FIRE ALARM AND NOTIFICATION SYSTEM REPLACEMENT

SECTION 02 8300 - LEAD

PART 1 GENERAL

1.01 Scope of Work

A. Refer to the drawings and all bid amendments, bulletins, etc. as well as Section 011000 SUMMARY and the project drawings including scope of work areas.

B. Refer to the August 2022 Hazardous Materials Report from Resource International and the TRC Hazardous Materials Report (August 2019). This is for both the garage and building.

1.02 Schedule

A. Contractor shall coordinate all work and prepare a construction schedule along with dates/time the work will be performed. All work shall be coordinated with the GSA PM and Property Management. Indicate if work is to be performed in phases and describe the phases with a narrative indicating the extent of each phase on the hazardous materials drawings or asbestos abatement drawings. List the number of days and/or the number of work shifts that are required to complete the work described in Section 1.01 above, per phase, if applicable. Refer to Section 011400 Work Restrictions for working hours. Indicate if the work will be performed within normal business hours or nights and weekends

G. Where a conflict exists between applicable codes or standards, the more stringent requirement will take precedence.

1.04 Definitions

A. Certified Renovator: A person that has completed the required renovator training course(s) accredited by EPA or an EPA authorized program which will teach them how to work lead safe including periodic refresher training, follows lead-safe work practices, and is certified with the EPA.

B. Child occupied facility: A building or portion of a building constructed before 1978 that is visited regularly by a child who is 6 years of age or less, on at least 2 different

days within a given week, if each day’s visit is at least 3 hours and the combined weekly visit is at least 6 hours in length, and the combined annual visits are at least 60 hours in length.

C. Cleaning verification card: An EPA Lead Renovation, Repair, and Painting Rule cleaning verification method where a Certified Renovator compares each cleaning cloth representing a specific surface section to the example cleaning cloth on the cleaning verification card to check if areas have been adequately cleaned.

D. Exterior work: Work that is performed outside of a building where at no time waste, workers, materials, tools, or debris will enter or pass through the interior of the building.

E. Government’s Environmental Consultant (GEC): The professional individual who is employed either directly or indirectly by GSA, but not through the General Contractor or their sub-contractors to provide third party observations, project coordination, project air sampling, including clearance sampling, and oversight on behalf of GSA on every aspect of a lead project.

F. Lead Abatement Contractor/Supervisor (supervisor): Any person who supervises lead abatement workers. This person must be trained, accredited, and licensed (as required by State Regulation), and must also meet OSHA “competent person” criteria for lead abatement.

G. Lead-based paint: As defined by the EPA, paint or similar surface coatings that contain lead in equal to or in excess of 1.0 milligram per square centimeter (mg/cm2), 5000 milligrams per kilogram (mg/kg) [equivalent to 5000 parts per million (ppm)] or

0.5 percent by weight of lead.

H. Lead-containing paint: Paint or similar surface coatings that contain any detectable quantity of lead below EPA’s definition of lead-based paint.

I. Lead dust: Surface dust that contains lead.

J. Lead Renovation, Repair, and Painting Rule (RRP Rule): EPA rule that requires firms performing renovation, repair, and painting projects that disturb lead-based paint in homes, child care facilities and pre-schools built before 1978 have their firm certified by EPA (or an EPA authorized state), use certified renovators who are trained by EPA-approved training providers, and follow lead-safe work practices.

K. Level 1 lead work: Work activities involving lead-based paint where a negligible amount of lead-contaminated dust may be generated and a minimal amount of preparation and worker protection is required. A negligible amount is an amount that is non-visible or barely visible and localized. Level 1 work activities shall not include cleaning of visible, lead-contaminated dust. Examples of level 1 lead work may include minor investigative work, small installations such as outlets, drilling holes for equipment installation, or whole component removal. Level 1 lead work does not require a GEC.

L. Level 2 lead work: Work activities involving lead-based paint or lead dust where a moderate amount of lead-contaminated dust and/or debris is present or will be generated or disturbed and neither the quantities nor the duration of effort warrant full-scale work area preparation and worker protection. A moderate amount is an amount that is clearly visible, may contain debris and paint chips, but will not spread beyond a small area drop cloth to any other surface in the room.

M. Level 3 lead work: Work activities involving lead-based paint or lead dust where lead-contaminated dust and/or debris is present or will be generated or disturbed in significant amounts and for enough time to warrant full-scale work area preparation and worker protection. A significant amount is an amount that cannot be contained by the use of a small area drop cloth.

N. Small area drop cloth: 6-mil thick poly sheeting or equivalent impermeable material with a minimum distance beyond the surfaces being renovated (6 feet for interior jobs and 10 feet for exterior jobs)

O. Work area: Areas where lead abatement activities are conducted.

PART 2 SUBMITTALS

2.01 Pre-work Submittals

A. Qualifications

1. Submit a copy of current lead abatement contractor license.

2. Submit a copy of training certificates for each individual that will be conducting work. A minimum of renovation, repair, and painting (RRP) or lead abatement worker training is required for each worker.

3. Submit a copy of lead awareness training certificates for each individual that will be conducting work. Training shall, at a minimum, cover all topics listed in OSHA regulations.

4. Submit evidence of five projects similar to scope and size to this project that were completed in the last 36 months.

B. Lead Work Plan Submit a written lead work plan and supplemental drawings with work plan items illustrated to the GSA Project Manager, Contracting Officer's Representative (COR), Contracting Officer (CO), and regional environmental office at least 30 calendar days prior to the start of the work. Both the GSA regional environmental office and the GEC will review. Final approval must be received from the GSA regional environmental office prior to any construction. Submit work plans in the same format as indicated below.

The lead work plan must include the following:

1. Location, quantity, of material that will be impacted

2. Areas of the building which will be tenant-occupied while work takes place

3. Locations of critical barriers

4. Delineation of each work area and location of enclosures

5. Location of decontamination enclosure systems (attached or remote)

6. Route of workers and waste from parking lot to work area(s)

7. Location of negative air machine exhaust points and path of exhaust ducts (if applicable)

8. A narrative sequencing plan with a detailed schedule clearly indicating the various aspects of the work

9. Description of how lead waste will be handled during the project including waste accumulation area(s), hazard waste testing, labeling, location of disposal facility, waste transport method, and handling of waste manifests

10. Safety data sheets for all chemicals that will be used

11. Completed GSA Notification Form (Refer to Exhibit 1)

12. Variance request(s) (if applicable)

2.02 Post-Work Submittals

A. Submit a final report to the GSA Project Manager, COR, CO, and regional environmental office detailing the work that was completed including, the procedures

that were used, the quantities and exact locations of the removed materials, personal air monitoring reports, job progress reports, daily logs, entry logs, toxicity characteristic leaching procedure TCLP analysis, and waste manifests with disposal site information and EPA generator ID number.

1. At any time during the project, the following must be made available upon request: the results of the personal air monitoring, the differential air pressure readings for each containment area (if applicable), job progress reports detailing daily activities and any incidents or changes to work plan, and copies of worksite entry logs showing names, dates, and times for worker and visitor access to the work area.

B. Level 1 Cleaning Verification Process documentation by Abatement Contractor.

1. Document cleaning and decontamination procedures in writing and submit to the

GSA regional environmental office prior to re-occupancy for all Level 1 lead work.

2. Photographic documentation of cleaning verification shall be included in submission to the GSA regional environmental office prior to re-occupancy.

2.03 Variances

Any deviation from the work practices and procedures described in this specification require an approved variance. Variances must be requested in writing to the GSA Project Manager, COR, CO, and regional environmental office. Variances must be approved by the GSA regional environmental office prior to the start of any work. The written variance request must include a detailed description of the procedure(s) to be used in lieu of the specification requirements and an explanation of why the variance is warranted. Variances must be included in the lead work plan, where required.

Variances submitted after award is not guaranteed to be accepted and no additional costs will be allowed if the variance is not accepted. Bidders may submit variance requests during the bidding process via a question to the CO.

PART 3 EXECUTION

3.01 Prohibited Activities

A. The following shall not be permitted:

1. Open flame burning or torching.

2. Use of heat guns above 1100oF.

3. Use of machines to remove paint or other surface coatings through high speed operation such as power sanding, power grinding, power planning, or needle gun unless such machines have shrouds or containment systems and are equipped with a HEPA vacuum attachment.

4. Use of abrasive or sand blasting without Level 3 work area isolation and preparation engineering controls.

5. Dry scraping or sanding farther than one (1) foot from electrical outlets.

6. Use of volatile strippers in poorly ventilated spaces or strippers that contain methylene chloride.

7. Use of compressed air.

8. Eating, drinking, smoking, chewing tobacco, chewing gum, or applying cosmetics in the work area.

9. Use of strippers that are not compatible with new paints, coverings, or coatings to be installed.

B. Level 1 lead work procedures to clean existing lead dust shall not be permitted. Level 2 and Level 3 lead work procedures shall be utilized as a response action to remove identified lead contaminated dust.

3.02 Personal Protective Equipment

A. Employers are responsible for providing adequate personal protective equipment (PPE) for their employees to ensure they are protected during work activities based on personal air monitoring data required by OSHA.

B. Employers are responsible to ensure that their employers wear and correctly use PPE to avoid lead dust from migrating outside of the work area. Any additional clean-up as a result of lead migration from improper worker practices will be the responsibility of the contractor. Any such areas shall be immediately cleaned by the contractor and the clearance sampling performed at no cost to the government.

C. Disposable foot covers are required at a minimum.

D. Don disposable foot covers each time a worker enters a work area.

E. Doff disposable foot covers each time prior to a worker leaving the plastic containment area.

3.03 Lead-Containing Paint Work Procedures

A. Lead-Containing Paint Work Practices:

1. Adhere to section 3.01

B. Work Area Isolation and Preparation:

1. Isolate the work area to prevent unauthorized access.

2. Cover floors in the work area, including carpet, with plastic sheeting or other impermeable material to six (6) feet in each direction beyond the perimeter of the surfaces that are undergoing renovation.

C. Clean-up:

1. Conduct prompt clean-up of dust and debris using HEPA vacuum and wet methods on a continuous basis.

2. Clean drop cloths using HEPA vacuum and wet methods.

3. Visually inspect the work area for dust, dirt, debris, or residue and clean as necessary.

D. Disposal:

1. Dispose of any dust or debris in leak-tight containers.

2. Dispose of drop cloths by folding inwards, securing with duct tape, and placing in leak-tight containers.
