SECTION 01 35 25 – FIRE PREVENTION & PROTECTION IN CONSTRUCTION,

ALTERATION, AND DEMOLITION PROJECTS

1. GENERAL

1.1. Scope

1.1.1. This specification shall apply to structures in the course of construction, alteration, or demolition activities.

1.2. Purpose

1.2.1. This specification is intended to prescribe minimum safeguards for construction, alteration, and demolition operations in order to provide reasonable safety to life and property from fire during such operations.

1.2.2. This specification provides measures for preventing or minimizing fire damage during construction, alteration, and demolition operations.

1.2.3. This specification is intended to provide guidelines for the Contractor’s response to fire related incidents and efforts to mitigate effects and losses from the same.

1.2.4. This specification provides requirements for reporting thresholds following fire related incidents.

1.3. Application

1.3.1. A fire safety program shall be included in all construction, alteration, or demolition projects.

1.3.2. The GSA Regional Fire Protection Engineer shall be consulted for guidance in application of this specification.

1.3.3. The Authority Having Jurisdiction (AHJ) for all technical aspects of this specification and application thereof shall be the GSA Regional Fire Protection Engineer.

1.3.3.1. In case of a conflict between applicable regulations, the more stringent requirements shall apply. Any guidance in regard to interpretation of codes and standards shall be sought from the GSA Regional Fire Protection Engineer.

1.3.3.2. The GSA Regional Fire Protection Engineer shall make the final decision on the proper compliance with this specification in case of conflicts.

1.3.4. GSA reserves the right to administer and enforce this program, even if the building is entirely under the jurisdiction of the contractor.

1.4. Definitions

1.4.1. Fire Watch: The individual(s) prepared for first aid firefighting who proactively observe(s) for the start of fire resulting from the effects of hot work. Such work must be the sole duty of this individual.

1.4.2. Fire Patrol: The individual(s) who regularly walk through a space prepared for detecting the presence of a fire and providing notification to both building occupants and the fire department due to an absent or impaired fire protection system

1.6. Acquisition of Publications

1.7. Equivalent Technologies

1.7.1. Nothing in this specification is intended to prevent the use of systems, methods, or devices of equivalent or superior quality, strength, fire resistance, effectiveness, durability, and safety over those prescribed in this specification.

1.7.2. Technical documentation shall be submitted to the GSA Regional Fire

Protection Engineer to determine equivalency. The system, method, or device shall be approved for the intended purpose by the GSA Regional Fire Protection Engineer prior to being utilized.

1.7.3. Systems, methods, or devices that are submitted for review after construction, alteration, or demolition starts, or after the systems, methods, or devices have been used, may be summarily rejected due to contractual considerations and/or technical considerations.

2. CONTRACTOR RESPONSIBILITIES

2.1. The Contractor shall assume full responsibility for compliance with all applicable codes, standards, and regulations pertaining to the fire & life safety of persons during execution of the work.

2.2. The Contractor shall be responsible for and liable for all damages both direct and indirect resulting from the Contractor’s personnel or subcontractor’s personnel damaging existing fire protection and life safety systems and equipment during any construction, alteration, or demolition.

2.3. When such damage occurs, the Contractor is responsible for:

a) Immediately notifying the GSA Property Manager & the Contracting Officer,

b) Immediately repairing the damage, and

c) Remaining on site until all damage has been repaired.

2.4. The Contractor shall hold the government harmless for any action or omission on the Contractor's part, or that of the Contractor's employees or subcontractors, that results in illness, injury, or death

2.5. Prior to commencing construction, alteration, or demolition operations the contractor shall appoint an on-site fire safety program manager.

2.5.1. For projects where the government retains the services of a construction manager or on-site technical representative, the fire safety program manager shall be from that oversight organization.

2.5.2. The fire safety program manager shall have knowledge of the applicable fire protection standards, available fire protection systems, and fire inspection procedures

2.5.3. The fire safety program manager shall assure that all requirements of this specification and of referenced codes and standards are being complied with throughout.

2.5.4. The fire safety program manager shall also have the authority to enforce provisions of this specification to assure compliance.

2.6. The Contractor shall develop and maintain a written fire safety program in compliance with NFPA 241, NFPA 51B, and the International Fire Code, Chapter 33.

2.6.1. A copy of the contractor’s site specific fire safety program shall be provided to the Contracting Officer at least 15 days prior to the beginning of construction, alteration, or demolition activities.

2.6.2. A copy of the GSA Regional Fire Protection Engineer approved Site

Specific Fire Safety Program shall be maintained onsite and be filed with the fire safety program manager and GSA Property management office.

2.7. Pre-Fire Response Plan with FD: The local responding fire department should be actively involved in all preplanning activities in compliance with NFPA 1620 (Standard for Pre-Incident Planning). The items noted below must be included.

2.7.3. In lieu of Local Responding Fire Department Participation, the Contractor may provide the above noted information and place into a binder in the Fire Command Center. Such documents shall be approved by the GSA Regional Fire Protection Engineer.

2.8. The Contractor shall provide training for all on site contractor personnel on fire prevention and protection procedures.

2.9. The Contractor shall provide for all equipment and supplies as required by this specification.

2.10. The Contractor shall protect existing fire protection equipment and systems from damage incurred by their construction, demolition, and alteration activities.

2.11. All existing fire protection systems and equipment shall be maintained in continuous service.

2.12. The Contractor shall take all necessary precautions to prevent injury to the public, occupants, or damage to property of others.

2.12.1. The public and occupants includes all persons not employed by the

Contractor or a subcontractor.

2.12.2. Where practical, the work area shall be fenced, barricaded, or otherwise blocked off from the public or occupants to prevent unauthorized entry into the work area.

2.12.3. Care must be taken not to eliminate the means of egress for occupants of occupied areas of the building.

2.13. Fire Safety Program: The Contractor shall submit, for approval by the GSA Regional Fire Protection Engineer, copies of the site specific fire safety

2.13.11.4. Post Incident Notification & Documentation

2.15. No time extension or additional payment- See other Division 1 requirements for stop work orders.

2.16. Emergency Suspension of Work:

2.16.1. Immediate Correction Required: When the Contractor is notified by the

Contracting Officer, or the Contracting Officer’s Representative (COR), of non-compliance with the fire safety provisions of the Contract, the Contractor shall immediately, unless otherwise instructed, correct the unsafe or unhealthy condition.

2.16.2. Stop Work Order: If the Contractor fails to comply promptly, all or part of the Work will be stopped by notice from the Contracting Officer or the Contracting Officer’s Representative (COR)

2.16.3. Resuming Work: When satisfactory corrective action has been taken by the Contractor, as determined by the Contracting Officer or the Contracting Officer’s Representative (COR), work shall resume.

2.17. Fire and Explosion Reports

2.17.1. Accident Reporting: Any fire protection related accident or occupational illness which will require reporting to the Contractor's insurance carrier(s) and/or to the Occupational Safety and Health Administration (OSHA) must be reported to the Regional Fire Protection and Safety Team no later than 48 hours following the incident. GSA Form 3620, "Report of Injury/Illness or Accident," shall be used for this requirement.

2.17.2. A copy of each loss report that the Contractor or Subcontractors submits to their insurance carriers as a result of a fire or explosion shall be submitted to the Contracting Officer Representative (COR) within seven calendar days after the date of the incident. It is recommended to

Properly destroy documents when no longer needed include the URL for the Insurer’s loss reporting function of their website or a blank copy of their loss report form with the fire protection plan in order to facilitate timely reporting.

2.17.3. Notifications

2.17.3.1. In the event a fire or explosion results in the injury of any individual(s) or the death of any individual(s), the Contractor, shall verbally notify the Contracting Officer immediately.

2.17.3.2. If the incident results in an evacuation of the facility for 1 hour or longer or if the building is deemed unsafe or uninhabitable by local authorities after an incident, the Contractor shall verbally notify the Contracting Officer immediately.

2.17.3.3. A written report shall be forwarded to the GSA Regional Fire

Protection Engineer no later than 48 hours following the incident.

2.17.4. Cooperation

2.17.4.1. In the event a fire or explosion takes place in a construction, alteration, or demolition site, the Contractor shall cooperate with Federal, State, and Local fire investigators to determine the cause.

2.17.4.2. If the incident triggers a Federal Board of Inquiry, the Contractor shall provide all information and contractor personnel required by the Board.

3. EXECUTION

3.1. Basic Requirements

3.1.1. Minimize Disruptions

3.1.1.1. Disruptions to fire protection systems and equipment shall be kept to a minimum or avoided.

3.1.1.2. Delineate phasing of construction to ensure that installations of new systems are expedited, and existing systems are kept in service until the replacement system is operational.

3.1.1.3. See GSA Facilities Standards for the Public Buildings Service, PBS – P100 for further information.

3.1.2. All existing fire protection systems and equipment shall be maintained in continuous service.

3.1.3. Pre-planned and Emergency impairments involving disruptions to the fire alarm, sprinkler, standpipe or similar fire protection systems shall comply with this specification.

3.1.4. Any pre-planned impairments that will involve disruptions for phased work shall have a procedure documented and approved in writing by the Contracting Officer’s Representative (COR) and GSA regional fire protection engineer.

3.1.5. Coordinate all necessary system shutdowns with the GSA property manager.

3.1.5.1. Contractor is responsible for costs of shutdowns including assistance by the building O&M service contractor.

3.1.5.1.1. O&M service contractor is to be hired as a sub-contractor to provide assistance and to perform any building system shutdowns.

3.1.5.1.2. O&M service contractor shall be contacted through GSA property Manager.

3.1.5.2. Contractor is responsible for the cost of providing fire patrols.

3.1.6. Emergency impairments are particularly critical In particular, unwanted sprinkler releases from physical damage present a high loss potential due

Properly destroy documents when no longer needed to water damage of room contents, including electronics. Additionally, mold growth from delayed or improper clean up can result. Contractors shall have a spill response kit with a floor plan showing the location of valve(s) necessary for system isolation, shop vacuums, absorbent materials (boom, socks, pads, etc.), mops, and squeegees at a minimum.

3.2. Fire Alarm Impairments

3.2.1. Maintain existing fire alarm equipment outside of any area(s) under construction fully operational.

3.2.1.1. As necessary for completion of modifications, the existing fire alarm system and associated equipment can be taken out of service only during construction periods in which the system is being modified and the Contractor is at the work-site.

3.2.1.2. Prior to leaving the work-site each day the Contractor shall restore the fire alarm system to service. Work shall be completed in such a manner that allows for the return to service of the fire alarm system at the end of the work shift.

3.2.1.3. Existing fire alarm system and associated equipment shall not be removed from the construction area nor shut off for more than one shift at a time.

3.2.1.4. If it’s not practical to isolate the fire alarm system within the project area from adjacent non-work areas, all areas outside of the construction area shall also have the existing fire alarm system restored to service prior to leaving the project work area at the end of each work shift.

3.2.1.5. If the affected portion of the system remains out of service, a fire patrol shall be established at the contractor’s expense until all systems are properly restored back in service.

3.3. Water Based Fire Protection (Standpipe/Fire Pump/Sprinkler) System Impairments

3.3.1. Maintain existing fire protection systems outside of any area(s) under construction fully operational.

3.3.1.1. As necessary for completion of modifications, the existing fire protection sprinkler system and associated equipment can be taken out of service only during construction periods in which the system is being modified and the Contractor is at the work-site.

3.3.1.2. Prior to leaving the project work area at the end of each work shift, the contractor shall ensure the sprinkler system is properly restored back in service. Work shall be completed in such a manner that allows for the return to service of all sprinklers at the end of the work shift.

3.3.1.3. Sprinklers and standpipes shall not be removed from the construction area nor shut off for more than one work shift (i.e., maximum 12 hours) at a time.

3.3.1.4. If it’s not practical to isolate the sprinkler system within the project area from adjacent non-work areas, all areas outside of the construction area shall also have the existing fire protection sprinkler system restored to service prior to leaving the project work area at the end of each work shift

3.3.1.5. If the affected portion of the system remains out of service, a fire patrol shall be established at the contractor’s expense until all systems are properly restored back in service.

3.3.2. Hot work shall be prohibited during sprinkler impairments.

3.3.3. The contractor shall also conduct and document any required inspections or tests to verify that the affected system is operational in accordance with NFPA 25 (Inspection, Testing, and Maintenance of Water Based Fire

Protection Systems – latest edition), Chapter 15 “Impairments” requirements.

3.4. Preserve Existing systems

3.4.1. Removal of Suspended Ceilings in building areas Protected with Pendent

Type Sprinklers

3.4.1.1. There may be fire risks associated with the removal of suspended ceilings in projects where the space is protected with pendent type sprinklers such that interim risk mitigation strategies will need to be developed.

3.4.1.2. An approved interim risk mitigation strategy must be approved by the regional fire protection engineer. Interim risk mitigation strategies might include, but are not limited to:

3.4.1.2.1. Initiate an approved fire patrol; or,

3.4.1.2.2. Installation of temporary walls having a 1-hour fire resistance rating to separate the occupied portion of the building from the portion of the building under renovation; or,

3.4.1.2.3. Modifying the existing sprinkler system by installing new temporary upright sprinklers that provide the required protection for the space under renovation; or,

3.4.1.2.3.1. The upright sprinklers shall be installed within 12 inches of the deck above and obstruction sprinklers shall be provided where required by NFPA 13.

3.4.1.2.3.2. These temporary upright sprinklers shall remain in service until the new sprinkler system for the project is installed, tested, and accepted by the government

3.4.1.2.4. Other solutions approved by the GSA Regional Fire

Protection Engineer that eliminate potential ignition sources and limit the amount of fuel available to the fire.

3.5. Protection of Personnel: The Contractor shall take all necessary precautions to prevent injury to the public, occupants, or damage to property of others.

3.5.1. The public and occupants include all persons not employed by the Contractor or a subcontractor.

3.5.2. Where practical, the work area shall be fenced, barricaded, or otherwise blocked off from the public or occupants to prevent unauthorized entry into the work area.

3.5.3. Care must be taken not to eliminate the means of egress for occupants of occupied areas of the building.

3.6. Protection of Existing Structure

3.6.1. Temporary storage of equipment to be installed, combustible construction materials, or combustible packing materials shall not be permitted in unprotected structures under construction or alteration unless authorized by the GSA Regional Fire Protection Engineer.

3.6.2. Storage shall not be permitted in unprotected structures until protection is in service.

3.6.3. Yard storage of equipment to be installed or combustible construction materials shall not be stored closer than 9 m (30 ft.) from the structure under construction or alteration.

3.7. The Contractor shall perform roofing operations as required in NFPA 241, chapter 9.

3.8. The contractor shall perform demolition operations as required in NFPA 241, chapter 10.

3.9. Fire Watches and Patrols

3.9.1. Where a Fire Watch or Fire Patrol is required by GSA standards or codes referenced therein, such personnel shall be trained and have documentation of hands on fire extinguisher training complying with 29 CFR 1910 within the previous twelve months

3.9.2. The sole duty of Fire Watch or Fire Patrol personnel shall be to perform constant patrols and watch for the occurrence of fire.

3.9.3. The Fire Watch or Fire Patrol shall be provided with at least one approved means for notification of the fire department.

3.9.4. All Fire Watch or Fire Patrol personnel shall have a direct means of communication with the project superintendent

3.9.5. Fire Watch or Fire Patrol shall be trained on how to sound the alarm within the building during any impairment and to independently notify the public fire department of a fire emergency within the building.

3.11. Conduct Employee Training

3.11.1. The Contractor shall provide training to all of their personnel working on-site and any subcontractors working under their contract.

3.11.2. The Contractor shall maintain documentation of such training.

3.12. Program Oversight and Review

3.12.1. The Fire Safety Program Manager shall conduct regular oversight to ensure compliance with the requirements of the program.

3.12.2. The Contractor shall review the site specific Fire Safety Program annually
