About this file

This file is a pre-proposal conference presentation for a Design/Build federal contract solicitation issued by the General Services Administration (GSA) on behalf of the Centers for Medicare and Medicaid Services (CMS).

The project, identified as Solicitation No. 47PB5126R0022, involves the replacement of all roofs at a CMS facility, removal and disposal of solar panels, and modernization of all elevators except the North Building. An alternate scope includes storing and re-installing solar panels rather than disposal. The project is being delivered through a two-phase Design/Build procurement method. Work is constrained by phasing requirements (roofs with North Building as priority; elevators one bank per building at a time), off-hours restrictions for noisy work (6 PM to 6 AM), and the occupied and secured nature of the building. The current O&M contractor is Dae Sung, with Hill International serving as Construction Manager. Specialized subcontractors include ATIS for elevators and ECS for roofs.

Phase 1 technical proposals are due May 29, 2026 at 1:00 PM and must include three examples of relevant experience, three past performance references using the provided template, a Design/Build approach statement (not to exceed 5 pages), and qualifications for both lead designers for roofs and elevators (not to exceed 9 pages each). Price proposals are explicitly not due with Phase 1 submissions. Phase 2, scheduled for July 2026, will include design concepts, key personnel, management plans, and pricing from the three short-listed offerors. All factors must receive an "Acceptable" or higher rating for award consideration; factors rated "Marginal" or "Unacceptable" will disqualify the proposal. The Design/Build award is targeted for September 1, 2026, with Notice to Proceed within two weeks and a 450-day period of performance concluding in December 2027. RFI responses are targeted for May 22, 2026, with site visits scheduled for May 7, 2026. Amendments issued prior to Phase 1 proposals will be posted on www.sam.gov.
