SECTION 284620- ANALOG/ADDRESSABLE FIRE ALARM SYSTEMS

PART 1 - GENERAL

1.1 DESCRIPTION OF WORK

A. Scope: This work includes modifying an existing EST addressable fire alarm system as described herein and on the contract drawings. The system shall include all wiring, raceways, pull boxes, outlet and mounting boxes, alarm notification appliances, and all other accessories and miscellaneous items required for a complete operating system even though each item is not specifically mentioned or described.

B. Extent of the Work: The system shall be installed in accordance with the drawings, specifications and referenced publications.

C. Remove existing fire alarm notification devices as shown on contract drawings, and install new devices for the new work. Contractor shall provide fire watch during any fire alarm system down time.

D. Megger Test: Megger test results must be submitted to the Contracting Officer prior to installing any field devices.

1.2 QUALITY ASSURANCE

A. Manufacturer Qualifications: Each component of the system shall be furnished by EST and shall be UL listed and compatible with the control system manufacturer. Each component of the system shall be of current design and shall be in regular and recurrent production.

B. Provide design, materials and devices for a protected premises fire alarm system, complete, conforming to National Fire Protection Association Standard 72 and GSA P100, except as otherwise or additionally specified herein.

C. Approved Equipment: Provide materials, equipment and devices that have been tested by a nationally recognized testing laboratory, such as Underwriters' Laboratories or Factory Mutual

Laboratories for use on the system provided, and listed or approved for fire protection service when so required by NFPA 72 or this specification.

D. System Supplier and Installer Requirements: Shop drawing design shall be by a NICET Level

III or IV Fire Alarm Technician or a Registered Fire Protection Engineer. System distributor and electrical contractor shall have offices, which have been in existence for at least 3 years, within a 120 kilometer radius of the U.S. Capitol. Installation shall be accomplished by an electrical contractor with a minimum of five years experience in the installation of fire alarm systems.

The Contracting Officer may reject any proposed installer who cannot show evidence of such

13851 - 2 qualifications. The services of a technician provided by the control equipment manufacturer shall be provided to supervise installation, adjustments, and tests of the system.

E. Guarantee: The contractor shall guarantee labor, materials, and equipment provided under this contract against defects for a period of one year after the date of final acceptance of this work by the government and the receipt of as-built drawings and schematics of all equipment. The guarantee period begins when all defects & omissions have been corrected and the

Contracting Officer has confirmed that these items have been corrected.

6. Testing Services or Laboratories: Construct all fire alarm and fire detection equipment in accordance with the latest edition of all applicable publications from Underwriters

Laboratories Inc. (UL), or Factory Mutual Engineering Corporation (FM).

1.3 DEFINITIONS

A. General: Wherever mentioned in this specification or on the drawings the equipment, devices, and functions shall be defined as follows:

1. Alarm Signal: A signal which indicates a state of emergency requiring immediate notification of the fire department and of the building occupants. These are signals such as the operation of a manual pull station, the activation of a waterflow switch in a sprinkler system, the receipt of an alarm signal from a smoke detector that has gone through alarm verification, the receipt of an alarm signal from an elevator smoke detection control panel or a computer room smoke detection panel, the operation of a duct smoke detector, the operation of a heat detector, or the operation of a pressure switch in a fire suppression system caused by the flow of fire extinguishing agent (e.g. kitchen fire extinguishing system, C02, etc.).

2. Supervisory Signal: A signal which indicates the impairment of a fire protection system which may prevent its normal use. These are signals from switches, such as a tamper switch; a low and/or high air pressure switch; a generator phase reversal switch; a generator power failure switch; a generator running switch; a fire pump phase reversal switch; a fire pump loss of power switch; or a fire pump running switch.

3. Trouble Signal: A signal which indicates that a fault, such as an open circuit or ground, has occurred in the fire alarm system or in a separate sub-system, whose control panel is monitored by the fire alarm system.

4. Addressable System: A system in which multiple signals are transmitted via the same conduction path to a remote fire alarm control unit and fire alarm control panel, decoded and separated so that each signal will initiate the specified response.

5. Hard Wired System: A system in which alarm and supervisory initiating devices are directly connected, through individual dedicated conductors, to a central control panel without the use of multiplexing circuits or devices.

6. Notification Appliance Circuit: A circuit or path directly connected to a notification appliance(s).

7. Notification Appliance: A fire alarm system component such as a bell, horn, light, speaker, or text display that provides audible, visual, or tactile outputs, or any combination thereof.

8. Interface Device: An addressable device which interconnects hard wired systems or devices to an analog system.

9. Remote Fire Alarm Control Unit: A control panel, remote from the fire alarm control panel, that receives inputs from automatic and manual fire alarm devices; shall supply power to detection devices and interface devices; shall provide transfer of power to the notification appliances; shall provide transfer of condition to relays or devices connected to the control unit; and reports to and receives signals from the fire alarm control panel.

10. Fire Alarm Control Panel (FACP): A master control panel having the features of a fire alarm control unit and to which all fire alarm control units are interconnected. The panel has central processing, memory, input and output terminals, video display units (VDUs) and printers.

11. Class A Wiring: A circuit that is monitored for integrity such that a single break, a single wire-to-wire short, or a single loss of carrier condition will be indicated by a trouble signal on the FACP no matter where the break, short or loss of carrier condition occurs and will allow all functions of the affected circuit to remain operational. In accordance with NFPA

72, this would be Style 7 wiring for signaling line circuits.

12. Class B Wiring: A circuit that is monitored for integrity such that a single break, a single wire-to-wire short, or a single loss of carrier condition will be indicated by a trouble signal on the FACP no matter where the break, short or loss of carrier condition occurs, but which would prohibit devices beyond the fault, short or carrier loss from remaining operational. In accordance with NFPA 72, this would be Style 4 wiring for signaling line circuits, Style B for initiating device circuits, and Style Y for notification appliance circuits.

13. Space Capacity: Each circuit must be able to handle the actual number of devices installed plus that number times the spare capacity.

14. Signaling Line Circuit: A circuit to which any combination of circuit interfaces, control units, or transmitters are connected and over which multiple system input signals or output signals, or both, are carried.

15. Manual Pull Station: A fire alarm box as indicated in NFPA 72.

16. Tamper Switch: A valve monitor switch as indicated in NFPA 72.

17. Initiating Device: A system component that originates transmission of a change of state condition, which initiates an appropriate response via the fire alarm system.

18. Terminal Cabinet: A steel cabinet with locking, hinge-mounted door in which terminal strips are securely mounted. Minimum size is 200 mm x 200 mm.

1.4 SYSTEM OPERATION

A. General: The system shall provide the following functions and operating features:

1. Provide Class A notification appliance circuits for each floor.

1.5 SUBMITTALS

A. Division 1: Refer to Division 1 Section "SUBMITTALS" for basic information relating to submittal requirements. Submit 6 complete sets of submittals. Partial submittals will not be acceptable and will be returned without review. Before any work is commenced, the submittal must be approved by the GSA Regional Safety, Environment and Fire Protection Branch.

Manufacturer's data shall be annotated and provided for the following:

1. Speaker/Strobe Unit

2. Fire Alarm Speaker

3. Visual Alarm Signal Strobe

B. Shop Drawings: Submit shop drawings not smaller than 760 mm by 1070 mm. As a minimum, the shop drawing submittal shall include the following:

1. Provide point-to-point wiring diagrams showing the points of connection and terminals used for all electrical field connections in the system, including all interconnections between the equipment or systems which are supervised or controlled by the system. Diagrams shall show all connections from field devices to the FACP and remote fire alarm control units, initiating circuits, switches, relays, terminals, end-of-line resistors, and shield terminations.

Provide a complete description of the system operation.

2. Include annotated catalog data showing manufacturer's name, model, voltage, and catalog numbers for all equipment and components.

3. Provide voltage drop and speaker circuit calculations.

1.6 OPERATION AND MAINTENANCE MANUALS

A. General: Provide operation and maintenance manuals during the acceptance test of the entire system and after the preliminary testing has been completed. The manuals shall be used during the instruction period hereinafter specified. Provide six bound copies of an Operation and Maintenance Manual. The manual shall include an index, copies of all approved shop drawings and submittal materials, and a complete parts list of all components. The manual shall also include, for each item, the manufacturer's name, the serial number of the part, an ordering number, if appropriate, and a physical and electrical description of the part. Following the acceptance test, drawings and submittal materials shall be updated as necessary to reflect as-built conditions.

1.7 RED LINE DRAWINGS

A. Provide 3 sets of RED LINE Drawings (Preliminary As-Built Drawings) prior to the acceptance testing of the fire alarm system. Acceptance testing will not begin until red line drawings are provided.

1.8 AS-BUILT DRAWINGS

A. General: Prepare and submit to the Contracting Officer six sets of detailed "As Built Drawings."

The drawings shall include complete wiring diagrams showing connections between all devices and equipment, both factory and field wired. Include a riser diagram and drawings showing the as-built location of all devices and equipment. The drawings shall show the system as installed, including all deviations from both the project drawings and the approved shop drawings. The drawings shall be prepared on uniform sized sheets not less than 760 mm by

1070 mm. These drawings shall be submitted within two weeks after the final acceptance test of the system.

PART 2 - PRODUCTS

2.1 NOTIFICATION APPLIANCES

A. Fire Alarm Speakers:

1. Provide fire alarm speakers conforming to UL 1480 having a minimum of four (4) tap settings and separate terminations for each "in" and "out" connection. At a minimum, tap settings shall include taps of 1/4, ½, 1 and 2 watts. Speakers shall be initially set at the 1/2 watt tap setting; however, setting shall be adjusted to meet sound pressure requirements. Speakers shall have an output rating of 84 dBA at three (3) meters (9.9 feet) as determined by the reverberant room test; data on peak output as determined in an anechoic chamber is not suitable. All speakers shall be capable of installation on standard 100 mm (4 inch) square electrical

13851 - 6 boxes. Where speakers and strobes are provided in the same location, they may be combined into a single wall or wall/ceiling mounted unit.

B. Visual Alarm Signals:1

1. Provide strobe light visual alarm signals which operate on a supervised twenty-four (24) volt D.C. circuit. The strobe lens shall comply with UL 1971 and conform to the Americans with Disabilities Act. The light pattern shall be disbursed so that it is visible above and below the strobe and from a 90 degree angle on both sides of the strobe. The strobe flash output shall be a minimum of 15 candela based on the UL 1971 test. The strobe shall have a xenon flash tube. Strobe spacing and synchronization shall meet NFPA 72.

PART 3 - EXECUTION

3.1 SYSTEM FIELD WIRING

A. Wiring Within Cabinets, Enclosures, Boxes, Junction Boxes and Fittings: Provide wiring installed in a neat and workmanlike manner and installed parallel with or at right angles to the sides and back of any box, enclosure or cabinet. All conductors which are terminated, spliced, or otherwise interrupted in any enclosure, cabinet, mounting or junction box shall be connected to terminal blocks. Mark each terminal in accordance with the wiring diagrams of the system.

Make all connections with approved pressure type terminal blocks, which are securely mounted. The use of wire nuts or similar devices shall be prohibited.

B. Alarm Wiring: Visual alarm signal and audible appliance circuits shall be solid copper No. 14

AWG size conductors at a minimum. Speaker circuits shall be solid copper No. 16 AWG size conductors at a minimum. Wire size shall be sufficient to prevent voltage drop problems.

Circuits operating at 24 VDC shall not operate at less than 21.6 volts. Circuits operating at any other voltage shall not have a voltage drop exceeding 10% of nominal voltage. Install all conductors in rigid metal conduit or electrical-metallic tubing, with a minimum diameter of 19

mm. The use of flexible conduit not exceeding a six foot length shall be permitted in indicating and initiating device circuits. Run conduit or tubing concealed unless specifically shown otherwise on the drawings. Shielded wiring shall be utilized where recommended by the manufacturer. For shielded wiring, the shield shall be grounded at only one point, which shall be in or adjacent to the FACP. The drain or shield wires shall be treated as a fire alarm conductor, and shall be landed on terminal strips. The drain wire shall be sleeved or insulated to within 25.4 mm of its termination.

3.2 TESTS

A. Megger Tests: After all wiring has been installed, and prior to installing any devices, all wiring shall be megger tested for insulation resistance, grounds, and/or shorts. Conductors with 300 volt rated insulation shall be tested at a minimum of 250 VDC. Conductors with 600 volt rated insulation shall be tested at a minimum of 500 VDC. The tests shall be witnessed by the

Contracting Officer and test results recorded for use at the final acceptance test.

B. Loop Resistance Tests: Measure and record the resistance of each circuit with each pair of conductors in the circuit short-circuited at the farthest point from the circuit origin. The tests shall be witnessed by the Contracting Officer and test results recorded for use at the final acceptance test.

C. Preliminary Testing: Conduct preliminary tests to ensure that all devices and circuits are

13851 - 7 functioning properly. Tests shall meet the requirements of Paragraph 3.6 of this section. After preliminary testing is complete, provide a letter certifying that the installation is complete and fully operable. The letter shall state that each initiating and indicating device was tested in place and functioned properly. The letter shall also state that all panel functions were tested and operated properly. The letter shall include the names and titles of the witnesses to the preliminary tests. The Contractor and an authorized representative from each supplier of equipment shall be in attendance at the preliminary testing to make necessary adjustments. A member of the GSA fire alarm shop must be invited to the preliminary test.

D. Final Testing: Notify the Contracting Officer in writing when the system is ready for final acceptance testing. The system must be on line and have no troubles for one week prior to scheduling the final test. Submit request for test at least 15 calendar days prior to the test date.

A final acceptance test will not be scheduled until the following are provided at the job site:

1. Marked-up red line drawings of the system as actually installed (3 copies)

2. Megger test results

3. Loop resistance test results

4. Complete program printout including all input/output addresses

The final tests shall be witnessed by a member of the GSA Safety Environment and Fire

Protection Branch and the GSA Fire Alarm Shop. At this time, any and all required tests shall be repeated at the discretion of the Government. The panel shall be free of all trouble and alarms at the final acceptance. If there any troubles or alarms the test will be terminated.

Following acceptance of the system, as-built drawings and Operation and Maintenance (O&M)

Manuals shall be delivered to the Contracting Officer for review and acceptance. In existing buildings, the transfer of devices from the existing system to the new system and the permission to begin demolition of the old fire alarm system will not be permitted until the as-built drawings and O&M Manuals are received.

3.3 MINIMUM SYSTEM TESTS

A. General: Test the system in accordance with the procedures outlined in NFPA 72. The required tests are as follows:

1. Verify the absence of unwanted voltages between circuit conductors and ground. The tests shall be accomplished at the preliminary test with results available at the final system test.

2. Test each initiating and indicating device and circuit for proper operation and response at the control unit.

3. Test the system for all specified functions in accordance with the contract drawings and specifications and the manufacturer's operating and maintenance manual.

4. Determine that the system is operable under trouble conditions as specified.

5. Visually inspect all wiring.

6. Verify that all software control and data files have been entered or programmed into the

FACP. Hard copy records and electric file copies of the software shall be provided to the

Contracting Officer.

7. Verify that red-line drawings are accurate.

8. Measure the current in circuits to assure there is the calculated spare capacity for the circuits.

9. Measure voltage readings for circuits to assure that voltage drop is not excessive.

10. Measure the voltage drop at the most remote appliance on each notification appliance circuit.
