SECTION 21 13 15 - SPRINKLER SYSTEM MODIFICATIONS
PART 1 – GENERAL
1.1 DESCRIPTION OF WORK
A. Scope: This work includes designing and providing a modified, complete, automatic sprinkler system as described herein and on the contract drawings for the Bricker U.S.
Federal Building and Garage. The system shall include all piping, sprinklers, fittings, hangers, valves, and all other accessories and miscellaneous items required for a complete operating system even though each item is not specifically mentioned or described. The new sprinkler system shall be tested and ready for full operation prior to acceptance by the Government. The fire protection system shall be restored to normal operations at the end of each work shift.
B. Extent of the Work: The system shall be modified to accommodate the related fire alarm work to the Bricker U.S. Federal Building and Garage. The system shall be modified in locations in accordance with the drawings, specifications and referenced publications. Any conflicts between these documents shall be brought to the attention of the design professional responsible for the job, the Contracting Officer’s Representative, the Contracting Officer, and the GSA Regional Fire Protection Engineer
C. Existing Sprinkler System Equipment: Existing sprinkler system and all associated equipment shall be maintained fully operational at the end of each work shift. New equipment shall be tested and accepted by the Government. In addition, in the renovated area only, the existing sprinkler system and equipment can be taken out of service only during construction periods in which the sprinkler system is being modified and the contractor is at the work site. Prior to leaving the work site each day, the contractor shall restore the sprinkler system to service. If it is not possible or feasible to isolate the sprinklers in the project area from adjacent areas, all areas outside of the project construction area shall have their existing fire protection sprinkler system in full service prior to leaving the work site each day or a fire watch shall be established at the contractor’s expense until all systems are returned to full coverage, operation, etc. If systems outside of the project area are shutdown outside of normal business hours, the contractor shall provide a fire watch in those areas also until the areas are re-occupied by tenants at the start of the next normal business day. Coordinate all necessary system shutdowns with GSA Property Manager.
D. Compliance: The entire automatic sprinkler system shall be designed in accordance with
Section 1.4 A. Any reference to "authority having jurisdiction" shall be interpreted to mean the GSA Regional Fire Protection Engineer. All material and equipment used shall be listed or approved by Underwriters Laboratories (UL), Factory Mutual (FM) or Intertek, for their intended use and service.
E. Repair Service/Replacement Parts: Repair services and replacement parts for the system shall be furnished under this contract. Replacement parts shall be available for a period of 15 years after the date of final acceptance of this work by the Government. On-site

Do not remove this notice Properly destroy documents when no longer needed service during the warranty and guarantee period shall be provided within two (2) hours after notification. All repairs shall be completed within 48 hours after notification.
Scheduled inspection, testing and maintenance required by NFPA 25, latest edition, shall be included during the warranty period to eliminate warranty coverage issues.

5. In any case where another Division conflicts with Section 21 13 15, Section 21 13
15 will supersede all other sections in regard to automatic sprinkler system piping, hangars, fittings, gauges, valves, sprinklers, back flow preventers, drains, painting, and signage.
G. Provide design, materials and devices for making modifications to the automatic sprinkler system, complete, conforming to National Fire Protection Association (NFPA) Standard 13, latest edition, except as otherwise or additionally specified herein.
H. All components of each system shall be of current design and shall be in regular and recurrent production. All equipment supplied shall be first quality and the manufacturer’s best type and latest model capable of complying with all requirements of this specification and shall have been in continuous production and in continuous service in commercial applications for at least one year. Obsolete equipment shall not be used.
I. Approved Equipment: Provide materials, equipment and devices that have been tested by a nationally recognized testing laboratory, such as Underwriters' Laboratories, Factory Mutual or Intertek and listed or approved for fire protection service when so required by

NFPA 13 or this specification. Equipment located outside the building envelope shall be listed for outdoor use.
J. Shop Drawings and Calculations: All sprinkler system design, including shop drawings, shall be by a NICET Level III or IV Sprinkler Technician or a Registered Fire Protection Engineer. Designers shall have five (5) years’ experience in the design of sprinkler systems of the size, type, and design of that specified herein. The Contracting Officer or his/her designee will reject any proposed designer who cannot show evidence of such qualifications. The person preparing these documents shall be responsible for compliance with applicable codes as cited in this specification as well as compliance with the contract.
K. Installation Requirements: Installation shall be performed by a certified sprinkler contractor or a specialist who is experienced in the installation of automatic sprinkler systems (minimum 3 years). A NICET Level II or higher Sprinkler Technician shall supervise installation. The sprinkler contractor shall be able to provide qualified personnel to the job site specified within a two (2) hour time frame and be available 24 hours a day, 7 days a week for repairs during construction and warranty repairs thereafter. The Contracting Officer or his/her designee will reject any proposed installer who cannot show evidence of such qualifications.
L. The Contractor shall submit the following at time of proposed submission for verification of qualifications:

Submit documentation, to the Contracting Officer’s Representative, showing that the Contractor has successfully installed automatic fire suppression sprinkler systems of comparable size, type and design as specified herein or that the Contractor has a firm contractual agreement with a Subcontractor having such experience. If the work will be performed by a Subcontractor, the Contractor shall submit a copy of the subcontract to the Contracting Officer. The data shall include the names and locations of at least five installations where the Contractor, or if the work will be performed by a Subcontractor, the Subcontractor, installed such systems. The Contractor, or Subcontractor, shall certify that each system has performed satisfactorily for a period of not less than one year.
N. Project Superintendent: The Contractor, or Subcontractor, shall provide one full-time, on-site staff member designated as the "Project Superintendent". The duties of the Project Superintendent are to supervise execution of all aspects of this specification, including safety on the job site as described in the "Accident Prevention Clause" of the general provisions of the Occupational Safety and Health (OSH) Act of 1970. That clause incorporates into the contract, by reference, the Secretary of Labor's OSH Standards (29 CFR Part 1926). Refer to Section 01 35 26 – Safety & Health for additional requirements.
The Project Superintendent shall be thoroughly familiar with all contract obligations and shall have authority to make all contractual decisions within the scope of the contract. The Project Superintendent shall be responsible for making sure that quality control review has been performed on all submittals prior to the submission to the Contracting Officer’s Representative. The Project Superintendent shall also be responsible for ensuring that all submittals are accurate, complete and fully coordinated.
O. Service Organization: The Contractor shall furnish evidence that there is an experienced

Do not remove this notice Properly destroy documents when no longer needed and effective service organization that carries a stock of repair parts for the system in order to readily effect repairs throughout the warranty period. Should the Contractor fail to comply with the service requirements of this section, the Government may make the necessary repairs and back charge the Contractor without any loss of warranty or guarantee as provided by the contract documents.
P. Warranty and Guarantees: The Contractor shall comply with the requirements of FAR 52.246-21 Warranty of Construction and GSAR 552.246-75 Guarantees. Final Acceptance includes, but is not limited to, successful final acceptance testing, the receipt of as-built drawings and operation and maintenance manuals.

1.2 EQUIVALENT TECHNOLOGIES
A. Nothing in this specification is intended to prevent the use of systems, methods, or devices of equivalent or superior quality, strength, fire resistance, effectiveness, durability, and safety over those prescribed in this specification. Technical documentation shall be submitted to the GSA Regional Fire Protection Engineer to determine equivalency. The system, method, or device shall be approved for the intended purpose by the GSA Regional Fire Protection Engineer prior to being utilized. Systems, methods, or devices that are submitted for review after construction of the sprinkler system begins, may be summarily rejected due to contractual considerations and/or technical considerations.
1.3 SYSTEM DESIGN
A. General: Design automatic sprinkler systems in accordance with all required and advisory provisions of NFPA 13 latest edition, except where modified herein, by hydraulic calculations for light hazard occupancy with uniform water distribution over the design area. Each system shall include materials, accessories, and equipment, inside and outside the building, so that the system is complete and ready for use. Design and provide each system to give full consideration to blind spaces, piping, electrical equipment, ducts and other construction and equipment in accordance with detailed working drawings to be submitted for approval.
1. Water Distribution: Distribution shall be uniform throughout the area in which the sprinklers will operate. Discharge from individual sprinklers in the hydraulically most remote area shall be at least 100 percent of the specified density.
2. Density of Application of Water: Application to horizontal surfaces below the sprinklers shall have uniform water distribution over the design area.
Sprinkler piping shall be hydraulically sized to provide the specified density when the system is discharging the total maximum required flow. Design automatic sprinkler systems in accordance with all required and advisory provisions of NFPA 13 Latest edition by hydraulic calculations for light hazard occupancy (0.1 gpm/sq.ft. For 1500 sq.ft.) (except as noted below).
Adjacent hazards shall comply with the requirements of NFPA 13 2013 - 11.1.2.

3. Sprinkler Discharge Area: The discharge area shall be the hydraulically most remote 1500 square feet area as defined in NFPA 13. The sprinkler discharge area shall not be reduced by exceptions enumerated in NFPA 13 (including the use of quick response sprinklers) nor shall any spaces, such as closets or restrooms, be removed from the design area.
4. Friction Loss: Calculate the friction loss in piping in accordance with the
Hazen-Williams formula using 'C' values found in NFPA 13.
5. Water Supply:
a. Water supplies shall be tested by actual flow testing of the supply within the past year. If a municipal water main is to be used for water supply, a two hydrant (minimum) flow test shall be performed on that main to test the actual water supply available in that main within one block of the proposed point of connection. Water flow tests taken on other mains or at locations more than one city block from the sprinkler system point of connection shall not be used in the design of the system. The static and residual pressures determined by flow testing shall be reduced by 10% to allow for seasonal variations in the water supply.
b. When flow test results are available from a previous test meeting the requirements of paragraph 5.a, base hydraulic calculations on those tests. Test results are:
i. FIRE PUMP Output: Static pressure of 124 psi with 750 gpm flowing at a residual pressure of 97 psi at the discharge of the fire pump. Fire Pump test date September 23, 2021.
1.4 SUBMITTALS
A. Division-1: Conform to the requirements of Division-1, Section "SUBMITTALS."
Submit 6 complete sets of submittals. Partial submittals are not acceptable and will be returned without review. Before any work is commenced, the GSA Regional Fire Protection Engineer must approve the submittal. Prior to performing any work, the Contractor responsible for the wet pipe sprinkler system installation shall provide the following documentation in addition to those documents required elsewhere in this specification:

1. Sufficient information to describe their qualifications, the work efforts to be performed, and the materials to be provided, including the names and qualifications of the Contractor’s and the equipment supplier’s project manager and project engineer who shall be in responsible charge during the entire project installation. Contractor’s qualifications shall include years in business and prior experience with installations that include the type of equipment that is to be supplied.
2. The manufacturer's technical representative's name and qualifications.
Once approved, the representative shall not be changed without approval in writing by GSA.
3. A schedule indicating the delivery dates of the equipment to be supplied;
installation sequence; time frame and the total amount of on-site technical assistance time (in man-hours per phase) that the supplier of the equipment has included in their bid to comply with the requirements of this specification and GSA’s requirements; and projected preliminary test and final acceptance test dates to meet GSA’s scheduled project completion dates.
4. A letter from the equipment manufacturer stating that the equipment to be supplied is not at or near the end of its life cycle and that replacement components for the sprinkler system shall be available from the manufacturer for a minimum of fifteen (15) years from the date of installation.
5. Provide a listing of the following information: Installing contractor’s name, location, contact information and response time to the project site;
designer’s name, location, NICET certification level or FPE, and contact information; and Project Superintendent’s name and contact information.
B. Provide a complete description of the system operation and provide annotated catalog data showing the specific manufacturer's name, model, type, size, and catalog numbers for all equipment and components.
Manufacturer's data shall be annotated and provided for the following:
1. Check valves
2. Sprinkler(s), cabinet, escutcheons and guards
3. Pipe, fittings, hangers, supports, and mechanical couplings
4. Sprinkler system signage
20. All other associated equipment
C. Test Certification and Instruction: Submit test certification, to the Contracting
Officer’s Representative, for all pipe and fittings.
D. Shop Drawings: Submit detailed shop drawings, in accordance with NFPA 13, "Working Plans", on uniform size sheets with a scale not smaller than 1:1/8 in (100

mm) scale, to the Contracting Officer’s Representative for review and approval.
Information shall include, but not be limited to the following:
1. Layout indicating details, plan view, elevations and sections of the system piping. Indicate the location of sprinklers and piping in relation to the ceiling layout, showing pipe lengths and sizes.
2. Detailed riser diagram showing schematic of systems supply, supply connection, devices, valves, pipe and fittings.
3. The signature and seal of a registered Professional Fire Protection Engineer, or the signature and certification number of a NICET Level III or IV Sprinkler Technician.
4. Hydraulic calculations in accordance with the following:
a. Minimum operating pressure of any sprinkler shall be according to
NFPA 13 and the appropriate laboratory listing or FM approval.
b. Pipe friction loss may be calculated by using the nearest 1 ft. (0.3-meter) for all piping over 10 feet (3.1 meters) in length. Horizontal lengths less than 1 foot (0.3 meters) may be neglected. Vertical length less than 1 foot (0.3 meters) shall be included for elevation purposes only.
c. Flows shall be calculated to the nearest whole gallon (liter).
d. Velocity pressures may be neglected.
e. Velocities in all piping shall not exceed twenty (20) feet (6.1 meters) per second. Velocities in standpipes must be calculated based on the combined sprinkler and 100 GPM hose flow.
f. Submit name of hydraulic program used, if applicable.
5. Water Supply: The Contractor shall base hydraulic calculations on a water flow test consisting of a two hydrant test which has been taken within the previous twelve month period. Flow tests over one year old, prior to changes in water supply near the project location, or several blocks away from the project location will not be considered valid. Flow test data to be submitted includes: location of hydrants used, date of test, name of testing agency, name of individual performing test, how test was performed, static pressure, residual pressure, flow, and elevation of the test AMSL.
7. An approved copy of the shop drawings shall be maintained on the project premises with any variations from the approved drawings shown in red.
These drawings shall be maintained concurrently with installation so that they represent the current state of the sprinkler system installation. These

1.5 Document Security
A. Labeling of information. All Sensitive But Unclassified (SBU) building information, either in electronic or paper formats, shall have imprinted on each page of the information:

C. The previous two statements shall be prominently labeled in bold type in a size appropriate for the document. On a set of construction drawings, for example, the statements should be in a minimum of 14-point bold type.
1.6 Specification Maintenance: This specification shall be kept on the project site for reference by contractor and GSA personnel. Any amendment or change orders issued that alter any portion of this specification shall be incorporated into the on-site copy so that a current and accurate specification is available at all times.
PART 2 - PRODUCTS
2.1 ABOVEGROUND PIPING SYSTEMS
A. General:
1. Provide piping, valves, and fittings, approved for 175 PSI, (12.1 Bar) working pressure, in accordance with NFPA 13, as indicated on the drawings and as specified herein.

3. Provide fittings for changes in direction of piping and for connections. Make changes in piping through tapered reducing pipe fittings; bushings will not be permitted. Steel piping with a wall thickness of Schedule 30 or less shall not be threaded.
4. Chlorinated polyvinyl chloride (CPVC) sprinkler piping shall not be used unless approved by the GSA regional fire protection engineer in advance.
5. Minimum pipe schedule for wet pipe systems shall be schedule 40 ASTM
A53 black pipe for pipe 2 inches (50 mm) or smaller and schedule 10 for pipe 2.5 inches (64 mm) or larger.
6. Minimum pipe schedule for dry pipe systems shall be schedule 40 ASTM A53 black pipe for pipe 2 inches (50 mm) or smaller and shall be threaded.
Schedule 40 ASTM A53 black pipe for pipe 2.5 inches (64 mm) or larger with cut grooved fittings and flush seal gaskets. Internally galvanized pipe shall not be used.
7. Side outlet tees using rubber gasketed fittings shall not be permitted.
8. All sprinkler piping shall be so installed that it can be thoroughly drained, and, where practical, shall be arranged to drain at the main system riser drain.
9. Preaction sprinkler systems shall not be installed.
10. Antifreeze sprinkler systems shall not be installed. In areas subject to freezing, install dry-pipe sprinkler systems, dry pendent/sidewall sprinklers, or provide heat in the space, and/or reroute the sprinkler piping to avoid freezing. Heat tracing (electric, steam, hot water, etc) shall not be used on sprinkler piping.
B. Fittings: Fittings, mechanical couplings and rubber gaskets shall be supplied by the same manufacturer. Fittings into which sprinklers, sprinkler riser nipples, or drop nipples are threaded shall be welded, threaded, or grooved-end type. Plain-end fittings will not be permitted.
C. Check Valves:
1. All check valves shall be clear opening swing-check type.
a. 2 inches (50 mm) and smaller check valves shall be all bronze with screw ends.
b. 2 ½ Inches (64 mm) and larger check valves shall be either iron body, brass mounted with flanged ends, access plate, with non-

D. Pipe and Hanger Supports: Provide pipe supports, sway braces, hangers, and clamps in accordance with NFPA 13, latest edition.
E. Identification Signs: Attach properly lettered and approved metal signs as described in NFPA 13 to each control valve, alarm device, inspector's test valve, drain valve, and alarm bypass valve. Each sign shall indicate the normal valve position as well as the portion of the system that the valve serves. Permanently affix metal hydraulic design data nameplates to the riser of each system. Lettering shall be legibly stamped or engraved Block or Times Roman font. Handwritten information, label tape or lettering on adhesives is not acceptable.
F. Flexible Sprinkler Piping: Flexible sprinkler piping shall be permitted for pendent or semi-recessed pendent sprinklers where installed and supported by suspended ceilings, the ceiling that meet ASTM C635, Standard Specification for the Manufacture, Performance, and Testing of Metal Suspension Systems for Acoustical Tile and Lay-In Panel Ceilings, and are installed in accordance with ASTM C636, Standard Practice for Installation of Metal Ceiling Suspension Systems for Acoustical Tile and Lay-In Panels. Flexible sprinkler piping shall be stainless steel. Flexible sprinkler piping shall bear the listing/approval of UL, FM, or Intertek and be approved for the application in which it will be used. Hydraulic calculations shall be provided that indicate that adequate pressures are provided for all flexible piping locations. Where hydraulic calculations show that the water supply to the building is not sufficient because of the use of flexible sprinkler piping, flexible sprinkler piping shall not be used and typical armovers as required by NFPA 13 shall be used instead. The use of a fire pump to solely provide adequate pressure for flexible sprinkler piping shall not be permitted. Where flexible sprinkler piping is approved for use, six (6) foot typical lengths shall be used to provide maximum placement flexibility.
2.2 SPRINKLERS
A. General: Sprinklers shall be in conformance with NFPA 13. Applications of type and style of sprinklers to protection of the specified facilities shall be approved by the GSA Regional Fire Protection Engineer.
B. Types: Release elements shall be suitable for specific application. Provide quick response automatic sprinklers in all light hazard office and all other occupancies in which their use is listed or approved. Extended coverage upright and pendant sprinklers shall not be permitted. Sprinklers with “O-ring” seals shall not be permitted. Sprinklers located within the air streams of unit heaters or other heat emitting equipment or skylights shall be selected for proper temperature rating.
D. Mechanical Protection: Protect sprinklers installed where they might receive mechanical injury/damage or are less than 6 ft.-8 in. (2.1 meters) above the floor level with approved guards in accordance with NFPA 13. Protect sprinklers from mechanical injury/damage in elevator machine rooms, elevator pits, electrical

E. Suspended Ceilings: Provide pendant sprinklers, with pipe and fittings located above the suspended ceiling. Provide chromium-plated finish on copper alloy escutcheons, and chromium-plated sprinklers below suspended ceilings.
Sprinklers in suspended ceilings shall be pendent or semi-recessed pendent sprinklers. Concealed sprinklers shall not be used.
F. Spare Sprinklers: Provide a minimum of one approved metal cabinet containing a stock of spare sprinklers of all types and ratings installed as well as any special tools required for removal or replacement of the sprinklers. The number of spare sprinklers shall conform to NFPA 13 for minimum overall number of spare sprinklers with a minimum of two (2) of each type of sprinkler used in the project provided. The cabinet shall be located, in an area where the temperature will not exceed 100 degrees F. (38 degrees C.), and approved by the GSA Regional Fire Protection Engineer.
2.3 PIPE SLEEVES
A. General: Provide pipe sleeves where piping passes entirely through walls, floors and partitions. Secure sleeves in position during construction. Provide sleeves of sufficient length to pass through entire thickness of walls, floors and roofs. Provide 1 inch (25 mm) minimum clearance between exterior of piping and interior of sleeve or core-drilled hole. Where noise attenuation is required, pack the space with mineral wool or other flame resistant insulation and seal space at both ends of the sleeve or core-drilled hole with plastic waterproof cement that will dry to a firm but pliable mass, or provide a mechanically adjustable segmented elastomeric material. Penetrations of fire-rated wall and floor assemblies shall be sealed with a listed firestopping materials and methods as described in Specification Section 07 84 00 (07270).
1. Sleeves in Masonry and Concrete Walls, Floors, and Roofs: Provide hot-dip galvanized steel, ductile-iron, or cast-iron sleeves. Core drilling of masonry and concrete may be provided in lieu of pipe sleeves when cavities in the core-drilled hole are completely grouted smooth.
2. Sleeves in Other Than Masonry and Concrete Walls, Floors, and Roofs:
Provide 26 gauge galvanized sheet steel.
3. Sleeves in concrete sidewalks or drives for stand-alone sidewalk Siamese connections: Provide hot-dip galvanized steel or ductile-iron sleeves for penetrations of concrete sidewalks. Seal the top of the sleeve to prevent any penetration of the interior with liquids from the top of the concrete.
Water from the sidewalk must not come into contact with the steel piping used for the fire department connection. Use a mechanical seal where feasible.

2.4 PRESSURE GAUGES
A. General: Provide approved pressure gauges at all locations required by NFPA 13, NFPA 14, NFPA 20, the manufacturer’s installation directions, and GSA Facilities Standards for the Public Buildings Service, PBS-P100. The gauges shall be provided regardless of design drawings that do not specifically call out each individual location where required.
PART 3 - EXECUTION
3.1 INSTALLATION
A. Installation, workmanship, fabrication, assembly, erection, examination, inspection and testing shall be in accordance with NFPA 13 latest edition, except as modified herein. Install sprinkler piping straight and true, to bear evenly on hangers and supports. Sprinkler piping shall be hung from structural elements capable of bearing the full designed load and in full compliance with all referenced codes. No other load shall be suspended from sprinkler piping or sprinkler piping hangers/supports. Do not hang piping from plaster ceilings. Keep the interior and ends of new piping and existing piping affected by Contractor's operation thoroughly cleaned of water and foreign material. Keep piping systems clean during installation by means of plugs or other approved methods. When work is not in progress, securely close open ends of piping to prevent entry of water and foreign material. Inspect piping before placing into position.
B. Install valves as shown on the drawings and as recommended by the manufacturer. Lubricate valves and exercise them after installation and prior to testing to assure proper operation, travel, and ease of use. Valves that hang up during operator travel, are stiff and difficult to use, require the use of a wrench or other tool to force the operator to move, or that do not close completely shall be replaced with a new and unused valve.
C. Install hangers so that they are straight and true. Hangers that are bent or angled because of improper placement shall be replaced with new hangers.
D. Field Changes: Field changes shall not be made in the piping layout or pipe sizes without the prior approval of the Contracting Officer’s Representative and the GSA Regional Fire Protection Engineer.
F. Welding: Perform all welding in the shop. Any field welding must be approved by the Contracting Officer’s Representative after he/she receives approval from the GSA Regional Fire Protection Engineer. The GSA Regional Fire Protection Engineer will evaluate the exposure created by the proposed operations and review procedures related thereto for the prevention of fires in accordance with NFPA 51B Standard for Fire Prevention During Welding, Cutting, and Other Hot Work. The contractor is responsible for complying with all requirements of Section 01 35 25 Fire Prevention and Protection in Construction, Alteration, and Demolition

3.2 FIRESTOPPING & FIREPROOFING
A. General: Firestop all holes for piping, or other penetrations which pass through floor slabs, fire-rated walls, partitions with fire-rated doors, vertical service shafts, or any fire-rated assemblies in accordance with Section 07 84 00, Firestopping.
Existing holes through which new piping for this project passes shall be totally firestopped in a manner that restores the fire protection rating of the penetrated wall, floor, ceiling or other structure.
B. Where structural fire proofing is disturbed, damaged, or destroyed as a result of the sprinkler system installation, the contractor shall be responsible for restoring the fire proofing to the required fire resistance rating in an approved manner. This restoration shall be done in accordance with the UL listing or FM approval of the fireproofing materials, requirements of the building, fire, and life safety codes in effect for the project, and in accordance with Specification 07 81 00 Applied Fireproofing.
3.3 TESTING
A. Preliminary Testing: Hydrostatically test wet-pipe sprinkler system, as required by NFPA 13 in the presence of the Contracting Officer’s Representative or his designated representative. The Contractor and an authorized representative from each supplier of equipment shall be in attendance at the preliminary test. Test waterflow alarms, tamper switches, and all other devices for smooth and correct operation. Test the waterflow alarms by flowing water through the inspector's test connection. When tests are completed and corrections made, submit a signed and dated material and test certificate compliant with that specified in NFPA 13, with a request for formal inspection and final acceptance tests.
B. Final Inspection and Testing: Notify the Contracting Officer’s Representative in writing when all preliminary tests have been completed and all necessary corrections made, so as to permit final inspection and testing. Submit request for testing at least fifteen (15) calendar days prior to test date with the completed material and test certificate compliant with NFPA 13. A final acceptance test will not be scheduled until the O&M Manuals are provided to and approved by the Contracting Officer’s Representative and the following are provided at the job site:
1. At the final test, a material and test certificate must be provided in accordance with NFPA 13.
2. Submit up-to-date redlined shop drawings to Contracting Officer’s Representative at the final test. These drawings shall be undamaged sets of prints of the shop drawings, with changes from the original drawings marked in red. Three (3) additional copies of the as built drawings shall be provided for the final acceptance test team for their use during the final acceptance tests.

The contractor shall assure that representatives of all installing contractors, manufacturers, designers, GSA associates, and tenants necessary to perform any and all testing are present for the final acceptance testing. Any delays or additional costs in testing or repeated testing necessary to complete this requirement because representatives were not on site for testing shall not be the responsibility of the Government.
4. A member of the GSA Regional Fire Protection and Safety Branch
(FP&SB) shall witness the final tests. At this time, any and all tests required to confirm system operation in compliance with the contract documents shall be repeated at the discretion of the Government. Should the wet pipe sprinkler system or any of its components or interfaces thereto not operate as required, the FP&SB representative may cancel the final test and require the final test to be repeated when deficiencies are resolved to the satisfaction of the FP&SB representative. Any such repeated tests as required by the Government shall be done at no additional expense to the Government. Repeated testing expenses shall be borne by the contractor and shall include but not be limited to, contractor’s direct and indirect expenses for repeating the testing, travel and professional expenses for project Architects and Engineers related to final acceptance testing, travel and professional expenses for GSA fire protection engineers, technicians, contracting officers, contracting officer’s representatives, project managers and property managers and any other expense necessary to repeat final acceptance testing as required by this contract. The Contractor and an authorized representative from each supplier of equipment shall be in attendance at the final test.
6. The contractor shall perform all testing in occupied facilities at times of day that present the lowest impact and disruption to government business and activities. Coordinate all testing in occupied buildings with the Property Manager to assure that sprinkler system testing does not interrupt government operations. This may require extensive after hours work to perform such testing.
7. The Contractor shall provide all personnel, equipment, tools, gauges, meters, ladders, and communication devices necessary for the performance of all tests. Government representatives are present to observe the testing and will not bring any equipment to perform testing. The Contractor shall provide communications devices for Government representatives observing the testing so that they may communicate with the members of the testing team.
8. Damage done to the facility from improper testing shall be the responsibility of the contractor and shall not be an acceptable reason for schedule delays or additional costs to the government.

9. Where pressure reducing valves (PRVs) are used, each and every one must be tested.
3.4 COORDINATION OF WORK
A. The Contractor shall coordinate this sprinkler system work with other trades to avoid conflicts, assure system completion and testing within the project schedule and to assure a quality, workmanlike finished product. In occupied buildings the Contractor shall coordinate all work with the GSA Property Manager to limit the disruptions to government business and activities. This may mean altered scheduling, after hours work, and/or sequencing construction activities to avoid disruptions to occupants of the building.
B. Disruptions to existing automatic sprinkler systems shall be kept to a minimum or avoided. Sprinkler systems outside of the construction project shall be kept in service at all times in a method approved by the GSA Regional Fire Protection Engineer.
C. Delineate phasing of construction to ensure that installations of new systems are expedited, and existing systems are kept in service until the replacement system is operational.
D. If fire protection systems are to be disrupted, procedures compliant with Section
01 35 25 (01596)– Fire Prevention and Protection in Construction, Alteration, and Demolition Projects shall be incorporated into the design and execution to maintain equivalent levels of fire protection and provide formal notification to the facility while systems are down. The determination of equivalency shall rest with the GSA Regional Fire Protection Engineer.
3.5 AS-BUILT DRAWINGS/DOCUMENTATION
A. Prepare and submit to the Contracting Officer’s Representative six (6) sets of detailed "As Built Drawings." The drawings shall provide the installed representation of all equipment in the format required for submittal shop drawings as a minimum. The drawings shall show the system as installed including all deviations from both the project drawings and the approved shop drawings. The drawings shall also include all information as required by NFPA 13. The drawings shall be prepared on uniform sized sheets with no smaller than a 1:1/8 in (100 mm) scale. Submit these drawings within two weeks after the final acceptance of the system. One fully complete set of As Built Drawings for the entire building must be reprinted and placed in the fire command center.
C. Provide three (3) sets of all As-Built CAD based electronic drawings; each set shall include DWG and DWF file formats, including all associated externally referenced electronic files (Xref’s). These As-Built electronic files shall contain externally referenced files that have been inserted (do not Bind the Xref’s). Provide both DWG and DWF file formats on three (3) separate recordable CD-R’s (do not use

CD-RW’s or DVD-R/RW’s). In addition, provide in each set a read only PDF copy of each As-Built drawing for archiving purposes. PDF files shall be created using the PDF Creator utility. These three (3) CD-R’s shall be formatted, written to, and the recording session closed in such a manner as to prevent additional electronic file transfers to the recordable CD-R’s. Refer to Division 1 for any additional requirements.
