Executive Summary
In response to your request, TRC has completed the supplemental visual and limited testing of suspect asbestos-containing materials (ACM) and lead paint at the John W. Bricker Federal Office
Building (OH0208) Building located at 200 North High Street, Columbus, Ohio TRC met with GSA
Property Management team (Mr. Phil Ramos Facility Management and Services Programs
Environmental Engineer and Mr. Harry Sharp GSA Facility Management) for the initial kick-off meeting prior to conducting the re-inspection/visual inspection walk through. The TRC team was
Mr. Heath Howard (CIH) and Mr. Lonnie Lyro for the initial kick-off meeting.
TRC’s Mr. Lonnie Lyro was then accompanied by TRC’s Mr. Heath Howard who is a State of
Ohio-licensed, Asbestos Hazard Evaluation Specialist (license number ES36200) for the supplemental and limited testing of suspect asbestos containing materials and lead paint inspection on May 2, 2019.
TRC reviewed, utilized and relied upon the previous inspection report completed by URS
(2004/2005) & Versar (2006) February 2006 Asbestos and Lead-Based Paint Survey report and drawings. It should be noted that not all the inspectors associated with the asbestos inspection from Versar were licensed. It appears that the inspectors worked under the direction of one Ohio
Licensed asbestos inspector. The report can be found in Appendix D.
TRC also performed supplemental limited asbestos testing and lead paint observations on May
2, 2019(TRC 2019) and that information can be found in Appendix C. The asbestos samples were collected from the various floors. TRC also utilized various limited inspection and abatement reports provided by the Property Management Office at the building. TRC utilized that information to identify which areas of the building have had asbestos abatement activities performed in the past 14 years since the GSA report. This information and the historical reports by URS and Versar assisted TRC in creating the attached Asbestos Location Drawings that are found in Appendix E of this report.
The sample locations of TRC asbestos samples, combined with the historical asbestos and lead sampling drawings by URS and Versar can be found in Appendix E. TRC utilized the diagrams of the previous surveys and complied new diagrams noting all ACM identified on each floor.
Additional diagrams include TRC asbestos sampling locations.
The Periodic Surveillance Form can be found in Appendix F. This form notes the ACM in the building, location, quantity and condition of the material as noted by TRC in 2019.

Asbestos Summary
According to the historical report by URS and Versar reviewed by TRC, and the materials verified onsite by TRC on May 2, 2019, the following asbestos containing materials are present on-site (see below Table 1 and Table 2 for locations).

It should be noted that drywall system samples that were collected by Versar in 2006 of various floors of the building with the none detect, trace and one sample results reported as 2% Chrysotile on the 2nd floor lobby. TRC recommends collecting drywall system samples on every pre-alteration survey to confirm/deny the presence of asbestos
Any materials uncovered during renovation or demolition activities that are not addressed in this inspection report, or presumed asbestos containing materials, must be sampled by an accredited asbestos inspector prior to any disturbance, or they must be treated as asbestos containing (ACM). TRC recommends the GSA continue to engage qualified firms to sample for asbestos and lead paint utilizing their standard of practice of a pre-alteration survey for area-specific renovations and demolitions.
Lead Paint Summary
According to the historical report by Versar (2006), reviewed by TRC, the following Lead Containing Paints (LCP) are present on-site (see below Table 3 for locations). The drawings that depict the lead paint sampling by TRC and Versar (2006) can be found in Appendix C, TRC Supplemental Asbestos and Lead Inspection Report August 2019.
Versar
• Yellow Paint on the cooling tower platform, found on the penthouse mezzanine, reported as <0.01%, by weight.
• Gray Paint on the Floors found throughout the penthouse #1 mezzanine, reported at 0.03%, by weight.
• White Paint on the walls found on the penthouse #1 mezzanine, reported as <0.01%, by weight.
TRC
• Cream Paint on the I-beam, found in the penthouse, reported as 5,500 ppm.
• Yellow Paint on the I-beam, found in the penthouse, reported as 32,000 ppm.
• Grey Paint on the floor, found in the penthouse, reported as <230 ppm.

• White Paint on the wall, found in elevator lobby near room FL7, 7th floor, reported as <89 ppm.
• Light yellow Paint on the wall, found on the 4th floor, reported as <84 ppm.
• Pink Paint on the steel, found in the parking garage, reported as 500 ppm.
Based on historical reports, age of the building, some paints sampled in the building by Versar and TRC had detectable amounts of lead and are considered Lead-Containing paints (LCP). Any paint over 5,000 ppm are considered Lead Based Paints (LBP) by definition.
Lead-based paint is defined by the United States Department of House and Urban Development (HUD) as any paint, varnish, stain, or other applied coating that has one mg/cm2 or more of lead or 0.5% by weight (5,000 micrograms per gram [ug\g] or 5,000 parts of lead per million [ppm]).
According the OSHA Program Directive, Lead: Exposure in Construction, "For all occupational exposure to lead occurring in the course of construction work, the standard (1926.62) does not specify a minimum amount or concentration of lead that triggers a determination that lead is present and the potential for occupational exposure exists." Therefore any paint containing less than 0.5% by weight, or less than 5,000 ppm, but greater than the laboratory detection limit is considered to be a LCP.
TRC recommends the GSA continue to engage qualified firms to sample for asbestos and lead paint utilizing their standard of practice of a pre-alteration survey for area-specific renovations and demolitions.

Type of Facility: Commercial Building – Offices: The John W. Bricker Federal Office Building located at 200 High Street, Columbus, Ohio is a seven-story concrete structure that includes: primarily offices, two penthouses, basement and, three roof levels (main, elevator and penthouse). The facility was constructed in 1977 and comprises approximately 261,257 total square feet. The interior walls and ceilings are covered with plaster, sheetrock and suspended ceiling tiles. The floors are covered with floor tile, carpet over concrete or solely painted concrete floor. Painted surfaces are located throughout the building.

Asbestos Conclusion
TRC recommends the GSA continue to engage qualified firms to sample for asbestos and lead paint utilizing their standard of practice of a pre-alteration survey for area specific renovations and demolitions.
Subcontractors and employees working within the structures at the site should be made aware of the locations of the ACM and possibility of concealed ACMs that could be found during renovation/demolition activities. Any materials uncovered during future renovation or demolition activities that were not addressed in this inspection report, or any presumed asbestos containing materials, must be sampled by an accredited asbestos inspector prior to any disturbance, or they must be treated as ACM.
It should be noted that drywall system samples that were collected by Versar in 2006 of various floors of the building with the none detect, trace and one sample results reported as 2%
Chrysotile on the 2nd floor lobby. TRC recommends collecting drywall system samples on every pre-alteration survey to confirm/deny the presence of asbestos

According to reports reviewed, See Appendix D, the following paint was sampled and tested for lead.
Lead Conclusion
Based on historical reports, age of the building, some of paints sampled in the building have a detection of lead and are considered LCP. Other samples collected were below the limited of detection or less that 5,000 ppm or 0.5 % by weight reported by the lab.
Lead-based paint (LBP) is defined by the United States Department of House and Urban Development (HUD) as any paint, varnish, stain, or other applied coating that has one mg/cm2 or more of lead or 0.5% by weight (5,000 micrograms per gram [ug\g] or 5,000 parts of lead per million [ppm]). According the OSHA Program Directive, Lead: Exposure in Construction, "For all occupational exposure to lead occurring in the course of construction work, the standard (1926.62) does not specify a minimum amount or concentration of lead that triggers a determination that lead is present and the potential for occupational exposure exists." Therefore any paint containing less than 0.5% by weight, or <5,000 ppm, but greater than the laboratory detection limit is considered to be a LCP.
Occupational Safety and Health Administration regulations for lead in construction apply when disturbing materials which contain any amount of lead, and such activities must be conducted according to the regulations set forth in 29 CFR 1926.62. All paints that contain any level of lead are regulated by the OSHA Lead in Construction Standard 29 CFR 1926.62, Construction work covered by this standard includes demolition or salvage f of structures where lead-containing materials are present; removal or encapsulation of lead containing materials; renovation of structures, substrates, or portions thereof that have lead-containing materials; installation of materials containing lead; lead contamination cleanup; transportation, storage, and disposal of lead containing materials; and maintenance operations associated with these construction activities.
In performing these activities, OSHA requires an initial determination that the construction activities used at the job site do not create airborne emissions of lead above the Action Level of 30ug/m3 (i.e., negative exposure assessment). This exposure assessment may include initial exposure monitoring, historical data that meet certain requirements, or objective data demonstrating that a particular produce or material containing lead or a specific process cannot result in employee exposures to lead above the Action Level.

Lead Based Paint Encapsulation and/or Abatement Costs widely vary as a factor of project location, condition and location of lead-based paint within a structure, and project specific scope-of-work and typically range up to $2.00-$5.00 a square foot and do not include 3rd Party Oversight
Consulting Services, typically, $1,250 a day.
Note: If applicable, delaminating, chalking, and peeling LBP must be cleaned up and stabilized by a licensed lead abatement contractor using certified workers and supervisors, and must be done according to EPA and State of Ohio lead abatement regulations prior to any demolition activities. LBP components in good condition may be removed intact by lead trained personnel in accordance with all applicable federal state and local regulations. These requirements include, but are not limited to, the following: Exposure Assessments; Methods of Compliance (including work practices administrative, and engineering controls); Respiratory Protection; Protective
Clothing and Equipment; Housekeeping; Hygiene Facilities; Medical Surveillance; and Employee

1.0 EXECUTIVE SUMMARY
Versar has completed an asbestos-containing material (ACM) and lead-based paint (LBP) survey of the Bricker Federal Office Building (subject building), 200 North High Street, Columbus, Ohio.
The facility was inspected by State of Ohio Department of Health Licensed Asbestos Hazard Evaluation Specialist and Illinois Department of Public Health (IDPH) Licensed Asbestos and Lead Inspector and Asbestos Management Planner, Ms. Shaun Terranova (#ES34257, #100- 03064, #L-002600, respectively), and IDPH Licensed Asbestos and Lead Inspector Mr. Curtis Cannon (#100-03976, #L-001190), on October 5, 2005. The survey was conducted in accordance with the Occupational Safety and Health Administration (OSHA) General Industry Standard (29CFR1910.1001), and the Environmental Protection Agency (EPA) National Emission Standard for Asbestos (40 CFR Part 61), applicable local and state requirements, and in conformance with the scope and limitations of U.S. General Services Administration (GSA) specifications.
The asbestos survey included identification of friable and non-friable asbestos-containing materials (ACMs) on an area-by-area basis, assessment of friability, current condition and potential for future disturbance of the material, estimate of the amount of ACM, and overall condition rating of the material. Versar has incorporated into this report data from previous inspections conducted by URS Corporation (URS) of Columbus, Ohio. URS data incorporated in this report was collected during the period of November 2004 to October 2005. During the inspections, URS identified 26 separate asbestos homogenous sampling areas (HSAs) and collected a total of 172 samples of suspect ACMs. URS samples were analyzed by Environmental Hazards Services, L.L.C. (EHS) of Richmond, Virginia.
During Versar’s October 5, 2005 inspection, 29 additional HSA’s were identified and 47 samples of suspect ACMs were collected. Versar’s samples were analyzed by EMSL Analytical, Inc.
(EMSL) in Chicago, Illinois. Some materials were not sampled at the time of either Versar’s or URS’s surveys and are assumed to be non-ACMs or ACM’s, or until sampling proves otherwise.
HSAs 3, 4, 9, 10, 11, 12, 23, 25, 26, 27, 28, 31, and 32 were not sampled during the surveys since sampling would have caused damage to these materials, or the materials were not suspect materials.

The lead-based paint (LBP) survey included collection of paint chip samples to provide consistent coverage based on building size, layout, and renovation/abatement history. The number and frequency of samples collected are a representation of the number of different paint colors in each building functional space (i.e., mechanical areas, office space, common areas), and total square footage of painted surfaces within that particular functional space. It should be noted that this LBP survey is not intended to be comprehensive in nature; rather is an attempt to evaluate the lead content of the predominant paint types within the building based on Versar’s observations.
Based upon lead-based paint analytical results, no LBP was identified in the samples collected at the time of this inspection. Lead-based paint is defined by the EPA as a paint that contains lead in concentrations that are equal to or in excess of 0.5 % by weight or 5,000 parts per million (ppm).
The following sections give detailed descriptions of the building, survey methodologies, analytical testing, and conclusions. The tables and attachments provide support information.
2.0 INTRODUCTION
On behalf of the General Services Administration (GSA), Versar, Inc. (Versar) conducted a survey for suspect asbestos-containing materials (ACM) and lead-based paint (LBP) at the Bricker Federal Office Building, 200 North High Street, Columbus, Ohio. The subject building has seven floors, two penthouses, basement, three roof levels (main, elevator, and penthouse roof), and comprises approximately 261,257 total square feet.
Work was conducted in accordance with Versar’s proposal to GSA, dated May 17, 2005 (in response to GSA RFQ 80755) and GSA Contract (GS05P05GAA0169). The inspection was conducted on October 5, 2005. The objective of the asbestos survey was to conduct an AHERA-type building inspection for ACMs and prepare an Asbestos Management Plan to fulfill the asbestos requirements as specified in 29 CFR Part 1910.1001 (OSHA Asbestos General Industry Standard). The lead-based paint (LBP) survey included collection of paint chip samples to provide consistent coverage based on building size, layout, and renovation/abatement history. It should be noted that this LBP survey is not intended to be comprehensive in nature; rather is an attempt to evaluate the lead content of the predominant paint types within the building based on Versar’s observations.
Versar’s State of Ohio Department of Health Licensed Asbestos Hazard Evaluation Specialist, and Illinois Department of Public Health (IDPH) Licensed Asbestos and Lead Inspector and Asbestos Management Planner, Ms. Shaun Terranova (#ES34257, #100-03064, #L-002600, respectively), and IDPH Licensed Asbestos and Lead Inspector Mr. Curtis Cannon (#100-03976, #L-001190) performed the inspection and collected bulk samples of interior friable and non-friable suspect ACM and LBP. Versar was escorted by GSA Project Manager, Mr. Philip Ramos. The ACM survey included a limited inspection of the facility to determine the amount, condition, and general location of suspect ACM within the facility and collection of bulk samples for laboratory analysis.
Suspect asbestos bulk samples were analyzed using Polarized Light Microscopy (PLM) and paint chip samples were analyzed utilizing Atomic Absorption Spectrometry (AAS) by EPA Method 6010. Versar’s samples were analyzed by trained microscopists at EMSL Analytical, Inc.
(EMSL) in Chicago, Illinois.
3.0 ASBESTOS SURVEY PROTOCOL
3.1 Asbestos Information
Asbestos is the generic term used to describe a group of naturally occurring silicate minerals that have the ability to separate into small, fine fibers. The most widely used types of asbestos are chrysotile and amosite. Other types include crocidolite, tremolite, anthophyllite, and actinolite.
Exposure to these fibers has been linked to a number of health problems, including asbestosis, mesothelioma, and lung cancer.
Federal regulatory agencies such as the Occupational Safety and Health Administration (OSHA) have targeted friable asbestos as the primary source for release of and subsequent exposure to asbestos fibers. The U.S. EPA regulations define AACMs@ as materials containing more than one percent (1%) asbestos. ACMs are regulated under the U.S. EPA National Emissions Standard for Hazardous Air Pollutants (NESHAP), Standard for Demolition and Renovation and OSHA regulations.
A list of asbestos terms and their definitions are located in Attachment F. These are intended to provide the reader with a better understanding of the terminology used in the report.
3.2 Asbestos Survey
The ACM survey included an inspection for friable and non-friable suspect ACMs identified throughout the subject property. Friable materials (such as thermal system insulation or TSI), are those which when dry, can be crumbled, pulverized or reduced to powder by hand pressure, thereby releasing airborne fibers. Non-friable materials (such as vinyl floor tile) are those typically bound within a matrix, which do not readily release airborne fibers.
Versar inspectors met with building representatives and assigned Homogeneous Sampling Areas (HSAs) based on type of material, category, and appearance. The inventory of suspect materials identified during the ACM survey includes location of each suspect ACM HSA, description of the material, quantity, and material’s friability, condition, and accessibility (Table 1 - Asbestos Survey and Analytical Summary).

In accordance with the GSA scope-of-work, roofing materials were not sampled, but were assumed to contain asbestos and therefore, were quantified and included in the report inventory.
The ACM survey did not include identification or sampling of building materials that are unlikely to contain asbestos or materials that appeared to be non-asbestos in nature (e.g., fiberglass, concrete, ceramic, and wood products).
Versar inspectors walked through all accessible areas of the subject building, inventoried materials and quantities, wrote narrative descriptions, and drew sketches of the locations of each suspect ACM.
