions of the warranty proposed.
21 Will the current maintenance contractor step aside for the Elevator Modernization Contractor to maintain all the elevators?
The primary concern is not having two contractors in the same machine room. Where buildings have one machine room, there may be a different arrangement than when buildings have two machine rooms which are on separate ends of large complexes. In complex environments, the transition may be phased.
To clarify, any maintenance during modernization is not necessary for the Housing and Urban Development (HUD) Task Order (TO) as each machine room will be taken out of service until substantial completion of each phase.
Regarding the Lafayette Task Order, the answer is ‘yes’ during the modernization and warranty periods.
22 Please provide clarification regarding question 11, could you confirm if the self-performance percentage of 60% will be determined by comparing the dollar value of elevator work to building-related work within the total contract value?
The self-performance percentage of 80% is the solicited requirement. If the total dollar value of a task order is $100,000,000, then the self-performance of the prime contractor should be $80,000,000. Each Task Order proposal will include the offeror’s Small Business Participation Plan (SBPP). Under Part 3, the “Totals Proposed Subcontracting Dollars” for the “Total Small Business (SB)” Category should be 15-20% of the “Total Proposed Price”.
23 (HUD Site Visit Question) How much future load is expected from the generator option? Specifically, what equipment is fed from the panel and generator.
Provide load schedule, drawings, and photos.
The generator is being removed from the HUD TO Statement of Work and Bid Sheet. The amendment for this change will be issued within the next week.
24 (HUD Site Visit Question) Clarify the travel path from the freight elevator to the hoistway room and the Elevator machine room at the Penthouse level.
A pdf of the travel path has been attached to the amendment_”Amend 01 Attach HUD Site Visit RFI_Travel Path…”.
25 (HUD Site Visit Question) What is the maximum height for a truck at the loading dock?
The max height is 12’-6”.
26 (Lafayette Site Visit Question) Who is in charge of inspection, how will inspection occur?
GSA will be hiring a CM Firm who will hire a 3rd party elevator inspection firm to obtain the final elevator inspection certificates. It is required the Elevator Contractor perform their own quality control elevator inspections prior to scheduling the final elevator inspection through the CM Firm/3rd party elevator inspector.
27 (Lafayette Site Visit Question) Please provide the sign up sheet(s) of the site visits.
The sign up sheets can not be disclosed without a release from attendees or pre-notification that it was going to be shared.
28 (Lafayette Site Visit Question) The Scope of Work mentions that the modernized elevators need to be tied into emergency power. Are the current elevators currently tied into emergency power?
GSA Building Management has confirmed the elevators are tied to the emergency power circuit.
29 Asking us to use Google Drive to download documents is against our Cyber security policy and I am surprised the government is using it as well.
Given the volume of attachments and the potential for confusing the IDIQ attachments with the HUD task order attachments or with the Lafayette task order attachments. GSA made a decision to use its specialized GSA account process called GACA. This is compliant with the Federal Information Processing Standard (FIPS) 140-2.
This standard ensures that access and transmission occurs via a secure web page using the TLS 1.2 encryption standard. If your company would prefer to have documents emailed, please email the contacts provided in the solicitation.Cindy Dwier is the contact for the Lafayette documents. Andrew McElroy is the contact for the HUD documents. Non-GACA accounts or accounts that do not fall under our GSA IT Security Staff permissions will not be given access to the folder.
30 The requests for access to the task order proposals has not been equal to the number of contractors who have attended the pre-proposal conference, site visits, and/or submitted questions.
Please note that the draft RFP documents released were draft documents. The final documents were uploaded into folders and must be requested in accordance with the solicitation section J Attachments 1 and 2. Per the instructions in that section, GSA-affiliated Gmail accounts are required for access.
31 It has come to our attention that some of the task order attachments, some working papers were erroneously uploaded into the draft RFP announcement and the final
These pages have been removed. As these are working papers, these numbers should not be considered related to the Government’s position on cost or pricing. Current research has task order folders. identified and removed pass through costs and other inefficiencies.
32 In reviewing the Agreement, we noticed that the numbering designation, and in some instances the name, for policies in section Section F.19.2 do not match the information provided in the linked online library or via an internet search or, for a few, are not readily found elsewhere online. Can you provide a direct link to each?
The GSA Regulations (GSAR) 511.171 has been superseded by the GSA Manual (GSAM) 511.171, pursuant to Change Number:
Change 180 GSAR Case 2022-G505; Effective Date: 05/02/2024.
The clauses listed under the solicitation remain in effect. The regulations are available for public review at www.acquisition.gov/gsam/511.171.
The regulations provide specific guidelines for safeguarding and protecting information technology systems, risk and threat identification of information generated on these systems, and the transfer of information between the source data location and the end-user(s).
The Chief Information Officer (CIO) policies and GSA IT points of contact are available on the GSA Acquisition Portal at https://insite.gsa.gov/itprocurement. This is a secured, internal GSA-user portal for COs and CORs to cross-references and search for contract clauses. The CO/COR will provide these documents at the time of the Base IDIQ Award.
33 RFI responses Q&A #23 - HUD Building - Regarding Option 9, if the generator is not being replaced, are the additional loads identified on page 12 of 61 to be added to emergency power still included in the SOW?
a. If yes, does the existing 1500kW generator have enough running and starting capacity for the existing loads plus the new loads? If not, will a second generator be required?
b. If yes, what is the voltage, phase, and amps for the new emergency loads to be added to the emergency power? The existing generator is 480/277 volts, 3 phase and transformers may be required to step the voltage down to 208/120 volts along with new distribution equipment, for some of the loads.
The forthcoming revised SOW indicates that the new emergency switchgear needs to have the capacity for the future emergency loads. The loads are provided for design of the switchgear to ensure it has capacity for future use.
a. The new loads will be connected to the emergency switchgear upon installation of the new generator at a later date. We are designing for and installing new switchgear with spare breakers capable of receiving and handling these loads.
b. See attached response to RFIs 33 and 34 with new emergency loads and generator load bank test results. All new distribution transformers and wiring will be done under future contracts. The intention is to size the switchgear appropriately to handle the loads.
34 HUD Building - Are there any existing metered load information for the existing 1500kW generator?
See attached response to RFIs 33 and 34 with new emergency loads and generator load bank test results.
35 HUD Building - Are there existing floor plans of the building available indicating where the existing elevator electrical distribution equipment is located?
See attached set of Fire Alarm Drawings from 2018 that have the locations of all major equipment.
36 HUD Building - Please provide the company and the point of contact for the incumbent fire alarm servicer.

37 Will BAS be required for the new sump pumps or HVAC units? If yes please provide the point of contact for the incumbent BAS contractor.
BAS will not be required for new sump pumps on either task order.
No HVAC units will be required for the HUD task order.
The Lafayette study is several years old. There is only one HVAC unit, the one at the top of the stairs, that must be brought up to code and continue to require BAS. There is no point of contact needed with the incumbent BAS contractor. Relocate the existing HVAC unit at the top of the elevator machine room stairwell to provide code compliance and safe passage entering the elevator machine room.
38 The SOW documents state that the hoistway interior walls are to be painted. Please confirm this is the intent.
For the Lafayette task order, please reference 15.1.D of the SOW.
For the HUD task order, there is no reference to painting hoistway interior walls in the SOW.
39 Will the building engineers be available to identify where the elevator electrical loads for the hoist, pit, and machine room are served from during the design phase?
For Task Orders (TO) under the IDIQ base award, GSA will facilitate and identify location of electrical sources, however it is the contractor’s responsibility to verify load and voltage requirements related to existing equipment, and any potential load/voltage requirements for new equipment.
This includes the HUD TO; GSA and HUD will coordinate and facilitate identification of electrical loads during design.
This includes the Lafayette TO; GSA will coordinate and facilitate identification of electrical loads during design.
40 Lafayette Building - Is there an electrical one line available for the normal and emergency power systems for the building elevators that is available for us to review?
Drawings have been added to the Lafayette Task Order folder and are currently accessible through the GSA Affiliated Customer Account (GACA). Please see the answer in Q&A #29 regarding that access.
41 Lafayette Building - Please provide the company and the point of contact for the incumbent fire alarm servicer.
Siemens provides this service, the point of contact is not available.
42 RFI Responses Q&A #2 – Please clarify this response.
It is our understanding that per the seed project SOW documents, the two seed projects are design-build projects that require 35%, 65%, 95%, and 100% CD submissions throughout the design phase to include historic review, architectural, and MEP design. Please confirm a full design package will be required for each seed project upon award to the offeror, but design submittals are not required to be submitted with the initial bid proposals
To clarify, for the initial bid proposals, the design submittals are not required. Upon award of the initial task order awards, design packages will be required in accordance with the task order SOWs - HUD SOW Section 3 and Lafayette SOW Section 5.
43 RFI Responses Q&A #4 – This response does not appear to correspond with the question regarding Section M.5.1. Please clarify the response for this RFI.
The question is regarding the past projects to be submitted for evaluation within the technical proposals.
In accordance with FAR 9.601, a contractor team arrangement can be (1) two or more companies form a joint venture to act as a prime contractor or (2) a potential prime contractor acts as a prime and the other companies act as subcontractors. In accordance with FAR 4.605, if the companies form a separate company, there must be a separate unique entity identifier (UEI). If the one company serves as the prime, then the prime’s UEI is used.
An offeror who submits a proposal will include a cover page that has one company name, one UEI, and the other required inclusions of the L.7.1 referenced cover page. The company associated with the UEI and the cover page information will be the prime contractor used in the evaluation for the qualification assessments, past performance, and other evaluation criteria.
44 HUD - Page 8 of 61 references the GSA Robert C.
Weaver Federal Building Elevator Study, prepared by Setty and Associates, for details related to equipment to be reused. We did not see reference to the normal power feeders, however, the Setty study recommends a power study to confirm the current feeder amperes serving the
The SOW references the study as it is an integral part of the project scope. They are both contract documents. Please note from section
1.1 in the SOW the following: In general, this project requires the full modernization of the elevators in accordance with the GSA Robert C. Weaver Federal Building Elevator Study, prepared by Setty and Associates dated 12/15/2023 also known as the elevators are adequate and estimates the feeders may be undersized (Setty Study page 74). We did not see this requirement in the SOW. If the feeders need to be evaluated and the load is greater than the feeders, are the feeders to be replaced and does the existing upstream distribution equipment have sufficient capacity for increased load? This would be a typical question for other elevator locations in the building. We recommend that feeders are retained for bidding purposes and if required will be replaced via change order after the design team completes their study.
“Study”, and any additional modernization requirements listed elsewhere in this document, to meet current code, and sound engineering practices.
That being said, the recommendation that feeders are retained until capacity is confirmed during design is acceptable.
45 HUD - GENERAL: Can the GSA clarify the prime contractors field supervision requirements for the task order? Will the GSA require a site superintendent and an SSHO for this task order? Will the GSA allow the superintendent to also act as the SSHO for this task order? What other requirements will the GSA have for these individual(s)?

Will the GSA allow the superintendent to also act as the SSHO for this task order? What other requirements will the GSA have for these individual(s)?
YES, Please refer to the SOW and division one specifications:
01 59 50 Safety and Health
53 LAFAYETTE - SOW, Section 45.1: Can the GSA provide a name of the company that is the certified distributor of the current fire alarm system and who currently services this system?
Please reference the answer to question 41.
54 IDIQ - Solicitation, Section B.1: We feel the appropriate NAICS code is 236220, not 238290. Changing the size standard to 236220 will increase competition, as the size standard will increase from $22M to $45M. While it makes sense for the elevator company to be the prime contractor, these projects will entail architectural, engineering, HVAC, plumbing, electrical, fire life safety, asbestos removal, lead based paint remediation, and video/audio monitoring, amongst other trades. NAICS
The NAICS code for this requirement will remain 238290.
http://www.se.com/us/en/work/solutions/local/federal-government http://www.se.com/us/en/work/solutions/local/federal-government
238290 is geared towards individual specialty trades, while 236220 governs for large-scale projects that involve multiple disciplines – precisely what is expected for the projects to be bid on this IDIQ. There is significant precedent for 236220 to be used for elevator modernization projects, with dozens of references to be provided upon request. This reference list even includes the Sources Sought for the elevator modernizations at the HUD building from earlier this year (2023-12-20DC0092ZZ), which came out under 236220.
55 IDIQ - Solicitation, Section F.4: Can the GSA confirm that regardless of the ultimate manufacturer(s) chosen for the projects, the intent is to install third-party, non-proprietary, universally serviceable equipment that meets the Buy American Act for elevator-specific equipment, and any other materials to be procured?
When equipment is interchangeable, equipment manufactured by the contractor’s own company is acceptable, but when equipment is not interchangeable, such as controllers, proprietary equipment is not permitted. In the case of elevator controller equipment, many manufacturers offer their own brand of controller equipment which is all proprietary. For the two initial task orders issued from Region 11, GSA is not interested in proprietary elevator controller equipment. Region 11 wants all NON-PROPRIETARY controller equipment. Each region has a different policy; task order requirements will differ between regions.
56 These magnitudes are exceptionally rare within the elevator industry, and total dollar value is not a great barometer for a company’s ability to perform elevator modernizations. Large ($20M+) modernizations are simply multiple smaller modernizations that are awarded as one task order, rather than multiple smaller task orders. Just because it’s large, does make it more complex or relevant for past performance purposes.
Will the GSA consider reducing this requirement if substantial past performance of similarly complex modernizations can be shown?
GSA has considered this question and the solicited requirements, proposal requirements, and evaluation criteria will remain unchanged.
57 IDIQ – Page 82 Section L.8 States that all reference projects submitted must be completed and closed out within the last 5 years. Will the GSA consider Projects from companies that are substantially completed but not closed out if they are similar in size, scope, and
GSA has considered this question and the solicited requirements, proposal requirements, and evaluation criteria will remain unchanged.
complexity?
58 IDIQ – Page 82 Section L.8 States “ If one of the five projects is considered non-similar and rejected as non-similar to scope, magnitude, complexity, or price, the Government will not consider the remaining, non-evaluated projects.” But Page 90 Section M.5.1 states “Elevator Modernization Companies or manufacturers who do not have the required number and/or award totals required in the Section L submittals will be deemed neutral.” – Can the GSA clarify how they will be evaluating contractors on past performances submitted?
Past performance will be evaluated in accordance with the solicitation requirements and Part 15 of the federal acquisition regulation.
59 IDIQ – Page 82 Section L.8 – Will the GSA accept CPARs in lieu of Past Performance Surveys if available?
The requirements in Section L.8 of the solicitation remain unchanged.
60 IDIQ – Is there a minimum or maximum number of task orders planned as part of the IDIQ. If so, how many task orders are anticipated?
There is not a minimum or maximum number of task orders planned.
61 Who is to act as the prime contractor for the bid submission; the elevator contractor or the building contractor? There were many CM’s walking this building to provide pricing directly to the GSA. It is the elevator contractor’s understanding that the elevator contractor will only provide a price for elevator work only. The Construction management will provide all other work direct to GSA e.g. electrical, HVAC, security, fire alarm, asbestos, generator etc.
The prime contractor, at minimum, must meet the qualifications assessed in solicitation section M.4. Pricing must be included for the entire scope of the work proposed.
62 Will there be another walkthrough for vendors who did not get to attend initial surveys?
No.
63 Can GSA provide contact information for all bidders including all elevator companies and General Contractors and Construction Management firms that were present?
No.
64 When is the GSA going to award these projects?
Anticipated NTP?
The anticipated Notice to Proceed will be September 2024.
65 How many elevators can be out of service in the same group at the same time?
For the HUD TO, (8) passenger elevators and (1) freight elevator can be out at the same time as the groups are on the same electrical panel ELN (eight passenger and one freight) in the north and ELS (eight passenger and one freight) in the south. HUD has two groups of 8 passenger elevators. The south bank will go out of service first. When these elevators are substantially complete and certified, then and only then may the next group of elevators be taken out of service. 88 Will you accept equipment for the new major components to be installed, to be as manufactured by the contractors own company such as Kone, Otis, Schindler, or Thyssen-Krupp, if these are considered to be non-proprietary?
When equipment is interchangeable, equipment manufactured by the contractor’s own company is acceptable, but when equipment is not interchangeable, such as controllers, proprietary equipment is not permitted. In the case of elevator controller equipment, many manufacturers offer their own brand of controller equipment which is all proprietary. For the two initial task orders issued from Region 11, GSA is not interested in proprietary elevator controller equipment. Region 11 wants all NON-PROPRIETARY controller equipment. Each region has a different policy; task order requirements will differ between regions.
