DEFINITIONS

Contracts (IDIQ)
○ IDIQ contracts provide for an indefinite quantity of services for a fixed time.
○ They are used when GSA can’t determine, above a specified minimum, the precise quantities of supplies or services that the government will require during the contract period.
○ IDIQs help streamline the contract process and speed service delivery.

Multiple Award IDIQs ensure that more than one company continues to have a fair opportunity to compete for task orders after the IDIQ is awarded
● A task order (TO) is an order for services or goods placed against an established contract, such as an IDIQ.
○ TOs specify the work to be performed, including the scope, period of performance, deliverables, and pricing.
○ For each TO under the IDIQ, a Contracting Office shall send a request for proposal (RFP) to the contractor(s).
■ The request will contain a detailed description of the tasks to be achieved, a schedule for completion of the task order, and deliverables to be provided by the contractor.

Offerors must propose to the first two task orders unless the solicitation exceptions apply.

Contract Overview
● Contract Type
○ This Multiple Award IDIQ allows for Fixed Price (all types) contracts at the Task Order (TO) level but may allow for circumstances for TOs to use a Time-and-Materials (T&M) or Labor-Hour (LH) Contract Line Item Numbers (CLINs).
● Ordering Period
○ One (1) one-year base period and four (4) one-year option periods.
● Bonding Requirements
○ Contractors must have single bonding capabilities of $25,000,000 or higher and aggregate bonding capabilities of $35,000,000 or higher in every US State & DC.
○ PERFORMANCE AND PAYMENT BONDS FOR TASK ORDERS: Payment and/or performance bonds shall be submitted no later than ten (10) calendar days after Task Order award. The Contractor shall also be required to submit proof of payment for the bonds for individual Task Orders. The requirements for Performance and Payment Bonds for Task Order amounts may change over the life of the Contract.
● Dollar Value
○ Base IDIQ: The estimated price range for Task Orders against the base IDIQ Contract in this pool will vary between $1,000,000.01 and $100,000,000 per Task Order. The maximum aggregate dollar amount of $650 million over the life of the Contract.
○ TASK ORDER 1: LAFAYETTE TASK ORDER: The estimated price range for the Task Order Project (Lafayette Building_14 Elevators) is between $10,000,000 and $30,000,000.
○ TASK ORDER 2: HOUSING AND URBAN DEVELOPMENT (HUD) INITIAL TASK
ORDER: The estimated price range for the INITIAL TASK ORDER Project (HUD Building_22 Elevators) is between $20,000,000 and $50,000,000; however, if the proposed amount exceeds the Project Labor Agreement (PLA) threshold, see Solicitation Section H.1 and FAR 52.222-34.
Annual Ordering Limit and Task Order Limitation (TOL)
$100 Mil
There is a $100,000,000.00 annual limit for all orders in a performance period for each Contractor. The TASK ORDER LIMITATION (TOL) per Task Order is also $100,000,000.00.
Total Maximum Ordering Limitation (MOL)
$650 Mil
The sum of contractor payment streams for the base and all optional periods associated with all Task Orders against the IDIQ shall not exceed $650,000,000.00.
Minimum ordering limitation$1Mil This IDIQ is restricted to orders above $1,000,000.
Minimum Guarantee$2,000 The minimum guarantee for each Contract that does not obtain a task award during the ordering period of the Base Contract is $2,000.00. This is separate from the minimum ordering limitation.
Statement of Work
● GSA owns and operates several hundred buildings and thousands of vertical transportation equipment across eleven regions across the US and its territories. In addition, there are several hundred leases or build-to-suit spaces that GSA and tenant-agency staffers collaboratively work with building owners and lessors to ensure that the needs of federal tenants are met.
● GSA is seeking interested elevator manufacturers and installers of vertical transportation systems, with experience in the design, installation, commissioning, and inspection and certification of elevator systems for its federally-owned buildings.
● GSA’s objective is to prioritize shell elevators for modernization or replacement and identify high-priority elevators for which elevator equipment alterations, and/or elevator replacements are necessary to address building code, life-safety codes and/or accessibility issues.
Statement of Work C.1 Objectives
● Prepare the required documentation and procure the work required to survey, investigate, assess, design, install, and commission elevators and escalators to meet the most recent Safety Code for Elevators and Escalators and related building codes as required.
● Full compliance with all building's security regulations as required per project.
● Provision for the necessary cutting, patching, and repair of the existing building.
● Design shall be in accordance with Occupational Safety and Health Administration (OSHA) and applicable building code requirements.
● Preserve and enhance all significant architectural, historical, cultural elements associated with the federal building or property.
C.2 Scope of Work
● Perform design services, design management of subcontractors and consultants to survey and investigate the existing elevator and escalator systems. Perform a condition assessment of the vertical transportation system(s) within the buildings.
● Provide labor, labor management, construction superintendence, safety inspections, and project management throughout the period of performance and/or IDIQ contract award duration.
● Upon installation, complete all start-up procedures, pre-testing, manufacturer’s adjustments, commissioning, operations and maintenance manual, as-built document delivery, demonstration & key personal training, and warranty requirements for Government acceptance.
C.2.3 Project Deliverables
● All construction and modernization work performed by the Contractor shall include design documents, equipment catalog, cut-sheet, and product submissions, as-built drawings.
● Other deliverables shall include service tools, access keys, wiring diagrams, onsite owner training, and jobsite specific testing procedures with maintenance control plans (MCPs) for each piece of equipment.
● Task Order deliverables will be defined in each individual project description.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Unacceptable Proposal does not meet requirements of the Solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.
Overview of the Initial Task Order Solicitations Each offeror must submit a Task Order proposal for both task order solicitations
● Exception: the offeror is designated as a Small Business under NAICS 238290 and has bonding limitations.
