Amendment 1 to RFP 47PF0022R0063 Bricker Fire Alarm
1. Specifications include Section 013510 Historic Building Treatment Procedures; however, drawings indicate that the building is not historic. Please confirm intent. The building is not an historic building. Disregard Section 013510 Historic Building Treatment Procedures.
2. Fire stopping specification section 078413 1.5 A indicates that all penetration firestopping must be performed by "A firm that has been approved by FMG". Confirm that all Fire-stopping work is to be completed by a specific fire-stop vendor rather than by trade. Fire Stopping seals must only be constructed by individuals that have been certified by the manufacture of the fire stopping material and have been approved by the GSA. All fire stopping seal designs must be submitted and approved prior to construction. The materials used for the construction of fire stopping seals must meet the requirements of the “BUY AMERICAN ACT” for this project and be provided by a single manufacturer (such as STI, etc.).
3. Confirm that the application of new fire-stopping only applies to new work; existing conduit penetrations for the fire alarm system to remain in place is not in the scope of work. Firestopping seals must be constructed for all new holes created for piping, or other penetrations which pass through floor slabs, fire-rated walls, partitions with fire-rated doors, vertical service shafts, or any fire-rated assemblies in accordance with Section 07 84 00. Existing holes through which new piping for this project passes through an existing hole shall be totally firestopped in a manner that restores the fire protection rating of the penetrated wall, floor, ceiling, or other structure. Fire Stopping seals are not required to be constructed for any existing holes or penetrations in the building where there is no new work or new piping is being installed.
4. As part of the site visit conducted during the pre-bid walk-through, it was noted that the Fire Alarm Conduit is only "banded red" and utilizes set screw fittings. The conduit runs are to be re-utilized per the drawings. Please confirm replacement of conduit that does not meet GSA standards is not to be included in the scope of work. Existing fire alarm conduits that are currently installed and that have existing “banded red” identification and utilize set screw fittings are not required to be replaced to meet the current GSA project standards if they remain in place and are unaltered. Any existing conduit that must be removed cannot be repurposed or reused in its existing condition. Conduit that is removed and relocated or repurposed must be either painted red per the project requirements prior to being reinstalled or new approved red conduit must be provided. The existing set screw fittings can remain provided they are unaltered. Any set screw fitting is altered or disconnected from a conduit, conduit body, or workbox it must be removed in its entirety and discarded. Only new compression type fittings and couplings may be used.
5. Specification Section 21 13 15 Sprinkler System Modifications indicate that the scope of work for project "includes designing and providing a modified, complete, automatic sprinkler system as described herein and on the contract drawings" The contract drawings do not indicate sprinkler system design modifications, and the work is limited to replacement of tampers, flows, and monitoring devices. Confirm the scope of services being requested in regards to system design and hydraulic calculations. Fire protection hydraulic calculations are not required to be provided for the replacement of tamper switches or waterflow monitoring devices or the piping alterations utilizing the same size piping to replace or relocate these types of devices. Hydraulic calculations are required when there are additional sprinklers being provided and the new piping configurations do not conform to piping schedules listed in NFPA 13.
6. Referencing Specification Section 21 13 15 Sprinkler System Modifications, please confirm system testing is limited to testing of new sprinkler devices as applicable to the fire alarm system, and the system will be tested at standing pressure in regards to device replacement. All new sprinkler system devices and sprinkler piping alterations will be required to be tested as required by NFPA 13, NFPA 25, NFPA 72 specification Section
211315, Section 283105, and the contract documents. Fire protection system alterations involving reconfiguration of piping or the installation of less than 20 sprinklers in one sprinkler zone will only require testing at the system working pressure. Any leaks or drips within the two-hour test period is considered a failed test and the leak must be repaired. Any leaks discovered during the warranty period must be repaired.
7. Referencing Specification Section 28 31 05 1.4A "The contractor shall completely repair, refurbish, and provide additional equipment to the existing completely supervised, multiplex intelligent, analog, addressable fire detection and alarm system as shown on the design drawings and described within this specification." Confirm all design has been completed, the contractor is not to include design in the scope of services. The design documents and design drawings dated 7/19/2019 in the solicitation no. 47PF0022R0063 dated July 8,2022 do not require the contractor to include design in the scope of services outside of what is specified in the solicitation.
8. Specification Section 28 31 05 3.7 indicates the project testing requirements. A number of devices and circuits are scheduled to remain in place impeding tests such as loop resistance, loop capacitance, continuity. Confirm the applicability of the testing requirements on existing circuits. Fire alarm circuits will be tested in accordance with the contract documents and NFPA 72 Current Edition Chapter 14 requirements. Notification appliance circuits will be required to be free of grounds and be tested for continuity, current draw, voltage drop, and circuit supervision. Existing notification appliance circuits will not be required to be tested directly for loop resistance (Loop resistance will be calculated based on the circuits current draw and end of line voltage drop to confirm compliance with the project documents), or loop capacitance.
9. Please confirm existing wiring diagrams indicating circuit layout will be provided for development of the project submittals to the installing contractor after award. Fire alarm existing wiring can be provided in AutoCAD format upon request in writing to the GSA.
The AutoCAD files being provided will need to be completed by the contractor to provide a complete submittal in conformance with the contract documents including devices, addresses, conduits, conduit sizes, conduit fills, elevations, riser diagrams, terminal cabinet layouts, point-to-point wiring details, calculation, etc. as specified in the contract documents to provide a complete submittal package.
10. Referencing Specification Section 28 31 05 2.3.C.8, please clarify if this shall be provided in addition to 28 31.05 3.9 – Spare parts and tools. Fire alarm parts, materials, labor, programming, and testing for Section 28 31 05 2.3.C.8 is in addition to the spare parts and tool required by Section 283105-3.9.
11. Referencing Question 10 above, if the material is to be provided in addition to, please provide square footage to be used to calculate additional spares. The first through seventh floors used to calculate to raw square footage is approximately 198,757 square feet.
12. Referencing Specification Section 28.31.05.3.5, please identify any Acoustically Distinguishable spaces per this specification section that would require mockup and/or intelligibility testing. All spaces within the facility are required to have intelligible voice messages that are capable of being understood and are clear and comprehensible with the voice fire alarm system. All spaces within the facility are required to meet the audibility levels specified in Section 283105. This project will not have any spaces that will be requiring mockup intelligibility testing as part of any designs.
13. Referencing Sheet FA-111, Note #4, the garage portion of the project calls to replace all PAD- 3’s with PAD-5’s. Please confirm if intent is to replace all the existing PAD-3 with new devices in the main building as well. Yes.
14. Referencing Sheet FA-109, Notes #4 calls for supervisory monitoring of shunt trip power. Key note 4 does not appear to be evidenced on Sheet FA-109; please confirm if there are there any shut trips involved on this floor. There are currently four shunt trip circuit breakers located in the elevator penthouse that do not have supervisory monitoring of shunt trip power and will require shunt trip power monitoring.
15. Sheet FA-11B indicates AHU-3 in elevator lobby. Please confirm is this AHU will require a duct detector. Fire alarm drawing FA-11B refers to the parking garage lower level. There are no duct smoke detectors required to be installed in the parking garage.
