| No. | Comment | Response Accepted or Further Clarification needed |
The provided chiller schedule shows a maximum size requirement of 4’6’’ x 12’6’’. Is this still required | Chiller schedule was part of an earlier design. This was provided as a courtesy, for use as a reference and no requirements are tied to them.
Are they any equipment capacity redundancy or oversizing requirements for the chiller and cooling tower? | Correct
Are all of the exhaust fans, ductless minis splits, terminal boxes, and electric heaters shown on the schedule a part of the project scope? | The project described in this document involves complete renovation and replacement of the chiller plant at the Monroe Federal Building and Courthouse in Monroe, Louisiana, including chillers, pumps, VFDs, Air Handlers, cooling tower and coils.
Is there a specific format for the price breakout required in the Solicitation? | There is no specific format for price breakout. Proposals prices should be broken out in a way that the proposer can show an understanding of the key individual costs of this project.
Is the GSA providing a commissioning agent/company or is the contractor to provide? Credentials for this person were not requested in the Key Team Member Info | GSA will award a contract to a independent Cx contractor for this project.
The Design Development Submissions at 35%, 75%, and 100% - will these meeting be performed via conference calls with emailed drawings and or video conference? Or will we be congregating at one meeting place? | Conference calls or in person meetings are acceptable. However, GSA would suspect that all pertinent parties be present for the initial kick-off meeting for introductions.
Has anyone requested a second site visit or is there currently a second site visit scheduled? | A second visit date will be added to the solicitation as an amendment.
Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate? | Sales tax is exempt, but it is the responsibility of the contractor to accomplish the state required administration. The GSA will not provide a tax exemption certificate.
Will the Government provide comprehensive written badging requirements for the project if badging is required? | Yes
Where will the designated parking area be for workers accessing the construction site? | GSA doesn't guarantee parking for all contract employees, however, property management will allow 1 or 2 service type vehicles to park in TBD locations for tools and supplies.
Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations. | All new software would have to be approved by GSA IT. This could cause delays. the prefered method would be to submit electronic files. If the files are extremely large, delivering the files on a thumb-drive would be acceptable.
During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc. | Correct, the contractor shall submit a GSA form for burn permits that outline the fire watch plan.
Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions? | This information can be provided by the facilities contractor.
Has the work area been checked for asbestos? | Asbestos is checked every 7 years, however, another check will be conducted by GSA once the work areas are clearly indentified in the desighn.
What is the Governments’ policy if asbestos products are encountered during construction? | Asbestos abatement is the responsibility of the governement.
Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms? | GSA will award a contract to a independent Cx contractor for this project.
Who is responsible for the utility locations? | Winning contractor is responsible for locating underground utilities.
Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin. | Post award price adjustments may be considered if a new tariff enacted after award of the contract directly affects the cost of supplies.
Are there any floor plans of the building showing the existing equipment, piping and ductwork? | Drawings are limited, however, send a request to the CO to receive the few drawings that are available.
What Air Handling Units are being replaced and where are they located? | 6&7
Please provide the existing structural drawings for this building. | No structual drawings are available.

What are the means of ingress and egress for the equipment? | To be determined by winning contractor
Is this project all Phase 1 work, including the structural modifications or is this just the mechanical and electrical portion of the work? | To be determined by winning contractor
Who is the manufacturer for the light fixtures to be replaced in the basement? | Unknown
In looking thru the equipment schedule and flow diagram that was previously provided by Leidos Engineering in 2016 but we are to use as a guide; it provides information for exhaust fans, air terminal devices, VAV’s, etc. that are not shown to be “Future Project” items which leads me to believe they are to be included in the first phase. Can you confirm that anything (all equipment) not identified as “Future Projects” on the “Flow Diagram and Schedule” attachment are to be included in the first phase? | The Leidos Engineering drawings are supplied by GSA as a courtesy. The design of the project is the sole responcibility of the winning contractor.
Regarding pricing breakout, currently there are three sub-divisions, A. Replace cooling tower, B. Replace chiller(s) and air handling units (conversion of two existing split systems into two new hydronic air handling units) and C. the total project price. For pricing A and B as listed per the DB agreement, are these prices to be for only these major system components as listed and not to include other project installation items such as lighting, structure, pumps, downstream piping system modifications, interior patching, hydronic accessories? Are the other remaining items only to be captured in the total project price? | When providing prices for the SF 1442 include all costs associated with each line item to include ancillary costs. Line items 1 and 2 should contain all costs that when added equal the total proposed price for the entire project.
Should contractors price temporary cooling be factored into their estimates for the occupied facility and if so, what CLIN would be most appropriate for this cost. | This is to be determined by the winning contractor. The building must have chilled water available during all normal hours of business during the cooling season for this geographical area.

Per # 4 “Purpose”, page 1 of the Scope of Work, …replacement of chiller plant…, including … ,air handlers,…; Are all existing air handling units within the building be replaced with new hydronic air handling units or are only the two existing split system air handling units being replaced with two new hydronic air handling units? | Existing AHU's 6&7 only. Design per winning firm, but the plan is to to remove Dx and add new AHU to CHWS.
Is the intent for all piping (CS,CR,CWS,CWR & Makeup) to be replaced from basement to cooling tower? | Winning firm to design per their recommendations.
What are the badging requirements for the facility? What are the badging requirements to allow the contractor to escort subcontractors in the courthouse. Will other federal/military badges expedite the badging process? | All contractors and their sub-contractors will have to apply for security clearance that includes badging. Only GSA Region 7 secuirty clearance is acceptable.
| 34 | What is the availability of performing work after regular business hours/over weekends?
