# RFP Reference Question Answer

L.3.C Are we required to submit all the pricing pages (pg 3 through 57) of the

SF33? Or is the MS Excel sheet (Electronic Pricing Sheet) to replace that? Please confirm. Normally both are submitted.

Due to the large number of CLINs, only the first two pages of the 1449 need to be submitted by the offeror. CLIN pricing is to be provided on the Excel electronic pricing sheet.

L.3 We are submitting as a Joint Venture. Per your instructions in L.3, we are required to submit a copy of our joint venture agreement with our proposal. Can we submit it with our price proposal?

Yes, please submit the joint venture agreement as part of the price proposal volume.

M.2 Can the government please reconsider the evaluation process that is being utilized on this bid? Using a Lowest Price Techinically Acceptable

(LPTA) evaluation process is not benificial to the government. Normally the lowest price is unrealistic and sets the contractor and government up for failure.

As stated in the solicitation, this procurement will utilize

Lowest Price Technically Acceptable source selection procedures.

General Question What is the tenant headcount in each of the buildings? By building:

Bryan Simpson CT - 385

Bennett FB - 424

Timberlake FB Annex -171

Timberlake Jr. FB - 248

Gibbons US Courthouse - Not available

George C. Young CT Annex - 184

Young FB-CT - 164

Golden-Collum FB - Not available

Ft Myers FB-CT - 152

Section L Does the contract we submit for janitorial past performance have to be a pure (100%) janitorial contract? Can we utilize a large contract that required both O&M and Janitorial requirements as long as it meets the

12 consecutive months, within past five (5) years and in a facility with a minimum size of at least 50,000 Sf.

Combined services is acceptable as long as the contract meets the requirements stated in the solicitation package.

C.1.2.1 Contractor Key Personnel Does the Technical Proposal require resumes for the PM; Two O&M

Area Supervisors; and The Janitorial Supervisor or name only

Resumes are not required.

C,1,2,2,1 Minimum Staffing Will the Government require the contractor to provide vacation replacements and if so, will the government security clear them in advance to work as needed

The minimum staffing takes in consideration vacation, holiday, and sick leave time in determining the number of employees. There is no expectation to cover employees that are out on authorized leave however, the contractor should realize that scheduling of the work force time-off should be such that there is still adequate coverage in the facilities during normal tenant work hours.

C.1.2.8.1 Asbestos Awareness Training Will the Government provide detail as to where asbestos is located. GSA has provided with this amendment the most recent

Asbestos Containing Material (ACM) surveys for buildings known to have asbestos: the George C. Young Courthouse, Golden Collum Courthouse, and Timberlake Jr. Federal

Building.

C.1.2.8.5 Lead Awareness Training Will the Government provide detail as to the location of Lead based material in the facilities.

No. Information Not Available.

C.1.2.14 Escorting Will the Government clear Subcontractors with recurring frequencies. GSA will determine the appropriate badging/credentials for vendors who visit the buildings on a frequent basis to alleviate the need for O&M escorts when possible. The contractor is responsible for escorting their subcontractors.

Any BAS subcontractor may need to be cleared in order to be provided an ENT account.

RFI Responses - Solicitation 47PE0721R0018 - Tampa 9 Combined Services - 02/18/2021

C.2.8 Architectural and Structural Please define Building and Site improvements. Is the contractor required to go above maintenance and make improvements to Government property for raising the value of the asset

The contractor is not required to go above maintenance and make improvements to government property without consent/approval from GSA.

C.2.35 Existing Deficiency List Report Will the Government provide the incoming contractor a copy of the exiting contractor's departure deficiency and the status of corrections?

No. As per Section C.7.0 Initial Inspection, the incoming

Contractor and the CO or designee shall make a complete and systematic initial inspection. The purpose of this inspection is to discover and list in an existing deficiency report all deficiencies that exists in the equipment and systems covered by the PWS, as well as the Contractor's itemized price (including labor, materials, overhead, and profit) for correcting each deficiency.

C.2.40 Government Furnished Equipment (GFE) Does the Government currently own manlifts for the Contractors use and maintenance?

The government does not provide any lifts for contractor use.

C.2.57 Open Protocol Systems Can the Contractor assume the Niagara N4 operating system for the

BAS is fully open to make software changes as necessary to align with the most efficient operation of the buildings as related to Tenant needs?

Where there is N4, changes may be made at the approval of

GSA personnel.

15 C.3.5 Network Equipment and Computer Hardware Will the Government provide the desktop for the NCMMS? No.

C.5.11.2.3 Fully Reimbursable Repairs Is there a threshold where the repair is outside of the scope of this contract, i.e.$25,000.00?

No. Repair threshold is $2500.00 and applies to all repairs.

C.6.6.7 Chemical Free Water Treatment System May the successful contractor treat the open cooling water system(s) with chemicals as opposed to existing chemical free systems?

Yes, GSA has approved the use of chemical water treatment in lieu of chemical-free water treatment systems.

General Question What is the current monthly Firm Fixed Pricing for this contract? The current monthly price is $345,486.00. However, the current contract value is based on a different SOW/PWS with different requirements. It is the responsibility of the contractor to ensure that their quote price reflects the costs associated with the performance of the subject contract as stated in the solicitation package. It is the contractor's responsibility to present pricing related to the RFP and NOT the incumbent pricing.

General Question Has this contract received any major modifications (other than DOL or

CBA wage adjustments) since its award?

There have been no major modifications.

20 General Question What is the annual amount spent on IDIQ work on this contract? This information is not available.

C.12.1 The government has provided the performance standard for cleaning in this section, but has not addressed the frequency of cleaning in certain areas. For example, is cleaning a bathroom once a day sufficient? Do certain areas (usally high traffic or usage) require multiple cleanings a day? In addition, can the government let us know what areas need less frequent cleaning (e.g. twice weekly/weekly/monthly/etc). We must know the frequency requirement so that we can determine if we need additional janitorial staff beyond the minimum staffing provided/required.

The government will not provide the contractors with cleaning frequencies for a performance-based contract, the contractor should plan on cleaning areas like restrooms and high traffic or high usages areas once daily, other areas that requires cleaning on a bi-week, weekly, monthly, quarterly, semi-annually, and annual should be outline in the contractor proposal and building cleaning plan.

Building Information Sheets Would the Government provide a quantity and size of the exterior windows for each facility the contractor is responsible for? Also, are the above first floor windows only accessible by Boatswain Chair?

The government does not have the sizes of the windows at each location, an estimate of the number of windows at each location is listed on the Building Information Sheets in exhibit

1. For any other facade maintenance, the Timberlake Jr.

does not have roof anchors. However, the contractor can use other methods such as counterweights, etc.

General Will the Government please clarify if an Alaska Native Corporation’s use of prior experience and/or past performance from a predecessor company will or will not be allowed?

PLEASE NOTE: The Government Accountability Office (GAO) permits

Alaska Native Corporations to claim all the experience and work history of its affiliated corporations for the purposes of establishing performance capability in the context of a competitive acquisition. Reference:

ACEPEX, Joint Venture, B-401560, Sept. 30, 2009. Specifically, GAO has ruled that an ANC bidding on a government contract may rely on the past performance of an affiliated company when the proposal makes it clear that the resources associated with the affiliated company will have meaningful involvement in the execution of the present contract.

Yes, providing that the offeror's proposal makes it clear that the resources associated with the affiliated company will have meaningful involvement in the execution of the subject contract.

PAGE 306-310: Factor 1 & 2 Will the Government please clarify if using affiliated key personnel prior experience and/or past performance will or will not be allowed?

Past performance and prior experience of key personnel will be considered, provided that the offeror demonstrates how the key personnel will have meaningful involvement in the execution of the subject contract.

General Will GSA confirm that all pressure washing is an above standard service and not part of the building’s FFP CLIN?

Pressure washing is only considered Above Standard

Services when the CO or COR request pressure washing. If the contractor decides pressure washing is needed to perform normal PWS Standard Services requirements, this will not be considered Above Standard Services request.

Page 35: Section C.1.2.2.1 Minimum Staffing and

Ability to Contact and Communicate with the CO or their designee

Historically, there have been lead techs that assist the Project Manager with maintaining day-to-day operations when he cannot be at a location.

Typically this counts toward the FTE count. Is this still acceptable?

Leads are required in accordance with the Collective Bargaining

Agreements.

The requirement draws a distinction between management and productive employees. The project manager and onsite supervisor are managerial positions and cannot count toward FTE, but a productive lead employee outside of those managerial positions can count toward the FTE minimum staffing requirements.

Page 35: Section C.1.2.2.1 Minimum Staffing and

Ability to Contact and Communicate with the CO or their designee

Historically there have been lead custodians that assist the Supervisor or Project Manager with overseeing day-to-day operations when he cannot be at a location. Typically, this counts towards the FTE count. Is this still acceptable? Leads are required in accordance with the collective bargaining agreements.

Yes, Lead Custodians are acceptable as part of the minimum FTE requirement, however the requirement for a full time 40 hour productive FTE’s must be met at each location. Example if a Lead Custodian will be performing any supervisor duties, the time spent in supervision will not be counted in the minimum 40 hour FTE requirement for each

FTE at that location. The required managerial positions

(project manager and onsite supervisors) are full time managerial positions and do not count toward the productive labor minimum staffing requirements.

Page 47: Section C.1.2.14 Escorting states, "Temporary contract employees who do not have favorable preliminary or final suitability determinations and need to work in non-public federally-controlled space must be escorted. In those cases, the

Contractor shall comply with the security clearance procedures for Escort Only Contractors. All un-cleared contract employees shall be escorted in non-public space by a Government employee or another responsible cleared contract employee who is approved by the CO or designee. Other Government agencies shall have specific agency security requirements for their own space that shall only allow escort by Government employees or those designated by their agency. Government employees or approved cleared contract employees who provide escorts for un-cleared contract employees shall always be within eyesight of the un-cleared contract employees. The Contract Government escort shall watch un-cleared employees and remain with un-cleared contract employees for the entire time they are in non-public federally controlled space...."

Will the O&M Contractor be responsible for escorting subcontractors for

GSA and/or their Tenants? If so, is there a limit to the number of hours per day/week/month/year?

Page 115: Section C.5.14.1 states, "To assist GSA in these efforts, and when requested by the COR or designee through a NCMMS Work Order, the Contractor shall provide reasonable and competent assistance during Normal

Working Hours to GSA personnel or other GSA contractors, at no cost to GSA, on performing energy studies, commissioning services, engineering studies, building condition evaluations, project designs within the building, and equipment or system surveys. Such assistance shall include escorting investigatory personnel through spaces in the building in accordance with building security requirements, explaining the operation and condition of equipment and systems to investigatory personnel and providing access to trend data, maintenance records, reference library materials, and other pertinent building technical data to investigatory personnel. The COR or designee shall inform the Contractor as far in advance as possible of the actual date and time these services are needed. Any impact on regular scheduled work shall be identified with the COR and approved in advance for deferment.

Page 48: Section C.1.3.2.3 Cooperation –

Government Inspections states, "The Contractor shall instruct all onsite personnel to cooperate with the

Government or third party Contract inspector requests for records access and information. This includes answering honestly and comprehensively all questions related to performance of work. The

Contractor shall provide personnel to enable inspectors, including third party Contract inspectors, to perform inspections of assets. The Contractor shall notify the CO or their designee at least 2 weeks in advance when a critical asset is to be opened and available for inspection by the Government. The

Contractor shall open and operate the asset for observation by all inspectors at no additional cost to the Government provided the Government requests the service at least 24 hours in advance. Most inspections will be performed during normal working hours.

However, the Contractor shall provide personnel to enable access for inspectors who need to conduct observation and testing after normal hours to avoid possible..."

If the inspection is required to be performed after hours, is this considered to be an above standard? If so, will the O&M Contractor to be paid for the hours associated?

* PWS has been updated to the following:* The

Contractor shall instruct all onsite personnel to cooperate with the Government or third party Contract inspector requests for records access and information. This includes answering honestly and comprehensively all questions related to performance of work. The Contractor shall provide personnel to enable inspectors, including third party Contract inspectors, to perform inspections of assets. The Contractor shall notify the CO or their designee at least 2 weeks in advance when a critical asset is to be opened and available for inspection by the Government. The Contractor shall open and operate the asset for observation by all inspectors at no additional cost to the Government provided the Government requests the service at least 72 business hours in advance.

Most inspections will be performed during normal working hours. However, the Contractor shall provide personnel to enable access for inspectors who need to conduct observation and testing after normal hours only when inspecting such equipment will provide a disruption in services to tenants.

Page 57: Section C.1.12 Other Contractors states, "The Government shall undertake or award other contracts for additional work, and the Contractor shall fully cooperate with such other contractors or

Government employees. The contractor shall be responsible for entering work related data in the

NCMMS performed by other contractors (e.g., elevator services, pest management, etc…).

Received tenant Calls outside the scope of the contract shall be dispatched to the assigned GSA property manager or the COR for tracking, documenting status, and resolution of the service request. During the Phase in period the contractor shall be provided a list of GSA property managers for the facilities in this contract as well as their point of contact information. The Contractor shall carefully schedule its own work, in conjunction with the additional work, as shall be directed by the CO or designee. In addition, the Contractor shall not commit or permit any act that shall interfere with the performance of work by another contractor or by

Government employees."

Will the the O&M Contractor be responsible for entering work orders for the custodial companies in Tampa and Jacksonville?

The contractor shall be responsible for entering work related data in the NCMMS performed by other contractors (e.g., elevator services, pest management, etc…). This also includes custodial.

Page 71: Section C.3.4 Storage Space states, "Space will be provided in the building for the storage of supplies and equipment that is to be used in the performance of work under the Contract. The

Contractor shall maintain this space in a clean, neat and orderly condition. Contractor must store all flammable or combustible liquids in a UL- rated flammable storage cabinet or inside storage room as indicated in 29 C.F.R. 1910.106(d) and NFPA 30. The

Government shall not be responsible in any way for damage or loss to the Contractor's stored supplies, materials, replacement parts, or equipment."

Will the additional flammable cabinets be provided by GSA or will the

O&M Contractor be responsible for purchasing?

No. Contractor will be responsible providing their own flammable cabinets.

Page 79: Section C.5.3.2 Operations, Letter 'a' states, "Collect and maintain the following equipment/system data including all applicable fire protection and life safety equipment/system data: Equipment ID, Equipment Type, Equipment Description, Asset

Identification Code, all Nameplate data, Manufacturer, Model Number, Serial Number, Equipment Status, Building Number, Location (including floor, room, and location description) and install/initialization dates (as can be obtained from nameplate or manufacturer data available). For fire alarm systems, the Contractor shall also provide the current version of fire alarm software and the version of software for any systems with which the fire alarm software interfaces."

Is it the O&M Contractor's financial responsibility to obtain a copy of the current version of the software that is loaded for each panel or will GSA be providing a copy for the first year?

GSA will not be providing copies of software associated with life-safety systems for each of the various sites. Systems vary from building to building. Maintaining the latest software versions for operating life-safety systems is the responsibility of the O&M contractor. Costs associated with the updates are the responsibility of the O&M contractor. Manufacturer's representatives of fire alarm systems can provide updates as required under the O&M's direction.

Page 91: Section C.5.5.11 Backflow Prevention

Devices states, "The Contractor shall maintain all existing backflow prevention devices and certify them as prescribed by applicable Federal, state, and local laws, ordinances, and regulations. If no local requirement exists, a certified inspector shall inspect all existing backflow prevention devices on an annual basis, record the inspection as a Work Order in the

NCMMS and provide certification of proper operation to the CO or designee. A copy of the certification shall be posted at all backflow prevention devices. While the Federal Government shall generally pass on to the Contractor backflow testing notices received from local water districts or other local authorities, the

Contractor is responsible for timely completion and submission of such test results regardless of receipt of such notices. In addition to other requirements, backflow prevention devices used on water-based fire suppression systems shall be inspected, tested, and maintained in accordance with NFPA 25."

Will GSA allow the O&M Contractor to perform these tests if the technician maintains all the certifications necessary per NFPA 25?

Yes, if the contractor has a certified inspector who meets the requirements of the local jurisdiction.

Page 94: Section C.5.8.2.1 GSA-hosted Systems

Requirements, Letter 'a' states, "Ensure that all device or groups of devices that communicate with GSA system data and use wireless or radio frequency (RF) based communications are subject to all GSA IT

Security policies related to the use of wireless technology. This policy establishes the requirement that these devices be submitted for IT security testing and remediation in order to receive approval for use at GSA."

Are there currently any devices or groups of devices that are wireless or

(RF) based systems that communicate with GSA systems? If so, are you able to provide a list?

No, there are no wireless devices.

Page 94: Section C.5.8.2.1 GSA-hosted Systems

Requirements, Letter 'd' states, "Be responsible for supporting all cabled pathways connected to GSA’s network including copper and fiber cabling, necessary to enable IP network communication among system devices and network components, and all break/fix requirements. All new cabling, including break/fix, shall be installed in accordance with the PBS

Telecommunications

Distribution and Design Guide. The Contractor is not responsible for interconnecting cabling of the GSA onsite network components."

If the O&M Contractor is not responsible for cable interconnection on the

GSA Network, what type of support is GSA requiring of the O&M

Contractor?

All cabling that plugs into the GSA provided switches out to the field controllers, equipment, and sensors are the responsibility of the contractor. GSA is only responsible for the cabling that interconnects the GSA switches and the cabling associated with the incoming data circuit. Ktr will be provided telephone number for GSA IT support to ensure network routers and switches and interconnected cabling are functioning.

Page 97: Section C.5.8.4 Testing/Inspecting states, "The contractor shall conduct Preventive Maintenance actions on all BAS controllers and sensors in accordance with the GSA 2018 PM guide.

The contractor shall enter into a sub-contract agreement with an authorized OEM BAS vendor to provide 40 hours of monthly service to the facilities.

This vendor shall be responsible for evaluating all hardware for proper operation, assist in conducting

PM actions on hardwire devices (to include checking calibration of all field sensors), and generating a report for submittal to the CO and or their designee.

During the evaluation of the BAS system if the contractor suspects a need to update software then the report shall reflect such for subsequent review by the Regional BAS Subject Matter Experts.

Is GSA expecting 40 hours per month of BAS service by a vendor for all buildings combined or for each building individually?

The requested 40 hours of monthly service is for the entire contract, not each building. This has been clarified in the

PWS language.

Page 116: Section C.5.14.5 Flag Procedures states, "The Contractor shall raise, lower and place at half-staff the United States Flag, agency pennants, and other flags (e.g., POW flag) provided by GSA."

For clarification, is this requirement for all nine (9) buildings? This requirement for all 9 buildings.

Page 125: Section C.6.4.4 Testing/Inspecting states, "Nondestructive Chiller Tube Analysis (Eddy Current) -

Chillers with tube and shell heat exchangers, both evaporator and condenser, shall have an eddy current test performed every three years for condenser and every five years for evaporator. The test shall be performed by a Level II technician, certified by the

American Society for Nondestructive Testing, per

SNT-TC-1A - Personnel Qualification and Certification in Nondestructive Testing/Inspection. The test shall be performed in accordance with current American

Society of Mechanical Engineers standards. Refer to current Preventive Maintenance Guide for additional requirements. The Contractor shall take pictures of the tubes, tube sheets and end plates of water cooled chillers with tube and shell heat exchangers after the removal of the end plates prior to brushing the tubes and again after the brushing of the tubes. These pictures shall be uploaded into the NCMMS. The

Contractor shall notify the CO or designee at least two business days prior to the removal of the end plates so that GSA has the opportunity to observe the condition of the tubes right after the removal of the end plates. All inspections and tests shall also be scheduled and annotated. Contractor shall provide the CO or designee with two copies of the written

Is the eddy current to commence with the first year, and then every three years thereafter?

Yes. The eddy current shall commence in the first year.

Every three years for the condenser and every five years for the evaporator.

Page 126: Section C.6.6.2 HVAC Water Management

Plan states, "The Contractor shall prepare a comprehensive water treatment plan that includes operating, cleaning, maintenance, corrosion monitoring, seasonal equipment layups, water treatment for both open and close loops and reporting on all related actions and analysis. The plan shall be specifically detailed to provide the CO or designee a quality assurance guide by which to assess the operating, maintaining, testing and reporting of all activities associated with the HVAC water systems.

The Contractor shall ensure compliance with GSA

Order PBS 1000.7 Drinking Water Quality

Management and Appendix E of the PBS Desk Guide for Drinking Water Quality Management. The

Contractor shall provide all equipment, chemicals, and services (including application) required to control corrosion, scale, algae, and bacterial growth in all

HVAC equipment and systems throughout the building. All equipment installed for water treatment and corrosion monitoring shall be conveyed to the

Government at the end of the Contract. This Plan will be submitted to the CO or designee within 30 days after contract services start date.

Water treatment is a constant balancing act, which means that an effective treatment plan has to be flexible in its ability to meet requirements. A “one size fits all..."

Please clarify if GSA expects the O&M Contractor to purchase the equipment (i.e. pumps, control panels, etc.) to control the corrosion, scale, algae and bacteria, and then turn said equipment over to GSA at the end of the contract?

The contractor is expected to provide all equipment and chemicals to mainatain the proper water chemistry parameters for all HVAC loops. The contractor is not required to turn over the equipment at the end of the contract with the exception of any installed coupon racks and associated piping. The PWS has been changed to reflect this requirement.

Page 167: Section C.12.2 Exterior Services states, "The Contractor shall provide exterior standard services for the work items listed below…."

In reference to Fort Myers, where does GSA’s property line stop for the building to the left, if you are looking at the front entrance? Are the trees and plants on the other side of the walkway leading to the adjacent building GSA property for the O&M contractor to manage also?

The property line runs to the exterior wall for the building on the left (if looking at the front entrance). The trees and plants on the other side of the bricked walkway (that leads to the

Collier Arcade entrance) ARE to be maintained by the O&M contractor.

Page 169: Section C.12.4.1 Grounds Maintenance

Services states, "General: The Contractor shall maintain all plants, trees, shrubs, ground covers, and lawns in a manner that prolongs life and sustains a healthy appearance. The

Contractor shall seek to prevent pollution by, among other things, reducing fertilizer and pesticide use to protect the environment, using integrated pest management techniques, recycling sustainable/landscape waste, and minimizing runoff.

Grounds maintenance in the standard services shall benefit the environment and generate cost savings to the Federal Government by preserving and protecting the native plants and wildlife habitats entrusted to us.

The Contractor shall use approaches that preserve and protect native plants and wildlife that is entrusted to the Government, and that support habitats for pollinators, including honey bees, native bees, birds, bats, and butterflies."

Who is responsible for the Tampa and Jacksonville buildings, as these are typically associated with custodial efforts? Historically, the grounds were assigned to the O&M Contractor and not custodial. Please clarify.

The Janitorial Services for Tampa and Jacksonville, FL will be provided by the janitorial contractor for these locations.

These services are not included in the subject solicitation.

Page 306: Factor 1: Minimum Performance Standards

(Experience) Operations and Maintenance Program

Note that it is required in Section C for mechanics to have referenceable experience and knowledge commensurate with the size and complexity of the buildings they will be supporting. Also, note that 1/3 of the buildings on this contract have over 400,000 gross SqFt. However, in

Section L Experience, the minimum size standard for the facilities or facility complex is only 50,000 SqFt. This standard is smaller than the recently competed West Palm O&M contract that had a minimum building size requirement of 70,000 SqFt.

Considering this, will GSA increase the minimum size requirements to

400,000 SqFt to be consistent with their historical acquisition strategy, and to ensure the awardee has the experience and resources necessary to execute this effort?

The minimum size requirements will remain as stated in the solicitation.

43 General Will GSA please post the attendee list for site visits? The attendee list is provided with this amendment.

L.3.B Within section L of the PWS the chart listed in L.3.B provides page limits for each section of the quoters proposal. GSA has also provided

Minimum performance standard tables for the O&M portion of this effort.

Within the technical, for sections (Factor 1A – Minimum Performance

Standards and Factor 1B – Janitorial Cleaning Program) is there 60 total pages for Factors 1A and 1B, or 30 total pages? Using the Minimum

Performance Standards table for O&M only accounts for 2-3 pages.

The table has been revised to reflect 5 pages for O&M minimum performance standards and 15 pages for janitorial cleaning program. However, these are MAXIMUM page limitations, it is understood that the information may be presented in fewer pages.

General Can you please provide us the incumbent contractor's name and contract number for the services that are currently being performed in this follow-on requirement?

Katmai Support Services, LLC, contract GS-04-P-16-EW-D-

N/A What is the current yearly contract and total contract pricing? The current monthly price is $345,486.00. The current total contract value is $26,443,472.

N/A How was the current contract award? (Schedule, FFP and Set Aside) The current contract is firm fixed price and was procured as an 8(a) set-aside.
