“C.1.40.4 Miscellaneous Work Small projects/requirements may be requested by GSA and GSA occupancy agencies housed in the buildings covered under the scope of this Contract. Accomplishing these requirements generally requires skilled and experienced general labor, common supplies, and small hand and power tools of the building trades. As part of the monthly price for preventive/predictive maintenance services, the Contractor shall provide a total of 120 hours for the base period and each option period (hours are not cumulative to succeeding years) when requested by the COR through a NCMMS Work Order to accomplish discretionary work in the buildings covered by this Contract. The Contractor shall furnish the labor, tools and consumable materials, as necessary, to perform the work. The Contractor shall provide a plan as to how they intend to balance PM, service call work, etc. with miscellaneous work items that come up during a work-day. It is the Contractor’s responsibility to accurately record hours of labor expended. At a minimum, all labor hours shall be recorded in NCMMS and delivered by the Contractor in the Monthly Progress Report.”
3) Section L.6, Paragraph 2 Past Performance, Note #6 is revised in its entirety and the following is incorporated:
“6) The Government will consider past performance information submitted by the offeror regarding predecessor companies, and/or key personnel who have relevant experience. The Government will not consider subcontractor past performance.”
4) Section L.6 Paragraph 2, Past Performance, the following is incorporated at the end:

6) Section M.3 Total Evaluated Price is revised and incorporated as follows:
The Total Evaluated Price (TEP) will be determined by multiplying prices from Section B - SERVICES, ORDERING, AND PRICES by the quantities listed for each item (including monthly prices and line items inclusive of the BASE period and all OPTION periods). The summation of the resultant amounts will produce a total evaluated price.
Prices are to include all applicable labor, materials, supplies, equipment (except as otherwise provided), supervision, overhead, profit, general and administrative costs, travel time, parking and management. Each contractor’s price will be compared to the GCE and each other to determine if the price is fair and reasonable.
A TEP will be determined for the five (5) year pricing and ten (10) year pricing. Upon evaluation of the offerors, the Government will determine which, the five (5) or ten (10) year contract is most advantageous to the Government based on TEP and Net Present Value.
TEP will not be rated or scored in the same manner as will the technical factors. Price, however, will be considered in establishing the competitive range and in making the final source selection. The location and the equipment within represent a substantial capital investment, and it is in the Government’s best interests to secure the services of a technically qualified firm to provide CFM services. The Government is also eager to ensure that pricing for these services are fair and reasonable.
7) The proposal due date remains November 25, 2019, 5:00 PM CST.
