4. Project Closeout / BIM, CDX & COBie Final Deliverable

a. Funding may be withheld BIM, CDX & COBie data is not provided upon delivery of the Record Documents set.

B. BIM (BUILDING INFORMATION MODEL) REQUIREMENT

1. BIM is required throughout the design and construction of the project, specifically as spelled out below. All BIM submissions must comply with the GSA National BIM, CDX & COBie Standard. The National BIM, CDX & COBie Standard defines all aspects of BIM, CDX & COBieexecution and delivery, including level of development requirements, submissions/deliverables, and final model formatting.

2. Remove reference to GSA BIM Guides if found in any contract documents. They are no longer applicable and have been supplanted by the GSA National BIM, CDX & COBie Standard. All 2D Drawings and Drawing Schedules must be derived from the native BIM file.

3. A BIM Execution Plan (BEP) using the GSA BEP template must be provided by each entity holding a contract with GSA for design or construction.

C. GSA COMMON DATA EXCHANGE (CDX) REQUIREMENT

1. The CDX is part of the GSA National BIM, CDX and COBie requirements and is a consolidated data standard that defines all the data attributes required to be in the native BIM models, and attributes and document links required to be entered into the COBie spreadsheet after it has been exported from the native BIM models.

2. The CDXhas incorporated the GSA COBie requirements such that proper implementation of the CDX will allow the COBie spreadsheet to be exported from the native model, after which the COBie spreadsheet is further developed to comply with the GSA COBie Playbook.

D. COBie REQUIREMENT

1. COBie is a performance-based specification for facility asset information delivery.

2. The GSA COBie guidance and data requirements are included in the National BIM, CDX and COBie Standard. These documents provide details on how to deliver COBie to GSA.

3. Electronic closeout documents organized per GSA National BIM, CDX and COBie standards during design and construction must be followed to deliver a consolidated electronic O&M manual.

4. The PDF, drawing, and building information model files that accompany COBie are to be organized so that they can be easily accessed and used by the GSA facility management office.

1.4 SUBMITTALS

A. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1. BIM Execution Plan (BEP) & COBie Information Delivery Plan (IDP)

a. Within 20 calendar days following Notice to Proceed, deliver a completed BIM Execution Plan using the provided GSA template. The BEP must be provided to the Government for its review and approval. The BEP & IDP must be officially approved and signed by the Government Contracting Officer. Once approved, the BEP & IDP

Solicitation 47PK0124R0010 cannot be modified without the Government Contracting Officer's written approval.

Any requested deviations from the National BIM, CDX & COBie Standard must be requested at this time, although GSA reserves the right to reject all requests upon review.

2. BIM and COBie Kickoff & Demonstration

a. In order to ensure that the contractor is capable of executing the planned use of BIM & COBIe for the project, the contractor must demonstrate the planned BIM & COBie uses, information exchanges, workflows and processes as described in the Government approved BEP & IDP.

b. The Key BIM & COBie Personnel identified in the BEP & IDP shall perform the demonstration live in person using the software and hardware specified in the Government approved BEP & IDP. The demonstration shall be an over the shoulder meeting where software and hardware demonstrations are observed by GSA and shall occur live in person for key personnel as well as via web meeting for non-key personnel.

c. If modification(s) to the BEP & IDP are required as a result of non-acceptance of the BIM & COBie Demonstration the Contractor shall modify the BEP & IDP and resubmit to the Government for acceptance.

d. Upon official approval of the BEP & IDP by the Government, the Contractor shall subsequently perform a BIM & IDP demonstration in accordance with the revised Government approved BEP & IDP. Use of BIM for construction related activities as described in the BEP shall not proceed until official acceptance of the BEP demonstration has occurred.

e. There will be no payment for construction until both the BEP & IDP and BEP & IDP demonstration is completed and accepted by the Government.

3. OTHER BIM Submittal Packages

a. Reference the National BIM, CDX & COBie Standard for all BIM submittal requirements and definitions.

b. The GSA BIM & COBie Submission Quality Control Checklist must accompany each BIM submittal defined in the National BIM, CDX and COBie Standard.

c. All BIM & COBIe -specific submittal sets must be current at the time of submission, including all change orders, bulletins, etc. issued up to a cut-off date of 14 calendar days prior to the date of submission.

1.5 QUALITY ASSURANCE AND CONTROL

A. Model Maintenance

1. Models and model data including COBie data must be updated and maintained continuously throughout the construction process and must include all addenda, bulletins, approved change orders, field orders, clarifications, Request for Information (RFI) responses and as-built conditions.

2. The National BIM, CDX & COBie Standard defines different model types for each stage of design and construction, as well as ownership of each model type and handover of models from one contracted entity to another.
