# Reference Question Answer
Applicability of Federal Network Connectivity, Route Diversity, and Telecommunicatio ns Resiliency Requirements
Please confirm direction on governing standards, for the LPOE network connectivity design. 1. GOVERNING STANDARDS & ORDER OF PRECEDENCE - Please confirm the contract applicability and hierarchy of the following references: 1.a. CBP Standards: Current CBP LPOE Design Standard and CBP OIT infrastructure criteria (LAN, MDF, CER, Booth IDFs). 1.b. GSA Criteria: PBS Core Building Standards and formal status of the 2024 GSA P100. 1.c. Federal Guidelines: NIST SP 800-53 Rev. 5 (Controls CP-8, CP-8(1)–(4)), CISA Resiliency Guidance, and UFC 3-580-01. 2. CARRIER & WAN RESILIENCY 2.a. Provider Diversity: Confirm if primary and alternate WAN circuits require independent providers, separate Points of Presence (POPs), and dedicated last-mile routes. 2.b. Physical Infrastructure: Confirm requirements for separate building entrances, dedicated duct banks, and prohibited shared bottlenecks (e.g., shared poles, handholes, or demarcation hardware). 2.c. Performance: Define required Telecommunications Service Priority (TSP), automatic failover speeds, and minimum degraded-mode bandwidth. 3. CAMPUS & BOOTH LAN BACKBONE DESIGN 3.a. Campus LAN: Confirm if separate Route A and Route B OS2 fiber backbones with 25% spare capacity, physical route diversity, and automatic failover are required for all mission-critical LAN spaces. 3.b. Booth Fiber: Please confirm if dual uplinks to separate switches are required for each booth. 4. PHASED CONSTRUCTION & TESTING 4.a. Define requirements for temporary LAN/WAN connectivity, cutover methods, and minimum burn-in periods before decommissioning legacy infrastructure. 4.b. Confirm required testing protocols (failover times, latency, packet loss, and simulated component failures) for final system acceptance.
1.a. CBP OIT Infrastructure Criteria would take precedence regarding cybersecurity baselines, network redundancy, and carrier diversity requirements 1.b. The GSA 2024 P-100 is no longer valid and should not be used. 1.c. agree 2.a. Provider Diversity is a requirement.
CBP request Physical Diversity and Carrier Diversity to POP\Central Office - Currently both circuits use the AT&T last mile causing a concern when the network goes down causing the entire Port of Entry to go down until AT&T resolves the issue. 2.b. Refer to (2.a.) for Carrier and Physical Diversity to ensure more than 1 entrance exists for the carriers to bring circuits to the property via multiple Central Offices. 2.c. CBP will submit the Carriers (on the EIS contract) share Central Offices in the area to avoid physical paths back to their Central Offices. 3.a. Yes, CBP network design should indicate a separate path from each IDF back to the MDF. Spare fiber between both MDF is needed for redundancy - like a triangle - each access switch goes to MDF 1 and 2, and both MDF 1 and 2 have cross connect between each other. 3.b. Yes, where possible, dual fiber links from each IDF to each of the MDFs. 4.a. The legacy network should stay active until new space is deemed ready for occupancy and approved by all parties. CBP and GSA will agree to a timeline once they vacate old space before shutting down old cabling. 4.b. This is in reference to fiber testing - the cable vendor would need to provide testing results from each IDF and MDF and warranty period for fiber.
