Question # Question Answer

Past Performance. As an Alaska Native village corporation, the SBA has counselled that the past performance of one subsidiary or executive leadership, can be considered the past performance of all of our subsidiaries. There is varying degrees of interpretation and consideration within the contracting community. What is the GSA consideration on this. See Amendment 0003.

Would the Government considering changing the past performance requirements in Section L.6 and Section M.1? See Amendment 0003.

Would the Government consider removing or revising Section L.6 note "6) The Government will not consider past performance information submitted by the offeror regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement. Past performance information submitted must be that of the offeror," and allow subcontractors' past performance? See Amendment 0003.

Can you share the quantity and value of the task orders issued for the past 3 years?

Since September 2017, there were over ten task orders issued, totaling more than $100,000.00 (when all combined). This is for informational purposes only and is NOT a guarantee from the Government of the number of orders or value of future task orders.

105 Are the miscellanous hours and parts per month?

No. See revised specification section C.1.40.4, Amendment 0003.

106 Can subsidiary past performance count? See Amendment 0003.

RFP 47PF0019R0135 RFI's Posting 5

As the U.S. Government Accountability Office (GAO) has ruled in favor of allowing the evaluation of experience to consider past performance information regarding affiliated companies, and FAR 15.305(a) (2) (iii) allows the evaluation to consider affiliate relevant experience. Please confirm our understanding of this precedent which allows a Native Hawaiian Owned firm to use an affiliated and/or sister company's past performance and resources to count as PRIME past performance? See Amendment 0003.

Item 9 of the SF33 states, “Sealed offers in original and 1 copies for furnishings and supplies or services in the Schedule will be received at the place specified in item 8”;

however, section L.10 Offerors Checklist states, “Have you fully completed and signed all three (3) copies of Standard Form 33, Solicitation, Offer and Award?”

Will the government please confirm how many copies of the proposal should be submitted in addition to the Original?

See Amendment 0001, Electronic Submission of Proposals.

See Amendment 0003 for the udpated L.10 Offerors Checklist.

Can you provide clarification regarding the RFI posting from today? We are confused about the instructions for Attachment A, Past Performance References. The RFP makes it sound like the government (you) will use the form to call our references (“reference checks”) to verify that the contracts submitted are in fact relevant. However, Question #57 implies that the form is actually to be used like a “PPQ”, which are generally required to be submitted to our customer’s by us and returned back to us before the proposal due date.

Can you clarify if the form is either 1) to be submitted to our customer’s by our firm to verify relevancy and then returned with our proposal or 2) the form is to be filled out by us and turned in with our proposal at which point you all will use the reference contact info to reach out to our customers and verify relevancy.

Attachment A shall be completed by the offereor, and submitted with the proposal. The Government will review for relevancy. Attachment A is not a PPQ. Please see L.6, M.1 and M.6 for further information on Past Performance.
