1.0 SUMMARY

Straughan Environmental, Inc. has performed a Phase I Environmental Site Assessment on the Clarksburg Courthouse, located at 500 West Pike Street in Clarksburg, West Virginia (WV). The assessment was prepared in general accordance with the American Society for Testing and Materials (ASTM) E 1527-13, “Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process.”

The Clarksburg Courthouse site is located on a 2-acre parcel in downtown Clarksburg, WV. The main structure is a three-story building with a basement and a single-story addition on the western side of the building. The site is owned by the United States Postal Service (USPS), constructed for the purpose of serving as a post office in 1931. The building is occupied by the USPS, US Marshals Service, GSA, and the 4th Circuit Court of Appeals.

• Review of historical information on the subject site indicates that it was not used for manufacturing or industrial purposes. The site has been owned by the USPS since 1931.

• USPS vehicles were fueled from two different underground storage tanks (USTs) on the property. The original tank was used until 1992. It was removed and replaced by another UST which was removed in 2014. The EDR report and the WV leaking underground storage tank (LUST) database does not indicate that the USTs leaked, and this was confirmed in interviews with USPS personnel. The USTs are not considered recognized environmental conditions (RECs).

• A number of other USTs, including some with LUST cases, were identified within the ASTM search distance. Two were listed as open LUST Cases. However, due to their locations downgradient and some distance from the subject site, they are not considered RECs.

• The transformer located outside the building was observed to have stains on the transformer enclosure and supporting concrete pad that indicate a historical leak of transformer oil. The transformer appeared to be old and is a potential source of oil that contains PCBs. Although the observed stains do not extend to the edges of the concrete, a historical release of oil to the soil is considered possible. Without further information about the transformer, it is considered a REC. Lack of information on the transformer is considered a data gap.

This summary has been prepared for the convenience of the users of this report. This summary does not contain all the information presented in this report and, therefore, the entire report should be read to assure all pertinent information is transmitted.

2.0 INTRODUCTION

Straughan Environmental, Inc. was retained by the United States (US) General Services Administration (GSA) to perform a Phase I Environmental Site Assessment (ESA) on the Clarksburg Courthouse. The Phase I has been performed to support due diligence for acquisitions of the property.

This assessment was conducted in general accordance with the ASTM E 1527-13, “Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process.”

As defined by the ASTM, the purpose of this Phase I ESA is to identify RECs in connection with the subject property. Recognized environmental conditions1 are limited to releases of hazardous substances and petroleum products to the environment on the property.

2.1 Property Description

Constructed in 1931, the Clarksburg Courthouse is located on a 2-acre parcel in downtown Clarksburg, WV, south of US-50 (Northwestern Pike). The building sits on a full city block between Hewes Avenue and West Pike Street, bounded by North 6th Street and North Chestnut Street (see Figure 1). The main structure is a three-story building with a basement. In the early 1970’s, a one-story addition and expanded parking area were added on the eastern side of the property. Public utilities service the Courthouse, including electricity, drinking water, and wastewater.

Nearby parcels contain the Clarksburg Baptist Church, Clarksburg Audiology and Hearing Aid Center, Veterans of Foreign Wars, Clarksburg-Harrison Public Library, local grocery, lunch restaurant, and residences.

Zoning for this property, as well as several nearby blocks to the south and east, is classified as Central Business District (CBD). Areas zoned CBD may include all business types and services, such as light industrial and storage facilities; however, night clubs and pool rooms are only allowed under certain circumstances. North and west of the Courthouse, zoning changes to business and residential (B2 and R3), with a small parcel of Business-Professional Office District (BPO). Zone B2 allows all business types and services. Zone R3 is for single-family and two-family dwellings.

This property is owned by its original owners, the United States Postal Service (USPS). The parcel ID for this property is 08 17068100000000. The building is occupied by the USPS, US Marshals Service, GSA, and the 4th Circuit Court of Appeals.

This property currently operates as a post office and courthouse. The post office lobby on the main floor contains vending equipment, post office boxes, photocopier, and fax machine. The remainder of the building is closed to the public and requires access approval by on site employees. Photo identification, metal detection, and scanning of all personal items are mandatory due to the nature of the building operations. The US Marshals Service district headquarters maintains office space and prisoner holding cells associated with court proceedings. Personnel associated with the 4th Circuit of Appeals also work at this location.

1 Recognized environmental conditions are defined by ASTM as "the presence or likely presence of any hazardous substances and/or petroleum products in, on, or at a property: (1) due to release to the environment; (2) under conditions indicative of a release to the environment; or (3) under conditions that pose a material threat of a future release to the environment. De minimis conditions are not recognized environmental conditions.

Project 8080-007 | October 3, 2018 Page 4

2.2 Scope of Services

The scope of services for this Phase I ESA included:

• A visual inspection of the property, consisting of a walkover of the site and photographic documentation of the conditions on the property, to identify potential sources or releases of hazardous substances and petroleum products.

• A limited visual inspection of properties adjacent to and nearby the subject property, as observed from public roads and the subject property in order to identify signs of sources or releases.

• A review of available information about the subject property’s topographic, geologic, and hydrogeologic setting and local land use.

• A review of reasonably ascertainable historical information sources, including, if available, historical aerial photography, fire insurance maps, historical topographic maps, city directories and reports from previous environmental investigations.

• Interviews with owners, occupants, and other persons familiar with the property’s past and present uses.

• Using the information described above, identification of recognized environmental conditions, controlled recognized environmental conditions, historical recognized environmental conditions, and de minimis conditions associated with the property.

The scope of services executed for this project does not comprise an audit for regulatory compliance, nor does it comprise surveys for drinking water quality, Phase II ESA, indoor air quality (including vapor intrusion), presence of asbestos, lead-based paint, polychlorinated biphenyls (PCBs), molds, fungi, urea foam formaldehyde insulation, wetlands, radiation or other naturally occurring materials. No environmental sampling or analysis of samples from the property was performed as part of this Phase I

ESA.

4.0 RECORDS REVIEW

4.1 Standard Environmental Record Sources

We reviewed Federal, State, local, and tribal lists for environmental incidents in the vicinity of the subject site, as compiled by Environmental Data Resources (EDR). EDR provides current regulatory database listings that are searchable by geographic criteria. The EDR report is included in Appendix C.

Table 1 presents a summary of data with the number of plottable listings within ASTM specified search radius for each type of listing. The EDR database uses a physical street address to map the location of a facility in relation to the subject site. Reported facilities without an exact physical street address are not mentioned in this review. Some existing USTs might not appear in the databases because they have not been registered by the owners; due to the UST size and contents, they are exempt from registration.

We have limited the discussion below to include only information pertaining to sites located on: 1) the subject site; 2) adjacent properties; and 3) sites that are hydraulically upgradient from the subject site.

Subject Site Summary

The subject property is listed in two of the regulatory databases available for review at the time of this assessment, WV UST and WV Financial Assurance. A 4,000-gallon gasoline UST was removed from the site in 1992 and replaced by another of the same size and fuel type. The first UST was reported as asphalt coated or bare steel, while the replacement tank was reported to be fiberglass reinforced plastic. Both tanks are reported as permanently out of service and removed from the ground. Both USTs were located near the southwestern corner of the buildings, near the loading dock and post office. The former USTs are not a REC.

Adjacent Site Summary

Four adjacent properties are listed in some of the regulatory databases available for review at the time of this assessment.

Clarksburg Towers at 620 West Pike Street

This facility was identified in the WV UST database. The facility is at a lower elevation than the subject site and located 500 feet WNW of the subject site. The database indicated one 250-gallon diesel tank is permanently out of service, having been removed in May 1998. A second diesel tank with a 300-gallon capacity was installed in the same location. No further information is available on this tank. This location is not considered a REC because the UST is not listed on the WV LUST database and it is located downgradient from the subject site.

Air Repair LLC at 120 North 6th Street

This facility was identified in the RCRA NonGen/NLR, FINDS, and ECHO databases. The facility is upgradient and located 0.045-mile east of the subject site. The RCRA NonGen/NLR database indicated that the handler is a non-generator of hazardous waste as of September 2011. Previous to the NonGen status, this site was considered a conditionally exempt small quantity generator for ignitable hazardous wastes; barium; cadmium; 1,4-dichlorobenzene; tetrachloroethylene; trichloroethylene. Records show this location was a small-quantity generator between 2001 and 2010. The FINDS and ECHO databases did not include any current information related to environmental hazards or violations. Inclusion of this

Project 8080-007 | October 3, 2018 Page 9 site on the FINDS and ECHO databases is because of the previous status as a hazardous waste generator.

Due to the lack of current issues at this location, this is not considered a REC.

Wholesale Tire Inc at 115-123 North 6th Street

This facility was identified in the RCRA NonGen/NLR, FINDS, and ECHO databases. The facility is upgradient and located 0.051-mile ESE of the subject site. The RCRA NonGen/NLR database indicated that the handler is a non-generator of hazardous waste as of June 2006. Previous to the NonGen status, this site was considered a conditionally exempt small quantity generator for ignitable hazardous wastes in October 1990. No violations were recorded at this location. The FINDS and ECHO databases did not include any current information related to environmental hazards or violations. Inclusion of this site on the FINDS and ECHO databases is because of the previous status as a hazardous waste generator. Due to the lack of current issues at this location, this is not considered a REC.

Federal Bureau of Investigation (FBI) at 1000 Cluster Hollow Road

This facility was identified in the RCRA-CESQG, ICIS, US AIRS, FINDS, and ECHO databases. The facility is upgradient and located 0.054-mile ESE of the subject site. The RCRA-CESQG database indicated that the FBI is a conditionally exempt small quantity generator of hazardous waste. Hazardous wastes currently or previously present on this site include ignitable hazardous wastes, cadmium, lead, benzene, methyl ethyl ketone, tetrachloroethylene, and trichloroethylene. Records of this location as a CESQG date back to 1995. No violations were recorded at this location. Compliance inspections on record occurred in 1998, 2006, and 2016.

The ICIS database tracks surface water permits issued under the Clean Water Act for the purpose of enforcement. Three records for enforcement actions are listed in the EDR Report. Two notices of violation were issued. Both were informal and administrative. The third record was for an administrative order, characterized as formal and administrative.

The US AIRS database tracks compliance data on regulated air pollution point sources. This site is listed as a minor source facility. Records list several visits for compliance monitoring in the form of inspection/evaluation related to new source performance standards and the state implementation plan for national primary and secondary ambient air quality standards. Enforcement actions were two administrative-informal activities and one administrative-formal activity.

The ECHO database contained two detailed facility reports with no current violations listed. The database noted this location is within an air quality non-attainment area for ozone, lead, particulate matter, and sulfur dioxide.

Inclusion of this site on the FINDS databases is because of registration on the RCRA, ICIS, and AIRS databases. The EDR Site Report did not include any current records related to environmental hazards or violations. Due to the lack of current issues at this location, this is not considered a REC.

Other Upgradient Sites Summary

Upgradient from the subject site, four properties are listed on the LUST regulatory database. The closest LUST case to the subject site is located 0.149-mile SE, with the farthest being 0.214-mile SE. All cases are closed, according to the WV LUST database. Due to the distance of these properties from the subject site and the closure of satisfactory cleanup registered for each location, these properties are not considered RECs.

Project 8080-007 | October 3, 2018 Page 10

Unmapped Sites

Due to poor or inadequate address information, five sites were not mapped and exact locations are unknown. Of these sites, one site appeared on the WV UST database; three appeared on the WV UST and WV LUST databases; and one appeared on the SEMS-ARCHIVE database.

Regulatory Review Summary of Risk

Based on the information provided by the regulatory databases, the distance from the subject site, the estimated hydraulic location, and/or current regulatory status of the listed facilities, the risk of negative impairment to the subject site by the migration of petroleum products and/or hazardous materials from off-site sources is considered to be low.

4.2 Additional Environmental Record Sources

Additional environmental record sources were requested from the current owner, USPS, and GSA, but none were available.

West Virginia’s Department of Environmental Protection maintains a LUST database. Of all of the LUST cases listed in the EDR Radius Report, only two were indicated as not being closed.

• Palace Apartments at 168 West Main Street

• West End Gas & Groceries at 900 West Pike Street

At the Palace Apartments, a release was confirmed on November 2, 2017. According to the WV LUST database, cleanup has yet to be initiated. This property is at a lower elevation and 0.444 mile from the subject site. West End Gas & Groceries is at a lower elevation and 0.472 mile from the subject site. A release from the UST at this location was recorded on September 6, 1996. Due to the location of these USTs being lower than the subject site and some distance away, they are not considered RECs.

4.3 Physical Setting Sources

Topographic Maps

The most recent USGS 7.5-minute series topographic map of the Clarksburg quadrangle indicates surface features on the site and surround areas. Site elevation of the Courthouse is 1,008 feet above sea level, with a general topographic gradient/surface runoff direction of general north.

The site is surrounded on three sides by waterways. The West Fork River runs in a windy, north to south direction to the west of the site. North of where West Pike Street meets US-19 is the confluence of the West Fork River and Elk Creek. Elk Creek runs west to east north of the property and parallel to the Northwestern Pike, then in a southern direction along the eastern side of the property. Elk Creek is the closest body of water to the property; at the closest point, Elk Creek is about a tenth of a mile north of the Courthouse.

Geology and Hydrogeology

A soil survey, geology map, and previous subsurface investigations were reviewed for this assessment.

According to the United States Department of Agriculture (USDA) Web Soil Survey, soils around 500 West Pike Street are categorized as 90 percent urban land (UL) and ten percent other minor components. Neither classification is hydric. USDA’s Soil Conservation Service SSURGO data defines soil components around the site to be UL and water, both considered Class D for texture and hydrologic group. Class D is characterized by very slow infiltration rates, where soils are clayey, have a high water table, or are shallow to an impervious layer. The geologic formation associated with the property is

Project 8080-007 | October 3, 2018 Page 11

Paleozoic Era, Pennsylvanian System, Missourian Series. The geologic age identification category is Stratified Sequence.

Groundwater

The principal aquifer in the Clarksburg area is the Pennsylvanian aquifer within the Appalachian Plateaus aquifers. The hydrogeologic gradient was not reported on the EDR Radius Map Report. Fluctuations in the groundwater table should be expected depending on variations in precipitation, surface runoff, time of year, evaporation and similar factors.

Based on regional topography, groundwater is expected to flow in a northerly direction. Groundwater flow direction may be influenced by the presence of man-made features such as storm drains, nearby buildings, sewer lines and other artificial subsurface structures associated with West Pike Street and the downtown Clarksburg area.

4.4 Historical Use Information on the Property

The objective of consulting historical sources is to develop a history of the previous uses of the property to assist in identifying the likelihood of past uses having led to environmental concerns in connection with the subject property. ASTM guidelines recommend that all obvious uses of the property shall be identified from the present back to the property’s first obvious developed use, or back to 1940, whichever is earlier.

Aerial Photographs

Aerial photographs for the years 1955-2011 were provided to us for review by EDR. Copies of the aerial photographs are presented in Appendix B. The Courthouse building exists in all reviewed aerial photographs, consistent with its reported construction date of 1931. In general, the surrounding land use and character of the area remain consistent throughout the timeframe represented on the aerial photographs. Adjacent parcels show development within all aerial photographs, with no noticeable changes having occurred within the timeframe. The largest notable change occurred north of the subject site: between 1957 and 1960, a major roadway was constructed between the Clarksburg Courthouse and Elk Creek.

Sanborn Maps

A search of historical Sanborn Fire Insurance maps available through EDR was performed to assist in evaluating the previous uses of the site. Sanborn maps for the years 1896-1964 were available for review on the subject site. Copies of the Sanborn maps are presented in Appendix B.

The 1905 map shows the parcel at 500 West Pike Street containing five primary structures (e.g., main buildings) and three secondary structures (e.g., sheds). The 1911 map shows the addition of another secondary structure. The 1916 map shows six primary structure and eight secondary structures. In 1924, two of the secondary structures were removed. The next available map, dated 1950, is the first to show the post office structure. This building replaced two primary structures and three secondary structures on the eastern portion of the property.

Compared with the 1924 map, the 1950 map also shows the removal of another primary structure and addition of one secondary structure. Between 1950 and 1955, the primary structure in the middle of the parcel was removed and replaced by a fueling station; it is not evident from the Sanborn Maps when the fueling station was removed from this parcel. Also, two secondary structures were removed, and one secondary structure was added between 1950 and 1955. The 1964 map shows expansion of a secondary

Project 8080-007 | October 3, 2018 Page 12 structure associated with used auto sales on the western side of the fueling station, and no other structural changes. Sanborn maps were unavailable for this area for years following 1964.

Topographic Maps

The USGS 7.5-minute and 15-minute series topographic maps of the Clarksburg Quadrangle were reviewed for this study. Copies of the site area from the Clarksburg Quadrangle topographic map, published between 1902-2014 were provided to us by EDR for this study, and are included in Appendix B. The majority of development in the downtown area occurred between 1902 and 1923. Since the early 1920’s, the general character of Clarksburg has not been altered. Development remains in the same areas and has not majorly expanded or changed. See the below table for a summary of mapping observations and map years.

Map Year Observations

1902 Before building construction; partial downtown street grid in existence

1910 Before building construction; downtown area not marked on mapping

1923 Before building construction; downtown area street grid extended, roadway system added to areas around waterways (West Fork River and Elk Creek)

Summary Site History

According to the information provided to us, the subject site has always functioned as a post office along with other government operations. This is corroborated in interviews with USPS employees.

During these interviews, a previous employee mentioned the presence of the FBI in the current facility;

however, the Bureau was not listed within any of the available city directories.

4.5 Historical Use Information on Adjoining Properties

A review of the Sanborn Fire Insurance maps and the city directories provided the best information regarding the surrounding area of the subject site. According to the maps, development surrounding the

5.0 SITE RECONNAISSANCE

The site reconnaissance was conducted on August 8, 2018. Straughan employees were escorted by David Rittenhouse, Asset Manager, GSA, and David Walker, Maintenance, USPS, during the site reconnaissance.

5.1 Methodology and Limiting Conditions

The reconnaissance consisted of visual observations of the subject property, and accessible adjacent and abutting properties. It included a walk along the perimeter property limits and a walk through the interior portions of the property, including rooms with potential for containing mechanical equipment or other features that could be related to hazardous substances. Property boundaries were assumed to correspond with the boundaries of North Chestnut Street, Hewes Avenue, North 6th Street, and West Pike Street. Color photographs taken during the site reconnaissance are presented in Appendix A.

During the site visit, Straughan personnel examined the subject site with special emphasis on those areas where recognized environmental conditions, releases, or threatened releases, might be present.

Inaccessible areas of the site, of which Straughan renders no opinion, include locked rooms, building rooftops, underneath parked vehicles, and areas secured by the US Marshals Service (including prisoner holding cells). Adjacent and adjoining properties were observed from the vantage position of the subject site and/or public rights-of-way. In addition, a drive-by survey of the surrounding area was conducted within an approximate ½-mile radius of the property. A general site plan and observations made during the site reconnaissance are denoted on Figure 2.

5.2 General Site Setting

The reconnaissance was performed by a brief visual examination of surrounding properties from public roads and accesses to the extent possible. Properties were briefly examined for obvious signs of potential environmental concerns. Area reconnaissance included an examination of those properties estimated by the EDR Radius Report to be situated in hydraulically upgradient positions, relative to shallow groundwater flow near the subject site. The potential environmental concerns identified by on adjacent properties, or properties situated in hydraulically upgradient positions relative to the subject site, were examined to decide whether or not they would be classified as recognized environmental conditions or releases or threatened releases.

The property is in an urban area. In the downtown area surrounding the site, zoning is characterized as Central Business District (CBD). North of the site, across Northwestern Pike and the natural border of Elk Creek, is the area of Glen Elk, which consists of business, residential, and industrial zoning. South of the site is the area of Duncan Hill and Chestnut Hills, a mainly residential corridor. East of the subject site is Broad Oaks, with mostly residential zoning, separated from the downtown area by Elk Creek. West of the subject site is Stealey, also mostly residential, divided from the downtown area by the West Fork River. Between Stealey and the site, there are also areas with industrial, residential, and business zoning.

5.3 Exterior Observations

The site is improved with a one-story addition, which houses the US Marshals Service and a mostly empty work room floor, once used by post office employees. The site has surface street-level parking accessible from West Pike Street and Hewes Avenue, and an underground parking garage accessible from North Chestnut Street. The aboveground lot is partially fenced, with non-fenced parking available for visitors to the post office. The underground garage is not accessible to the public and enclosed by a door. An electrical transformer is located outside the main building, along Hewes Avenue.

Project 8080-007 | October 3, 2018 Page 16

The former locations of the USTs were evident from the patching of pavement adjacent to the loading dock and extending toward on the eastern side of the property next to the carport area. The first tank was removed in 1992 and replaced with the second tank, which was later removed in 2014. The USTs contained gasoline for vehicles associated with USPS operations. After the 2014 removal, the site was patched with concrete, visible in Photo 6 and Photo 7 in Appendix A.

Storage containers for fluids related to maintenance equipment (e.g., snow blower, mower) were present in the underground garage area, including small containers gasoline and oil. No evidence of spills was observed.

A small stain from observed on the bottom of the electrical transformer and the concrete pad located outside the rear of the building (see Photo 9 and Photo 10 in Appendix A). No label on the transformer was observed to indicate whether PCBs are present in the transformer oil. The stain did not appear to be recent and did not extend off the edge of the concrete pad. The grass around the concrete pad near the stain did not show any signs of distress.

5.4 Interior Observations

The property consists of three floors in the main building and a single-floor addition. There are two electric elevators and one hydraulic elevator. The hydraulic elevator is within the part of the building that contains the US Marshals Service.

Table 3: Interior Observations

Yes No aboveground or underground storage tanks (ASTs/USTs) odors pools of liquids/standing water drums/storage containers unidentified substance containers stains or corrosion on floors, walls, ceiling drains/sumps/hydraulic lifts

In general, areas observed during the site reconnaissance exhibited good housekeeping. A drum of an industrial, corrosive chemical was kept within the Boiler Room. Drains are present in the floor of the Boiler Room. Inside of the Maintenance Shop, an enclosed side room contains elevator equipment with asbestos-containing material. Stains and corrosion were observed on the ceiling in the small room housing hydraulic elevator equipment.

6.0 INTERVIEWS

Interviews of GSA and USPS personnel with knowledge of the current and former uses of the property were conducted by Jeffrey Nelson and Christine Wysocki of Straughan during the site reconnaissance visit to Clarksburg on August 8, 2018.

The site is owned and maintained by the USPS, and GSA has a lease for a large portion of the building.

Mr. David Rittenhouse of GSA was interviewed because of his knowledge of building operations dates back to 2004. He indicated that the current occupants included the Court, the US Marshals Service, the USPS. He also stated that the FBI was a tenant of the building in the past. He did not have any knowledge of storage tanks or hazardous substance use on the property. He was aware that the USPS had done an asbestos survey that identified asbestos-containing floor tile in the former USPS work room (currently unoccupied). He has asked for a copy of the report, but USPS has not provided it. He also noted that he observed black mold in one of the mechanical areas of the building.

Mr. David Walker of USPS is responsible for building maintenance. He was interviewed during a walking tour of the building and grounds. His knowledge of the facility was limited to nine months in his current position. Mr. Walker answered questions about operations, maintenance issues, and building features.

Roof maintenance is a continuing issue due to the use of terra cotta roofing tiles, an historic feature that cannot be changed because a newer material would substantially alter the building character. The attic leaks when it rains, causing the metal nails to rust and the tiles to fall off the roof.

Mr. Jim Smith of the USPS was interviewed at the USPS Cava Drive location in Clarksburg. Mr. Smith has lived and worked in Clarksburg his entire life and has been employed by the Postal Service since 1993, at times out of the West Pike Street building.

Mr. Smith stated that the addition to the rear of the original structure was built in the early 1970’s. He shared details about the postal operations in the building, such as the window service, post office boxes, and mail processing center. He recalled the processing operations handled only letters and no chemicals. He said the processing operations relocated to another facility around 1990. He noted that the Federal Bureau of Investigations (FBI) once stored and processed fingerprints at the Courthouse property. He was not aware of any environmental violations during his tenure.

In a subsequent email exchange with Mr. Smith, he was asked about the electrical transformer located outside the back of the building. He did not know the age of the transformer or whether it contained PCBs. He did not recall any maintenance or repair/replacement of the transformer.

7.0 EVALUATION

7.1 Findings and Opinions

Key findings from the assessment include:

• Review of historical information on the subject site indicates that it was not used for manufacturing or industrial purposes. The site has been owned by the USPS since 1931.

• USPS vehicles were fueled from two different underground storage tanks (USTs) on the property. The original tank was used until 1992. It was removed and replaced by another UST which was removed in 2014. The EDR report does not indicate that the USTs leaked, and the WV LUST does not have either tank listed. USPS personnel were not aware of any leaks. The USTs are not considered RECs.

• A number of other USTs, including some with LUST cases, were identified within the search ASTM search distance.

7.2 Conclusions

I have performed a Phase I Environmental Site Assessment in conformance with scope and limitations of ASTM Practice E 1527-13 of 500 West Pike Street in Clarksburg, WV. Any exceptions to, or deletions from, this practice are described in Section 2.3 of this report.

This assessment has revealed no evidence of recognized environmental conditions in connection with the property, except for the following:

• Historical leak of the electrical transformer oil outside the main building on the subject site.

I declare that, to the best of my professional knowledge and belief, the undersigned meets the definition of Environmental professional as defined in 312.10 of 40 CFR 312. I have the specific qualifications based on education, training, and experience to assess a property of the nature, history, and setting of the subject property. I have developed and performed the all appropriate inquiries in conformance with the standards and practices set forth in 40 CFR 312. Qualifications for the environmental professionals are presented in Appendix D.

8.0 NON-SCOPE SERVICES

8.1 Additional Services

During the interviews and site visit on August 8, 2018, the USPS Maintenance Manager (Dave Walker) noted that the floor tile in the post office work room (currently only used for minimal storage) contains asbestos. Black mold was also mentioned to be present in the attic on the ceiling.

8.2 Recommendations

A formal request to USPS is recommended for records associated with the electrical transformer located outside the main building. The request should include information about the age of the transformer, the possible presence of PCBs in the transformer oil, maintenance records, and other information related to the observed stain on the transformer and concrete pad. An inspection of the interior of the transformer for leaks is also recommended.
